Blooming Grove Town Board Meeting Minutes for March 12, 2025
Chair Bristol called the meeting to order at 5:30 PM. Other Town Board members in attendance
were Supervisor Woznick, Supervisor Teuscher, Supervisor Young, and Supervisor Schroeder.
Also in attendance were Clerk/Treasurer/Administrator Wright, Anne Anderson, P.E. Mead &
Hunt (departed at 5:45 PM), Public Works Supervisor Cory Buske, and Deborah Sellers.
The Pledge of Allegiance was recited by those present. Chair Bristol confirmed proper proof of
posting with the Clerk/Treasurer/Administrator.
2a. Municipal Stormwater Report presented by Anne Anderson, PE, Mead and Hunt: Ms.
Anderson stated that her review of the five outfalls (the place where a river, drain, or sewer
empties into a river, or a lake) within the Town of Blooming Grove have been inspected. There
were not stormwater incidents within the Town for 2024. She provided a brief review of
outreach and education performed by the Town, the annual Clean Sweep collection, road salt
conservation efforts, maintenance of storm drains, etc. The Municipal Separate Storm Sewer
System (MS4) program report presented this evening is in draft form. Once some remaining
budget items are confirmed and updated, the report will be submitted to the Wisconsin
Department of Natural Resources on or before the March 31, 2025 deadline.
Supervisor Teuscher moved to approve the draft MS4 Report on the condition that the
budgetary figures will be updated; 2nd by Supervisor Woznick. Motion carried 5-0.
2b. Selection of 2025 road projects in Rambling Acres to potentially include Palace
Road, Dicky Lane, Venetian Lane, and Dell Drive: Town of Blooming Grove Public Works
Supervisor Cory Buske reviewed the estimate of materials and costs associated with multiple
roads and segments of roads within Rambling Acres. He noted that he requests that the
winning bidder from the prior year prepare an estimate for work to be considered for the
following year, without an expectation that they will be awarded the contract. It was noted that
there was 2024 road construction funds carried forward into 2025 to add to the $100,000
included in the 2025 budget. Chair Bristol noted that the Town has an adequate cushion if the
proposed projects exceed the 2025 budget and unused allocated road funds from 2024 due to
exceeded projections of room tax collections and interest income last year.
Supervisor Buske noted that the Town was notified by the City of Madison that they will be
reconstructing Pflaum Road between Monona Road and Highway 51. Although it will be a full
reconstruction, the existing curb and sidewalk will remain. The projected Town share is
$23,000, which will include a lateral charge for the Blooming Grove Cemetery. The work is
scheduled to begin this year. It is uncertain how the Town will be assessed (lump sum, over
multiple years, etc.). There followed a brief discussion regarding bidding the Rambling Acres
projects, without delay, and possible future work on Carncross Drive. Without objection, Buske
and C/T/A Wright will prepare the Request for Proposal document and the posted and published
notices within the next two weeks. The bids will be due in approximately one month.
Supervisor Young moved to approve the scope for the RFP, as presented, and to accept bids
for the work within Rambling Acres; 2nd by Supervisor Teuscher. Motion carried 5-0.
2c. Repair wall adjacent to Blooming Grove Cemetery based upon available estimates:
Buske presented two estimates to stairstep the existing blocks for the cemetery wall parallel to
Pflaum Road that have been displaced by heaving soil, set atop an improved footing/foundation,
with adequate drainage. It was noted that some pine tree roots and stumps will need to be
removed to facilitate the repair. The Town has not done work with King Maple Landscaping or
Early Morning Landscapes before. The list of services provided by Early Morning, although bid
at a lower rate, was less complete than the one provided by King Maple. Alonzo Landscaping
had completed prior repairs, but had not submitted an estimate to consider. Buske assumes
that the City of Madison will reimburse the Town 50% of the costs for the repair as they have
done in the past.
Supervisor Teuscher moved to approve the estimate provided by King Maple Landscaping
contingent upon their removal of sales tax; 2nd by Supervisor Woznick. Motion carried 5-0.
Without objection, C/T/A Wright will notify the contractor and will provide them with a W-9,
Certificate of Exempt Status, and form S-211, Wisconsin Sales and Use Tax Exemption
Certificate and PW Supervisor Buske will confirm reimbursement from the City.

that residents near Thurber Park should be mailed a notification regarding the Clean Sweep
event to be held there on May 3, 2025 between 7 AM and 11 AM.
