Blooming Grove Town Board Meeting Minutes for April 9, 2025 Chair Bristol called the meeting to order at 5:36 PM. Other Town Board members in attendance were Supervisor Woznick, Supervisor Teuscher, Supervisor Young, and Supervisor Schroeder. Also in attendance were Clerk/Treasurer/Administrator Wright, Erin Pierce, and Deborah Sellers. The Pledge of Allegiance was recited by those present. Chair Bristol confirmed proper proof of posting with the Clerk/Treasurer/Administrator. 2a. First Quarter Treasurer’s Report: Clerk/Treasurer/Administrator Wright provided a brief review of the report generated from Quick Books. Wright noted that he is working with Kayla Schmidt at Johnson Block & Company to iron out some irregularities in the report that are highlighted in yellow; the actual balances are listed to the right. The accumulated sick time payout for Mike Wolf (upon his retirement) is comingled with the C/T/A salary. The funds are paid from a dedicated Employee Liability Outlay Account instead. Mileage reimbursement for Michael Meyers (when issuing traffic citations) should be a subaccount of Public Works > Streets. Without objection, Wright will add a subaccount in Quick Books and will make a correction with an Adjusting Journal Entry for the mileage expense. Wright did not note any other irregularities within the report. It is likely that the expense to rebuild sections of the wall by the cemetery will require a future budget amendment because it is drawn from the budget for street repairs/reconstruction. 2b. Recommendation from Town of Blooming Grove Plan Commission for Reappointment or Appointment for Two Terms Expiring on April 30, 2025: Plan Commission Chair Dave Young reported that the Commission members recommend the reappointment of Erin Pierce, whose term expires on April 30, 2025, for a term ending October 31, 2027. Young stated that Commissioner Meyers has chosen to pursue other opportunities, so will not accept a reappointment when his term expires on April 30, 2025. Without objection, the vacancy will be announced at the Annual Town Meeting to be held on April 23, 2025, posted to the Town website, and physically posted at the Town Hall. Supervisor Young moved to recommend the Town Board approve the reappointment of Commissioner Pierce for a term that will expire on October 31, 2027; 2nd by Supervisor Schroeder. Motion carried 5-0. 3a. Minutes of March 26, 2025 Town Board Meeting: Supervisor Young moved to approve the minutes of the March 26, 2025 Town Board meeting, as presented; 2nd by Supervisor Schroeder. Motion carried 5-0. 3b. Approval of Vouchers: Supervisor Schroeder made a motion to approve vouchers, as presented; 2nd by Supervisor Teuscher. Motion carried 5-0. 4. Public Comment: Deborah Sellers was curious if the C/T/A had spoken with the Wisconsin Towns Association or Town Advocacy Council regarding the proposed closure of Powers Avenue. Wright stated that he had not, but reported that he downloaded all testimony, statements made by the public, and resolutions enacted by the City of Madison and Town of Blooming Grove that were presented during the 2024 public hearing. Wright stated that he read all the documents and reviewed all maps to familiarize himself with the issue. Supervisor Young thanked Commissioner Pierce and Meyers for their service on the Plan Commission. Young reminded the group that the Annual Green Sweep Event will be held at Thurber Park on May 3, 2025 from 7 AM until 11 AM. COM2 will accept electronics for recycling, but will not reclaim any items with refrigerants. Young would like the Town to accept those and pay to recycle them responsibly. C/T/A Wright wanted to know when to have portable restrooms delivered to the two parks that lack permanent facilities. Without objection, he was instructed to request those this week. Supervisor Schroeder publicly thanked the election workers who managed the 70% turnout for a Spring Election with professionalism. Without objection, consideration of moving trash/recycling collection to Mondays will be added to the April 23, 2025 Town Board agenda. 5. Adjournment: Chair Bristol moved to adjourn the meeting; 2nd by Supervisor Schroeder. Motion carried 5-0 at 6:00 PM.
