Town of Blooming Grove Plan Commission Minutes Date: Wednesday, April 9, 2025, at 5:00 PM Place: Town Hall, 1880 S. Stoughton Road Present per roll call: Chair Dave Young, and Commissioners Jeff Teuscher, Dwight Johnson, Erin Pierce, and Mike Meyers. Also, in attendance were Clerk/Treasurer/Administrator John Wright, Ronald Bristol, Deborah Sellers, Barbara Hockett (arrived at 5:12 PM), Amy Schroeder (arrived at 5:15 PM), and Frank Woznick (arrived at 5:15 PM). Chair Young called the meeting to order at 5:00 PM. There were no changes to the agenda. 2. Discussion and/or Decision Items a. Recommendations to the Town Board to reappoint two commissioners whose terms expire on April 30, 2025 – Supervisor Pierce is willing to be reappointed to a term that will expire on October 31, 2027. Supervisor Meyers, it was noted, is wanting to pursue other opportunities, so will not accept a reappointment. The Commission will need to act upon a new Vice-Chair at a future meeting. Chair Young moved to recommend to the Town Board, the reappointment of Erin Pierce for a term ending on October 31, 2027; 2nd Commissioner Teuscher. Motion carried 5-0. Chair Young thanked Commissioner Meyers for his service on the Commission. Without objection, the notice alerting the public of a vacancy on the Commission should be publicly posted after the term lapses on April 30, 2025. b. Review City of Madison Assistant Attorney Comments about the Cooperative Plan and Timeline/Conditions for Public Water and Public Sewer Extensions – Clerk/Treasurer/Administrator Wright reported that he has received multiple inquiries regarding the timeframes and probable costs, post-annexation, when improved parcels without public services will be required to connect. Contained within the packet was a response from Doren Viste, City of Madison Assistant Attorney, to an email inquiry which Wright summarized for those in attendance. There followed a brief discussion regarding a stormwater utility district in the Town. Ronald Bristol recalled that the Town had requested estimates for connection costs some five years ago. The Town had conducted a survey at that time, according to Bristol, to see whether residents of Rambling Acres and April Hills would like to connect to services prior to annexation. His recollection of the results was an overwhelming response against connection prior to annexation. c. Town Parks – Chair Young stated that he considers Thurber, Severson, and April Hill parks will be part of the Town of Blooming Grove’s ongoing legacy once all remaining properties are attached to the City of Madison in 2027. He noted that some trees and landscaping were lost at Thurber Park and is curious which were replaced. Without objection, Cory Buske, Town Public Works Supervisor, will be asked for a list of those items that were replaced. d. Future development in the Town Chair Young stated that are no additional updates at this time. 3. Administrative Business a. Approval of February 12, 2025 Meeting Minutes Chair Young made a motion to approve the minutes of the February 12, 2025 Plan Commission meeting, as corrected; 2nd Commissioner Johnson. Motion carried 5-0. b. Future Agenda Items – Town Park, recommend a Plan Commission member to the Board to fill a vacancy, and elect/appoint a Plan Commission Vice-Chair. 4. Public Comment – This year’s Clean Sweep event will be held at Thurber Park from 7 AM until 11 AM, May 3, 2025. COM2 Recycling will be responsible for the collection of electronics that do not contain freon. The due date for submitting a letter of interest to serve as an appointed member of the Town Plan Commission will be June 5, 2025 by noon. 5. Adjourn – Chair Young made a motion to adjourn the meeting; 2nd by Commissioner Pierce. Motion carried 5-0 at 5:29 PM. Minutes by John Wright Approved: June 11, 2025
