Town of Blooming Grove Plan Commission Minutes Date: Wednesday, June 11, 2025, at 5:00 PM Place: Town Hall, 1880 S. Stoughton Road Present per roll call: Chair Dave Young, and Commissioners Jeff Teuscher, and Dwight Johnson. Erin Pierce had an excused absence. Also, in attendance were Clerk/Treasurer/Administrator John Wright and Deborah Sellers. Chair Young called the meeting to order at 5:00 PM. There were no changes to the agenda. 2. Discussion and/or Decision Items a. Recommendations to the Town Board to appoint a commissioner whose Term will expire on October 31, 2027 to fill a vacancy – Chair Young stated that the Town had received two letters of intent to fill the vacancy prior to the deadline on June 5, 2025. The vacancy was created when the term for Commissioner Meyers lapsed on April 30, 2025 and he did not accept reappointment. Chair Young asked the members present if they had any questions based upon the copies of the letters included in their packet materials. There were no comments or questions. Chair Young moved to recommend to the Town Board, the appointment of David Braga for a term ending on October 31, 2027; 2nd Commissioner Teuscher. Motion carried 2-1. b. Appoint a Vice-Chair for the Plan Commission – Chair Young moved to nominate Commissioner Teuscher as the Vice-Chair; 2nd Commissioner Johnson. There were no further nominations or discussion. Motion carried 3-0. c. Updated Conditional Use Permit process – Clerk/Treasurer/Administrator Wright reported to the group that he received the materials included in tonight’s packet from Dane County Zoning. Moving forward, local governments will still need to review Conditional Use Permit (CUP) applications; however, it will no longer be necessary to post/publish a Class II notice or hold a formal public hearing on the local level. Review can be handled by the local board or plan commission after the applicant obtains the complete application from the County Zoning Division. There followed a brief review of the materials received from Dane County including an outline of the process, a worksheet, and action report. d. Town Parks – C/T/A Wright stated he spoke with Cory Buske, Town Public Works Supervisor about plantings. In addition to the relocation of a planting by the former fire station to Thurber Park, it was noted that a memorial Norwegian Fir tree donated by the Gallagher Grove Civic Club and multiple shrubs had been removed when ATC did work within Thurber Park. Chair Young was supportive of restoring some of the lost greenery. There followed a brief discussion of the paid rentals of the three parks managed by the Town. Without objection, Wright will prepare a spreadsheet of rentals by park and date to share with the Commission members. e. Future development in the Town Chair Young stated that are no updates at this time. Wright recalled he received something of interest from a neighboring municipality. Without objection, he will forward to the group when he locates the information. 3. Administrative Business a. Approval of April 9, 2025 Meeting Minutes Chair Young made a motion to approve the minutes of the April 9, 2025 Plan Commission meeting, as presented; 2nd Commissioner Johnson. Motion carried 3-0. b. Future Agenda Items – Town Parks 4. Public Comment – No comments were received. 5. Adjourn – Chair Young made a motion to adjourn the meeting; 2nd by Commissioner Teuscher.
