Motion carried 4-0. 2m. Town Board and Plan Commission email accounts: Chair Bristol stated that he approved the creation of public email accounts due to the low monthly cost per the recommendation from the Clerk/Treasurer/Administrator, but wanted to allow Board discussion by adding to this agenda. It was noted that the email is not compatible with Office 365 email accounts, but is otherwise compatible with other applications and when logging in directly through the Supranet website. Chair Bristol noted that those using mobile devices could consult the resources found online: https://wiki.supranet.net/wiki/index.php/Main_Page. Supervisor Teuscher stated he is unlikely to use the new account and accepts the risk of mixing his private account with public correspondence. 2n. Pflaum Road resurfacing estimate: Chair Bristol noted, per the letter received from the City of Madison Engineering Division on April 30, 2025, that the Town of Blooming Grove will have two options for paying the estimated costs to resurface the section of Pflaum Road by the Blooming Grove Cemetery: 1. Pay the entire amount, without interest, if paid on or before October 31 of the year the bill is received; or 2. Pay in equal installments as a special charge added to the annual tax bill with 4% interest added (although the term of the installment option is not specified). It would appear that the earliest the Town will be billed would be in calendar year 2026 with the option to pay in full on or before October 31, 2026. There followed a brief discussion regarding the two options. Supervisor Young moved to pay the actual cost billed by installments with 4% interest; 2nd by Chair Bristol. Motion carried 4-0. 2o. Omitted trash/recycling charges: Clerk/Treasurer/Administrator Wright was asked to review property addresses for trash/recycling collection within the Town by Justin Montani from GFL Environmental. GFL recently purchased LRS which precipitated the audit. During the course of his review, Wright discovered four properties for which the charge had not been added. Wright was wondering whether to invoice those property owners for the years that the special charge was not on the tax bill or not. Chair Bristol moved to add the future charges to the 2025 pay 2026 tax bills and to not seek remuneration for services provided in the past; 2nd by Supervisor Young. Motion carried, 4-0. 2p. Allocate contingency funding for Rambling Acres mill and overlay project in the event of unforeseen circumstances: Chair Bristol reported that Cory Buske, Town of Blooming Grove Public Works Supervisor, contacted him with concerns that milling, scheduled for May 21, 2025, might reveal sub road defects that would require work exceeding the approved bid from Wolf Paving. The timing would require a special Town Board meeting to approve without an approval, in advance, of a contingency. It was noted that minor change orders were approved by the prior Clerk/Treasurer/Administrator in the past with the costs approved by the Board thereafter. When the change order was sizeable, the past precedent was to assemble a quorum of the Board for a special meeting to approve. Chair Bristol stated that of the hundreds of contracts he has been party to, there is typically a contingency of around 15% to address unforeseen circumstances. It was noted that Wolf Paving is unaware of Board consideration of this matter. If extraordinary conditions arise, Supervisor Buske will be contacted by Wolf Paving. There followed a brief discussion of what conditions to apply when bidding projects in the future for a contingency amount and the risk of not addressing defects not known at the time of bidding. Supervisor Young moved to approve a contingency in the amount of $10,000 with the understanding that any amount over would require a special Town Board meeting to authorize; 2nd by Chair Bristol. Motion carried 4-0. 3a. Minutes of April 23, 2025 Town Board Meeting: Supervisor Young moved to approve the minutes of the April 23, 2025 Town Board meeting, as presented; 2nd by Supervisor Schroeder. Public Comment: Dave Young wanted to publicly thank the Town staff for assisting with the Clean Sweep event at Thurber Park. Wright reported that he will be out of the office on June 10, 2025 to drive his wife to and from an appointment for an optical procedure. Kellene Leicht will staff the office during this absence. 5. Adjournment: Chair Bristol moved to adjourn the meeting; 2 nd by Supervisor Teuscher. Motion carried 4-0 at 6:09 PM.
