Chair Young reviewed concerns that were expressed when the initial CUP was considered in May of 2023: lighting, noise, dust, and traffic. Young stated that he was unaware that there have been any issues in the prior eighteen months when the plant was in operation previously. The directional flow of vehicles leaving and entering the facility appears to be successful in the avoidance of conflicts with other vehicular traffic. It was noted that no concerns were expressed prior to this evening’s hearing. The hearing notice was published twice and those whose property is nearest to the proposed operation were notified by mail. Commissioner Johnson noted that the Town will be entirely attached to the City of Madison effective after October 31, 2027. Commissioner Pierce noted that the zoning of the property has changed since the original application in 2023 from FP-35 to AT-35. C/T/A Wright received a response from Dane County Zoning and Land Regulation that the only difference is the current zoning does not allow for claiming farmland preservation credits on Wisconsin income taxes.
