Blooming Grove Town Board Meeting Minutes for April 23, 2025
Chair Bristol called the meeting to order at 5:30 PM. Other Town Board members in attendance
were Supervisor Woznick, Supervisor Teuscher, Supervisor Young, and Supervisor Schroeder.
Also in attendance were Clerk/Treasurer/Administrator Wright, Public Works Supervisor Buske,
Deborah Sellers, and Justin Montani (departed at 5:54 PM).
The Pledge of Allegiance was recited by those present. Chair Bristol confirmed proper proof of
posting with the Clerk/Treasurer/Administrator.
2a. Review and possibly award 2025 paving work for Rambling Acres based upon bids
received by the deadline on April 17, 2025: It was noted that three bids were received (Wolf
Paving, Payne & Dolan, and Tri-County); of the three, the one from Wolf Paving was the lowest.
Public Works Supervisor Buske stated that there had been no past issues or concerns with either
Wolf Paving or Payne & Dolan. He noted that the three bids were less than the estimate presented
to the Board when approving the scope of the Request for Bids earlier this year. Supervisor
Teuscher expressed his concerns with a prior project awarded to Wolf that resulted in additional
costs beyond the approved bid and the absence of the milling depth on the current bid. Buske
responded that the process of milling pavement always runs the risk of revealing sub-road
conditions that require additional resources to address; this is not a situation unique to this or any
other contractor. Buske reported that Wolf subcontracts the milling whereas Payne & Dolan owns
their own equipment. There followed a brief discussion about the conditions appropriate to refuse
the lowest responsible bid.
Supervisor Woznick moved to approve the mill and overlay bid presented by Wolf Paving at a cost
of $117,500 for various streets within Rambling Acres; 2
nd by Chair Bristol. Motion carried, 5-0.
2b. Consider proposal by GFL Environmental (purchased LRS) to move trash and recycling
collections to Mondays: Justin Montani, Government Contracts Manager for GFL Environmental,
reported that LRS Wisconsin has been purchased by GFL. However, there will be no change to
the terms of the contract, collection containers, or to local staffing. The parent company is based
in Canada with the domestic base in Raleigh, North Carolina. According to Montani, the larger
parent company will likely allow local contracts to become more competitive. Montani proposed
changing the service day from Fridays to Mondays, beginning on June 30, 2025. The final
collection date on the current schedule is proposed for June 27, 2025. It was noted that if Monday
is a holiday, then pickup would be the following day. Buske expressed his support of the proposed
change, particularly for waste generated at the three Town Parks, which peaks during the
weekends. Residents would be notified by postcard mailer which, without objection, the Town
clerk would review prior to distribution.
Supervisor Young moved to work with GFL to change the collection day from Fridays to Mondays,
effective on June 30, 2025 with the responsibility to notify customers by GFL; 2
nd by Supervisor
Schroeder. Motion carried 5-0.
2c. Temporary Class “B” Wine license for the HOG Chapter of Harley-Davidson of Madison
for a single-day event on May 10, 2025: It was noted that this event has occurred annually for a
number of years without incident. The clerk noted the application was complete and the fee paid.
Supervisor Teuscher moved to approve the Temporary “Class B” Wine license for the HOG
Chapter of Harley Davidson of Madison for an event to be held on May 10, 2025; 2nd by Supervisor
Young. Motion carried 5-0.
3a. Minutes of April 9, 2025 Town Board Meeting: Supervisor Young moved to approve the
minutes of the April 9, 2025 Town Board meeting, as presented; 2nd by Supervisor Teuscher.
Motion carried 5-0.
3b. Approval of Vouchers: Supervisor Schroeder made a motion to approve vouchers, as
presented; 2nd by Supervisor Teuscher. Motion carried 5-0.
4. Public Comment: Deborah Sellers reminded those in attendance about the open house
fundraising event for Dean House will be held on Thursday, Friday, and Saturday of the current
week.
5. Adjournment: Chair Bristol moved to adjourn the meeting; 2nd by Supervisor Schroeder.
Motion carried 5-0 at 5:58 PM.
