1 Plan Commission - July 13, 2026 City of Oconomowoc Plan Commission Meeting Minutes July 13, 2026 - 6:00 PM Members Present: Commissioners Wickman, Frederick, Kowieski, Byzeck, Ald Ellis and Chairman Rosek Others: Gallo, Frye, Duffy, Riffle and Dehnert Chairman Rosek called the Plan Commission meeting to order at 6:00 PM. 2. Approval of previous meeting minutes – June 3, 2026 Motion by Wickman to approve the June 3, 2026 minutes; second by Frederick. Motion carried 6-0. 3. Comment from citizens specific to items on this meeting agenda: None. 4. Consider/recommend the certified survey map for Caribou Coffee to divide 1 lot into 2 at 1445 Olympia Fields Drive: Gallo explained the applicant is requesting approval of a CSM for a lot division which has been expected as part of this development. He noted there has been a 10’ pedestrian easement planned on this property, and he is concerned because it is not listed on the CSM. Gallo explained pedestrian access has been important in this development and recommended the easement remain where he shows it in his staff report which is the closest to the location shown in the General Development Plan. Stu Wangard of Wangard Development said they will include a pedestrian easement because the Developers Agreement requires it; concerned with its location between Lots 1 and 2; and prefers to include it on the property to the north which he owns. Members were concerned with kicking the easement down the road; what if they don’t end up putting it in; is it their intent to divide the parcel to the north and what if there is an issue then with the easement; and would they be open to including a 5’ easement now with another 5’ easement on the property to north for a total 10’ easement. Wangard said their intent on the property to the north was for a larger user; money is set aside to put in the easement; the Parks Department is aware of this pedestrian easement; and he is okay with including a 5’ easement now. Motion by Frederick to recommend to Council approval of the Certified Survey Map for Caribou Coffee at 1445 Olympia Fields Drive with a 5’ pedestrian easement to be added to the north side of Lot 2; second by Wickman. Motion carried 6-0. 4b. Consider/act on the Major Design Review Plans for the addition of 6 detached garages for the Frederick Apartments at 1600 Town Centre Way: Gallo reported this request is for 6 detached garages to be added to the development. This item was approved by the Architectural Commission this evening with changes to the exterior which he explained. Previously the buildings in the development were approved with surface parking, and the new garages will be tucked behind the buildings by the dog park and green space. They also plan to add more landscaping around them. Currently there are 23 garage spaces and 192 surfacing parking spaces, and this would add 42 enclosed parking spaces and eliminate 52 surface parking spaces. Gallo said they need 417 spaces and are providing 347 if you consider non-residential space; this is a PD development which allows parking flexibility; and there are smaller areas which could possibly be developed into parking. Gallo recommended 2 Plan Commission - July 13, 2026 approval and said planning could monitor parking. Members said this is a tight site; there is no place for snow removal; concerned with emergency vehicles getting around the site; issues for backing out of the garages; had concerns with parking during the initial approval; the proposed plan would be possible if not losing parking spaces; and what about open concept parking with canopies. Rick Cozzi of Wingspan said diagrams were provided to police and fire, and they had no issues with getting around the development; the street will be 24’ wide; people wanting covered parking was the driving force for this request; and 23 garages will have parking in front of the garage. Members chose to take no action. The applicant asked if he could submit this request again, and Gallo said there would have to be a sufficient change to their request. 4c. Consider/act on the major design review plans for the new construction of a 4100 SF building for Fox Communities Credit Union at 1283 Olympia Fields Drive: Gallo reported this item was approved by the Architectural Commission this evening with changes to the window detail. This building will have road frontage on 3 sides; the access lines up with the business across from it; the dumpster will be located in a corner with landscaping on one side; and lighting complies. Gallo recommended approval with one condition that the applicant work with the Police Department on a security plan. Members were concerned with the location of the dumpster on Summit Avenue and suggested placing it in the opposite corner and parking is tight. The applicant believes he can relocate the dumpster to the other corner. Motion by Kowieski to approve the Major Design Review Plans for Fox Communities Credit Union at 1283 Olympia Fields Drive with the tenant to work with the Police Department on a security camera plan; second by Wickman. Motion amended by Kowieski to include that the applicant move the trash enclosure to the opposite corner; second by Wickman. Motion carried 6-0. 4d. Consider/recommend the conditional use permit to allow Outdoor Recreation - Commercial for the Social at 1340 Snyder Way Gallo explained this request is for a conditional use permit to allow for the outdoor recreational activities they are planning for on the hill. The applicant is planning multiple activities on the grounds and potential concerts on the roof of the building; and the entire area will be fenced. Western Lakes Fire District had concerns regarding potential injuries, and they would like them to work with the applicant on an emergency plan. Parking could be an issue, and the Police Department said if there are issues with Snyder Way being parked up, they may change it to no parking. Gallo said it is unknown how much parking they will need; the applicant owns land nearby which could be used for parking if needed; and he included a condition in the CUP to come back in 1 year to review the project. Matt Neumann explained the applicants intent is to reinvent the hill for family activities; the building will have a café and pickle ball court on the 1st floor; a bar area on the 2nd; and open area on the roof; guests will be able to walk off the roof directly onto the hill; there is access for fire department personnel from a 12’ wide path around the building; there will be 400 stalls available for parking in the 1st phase with a capacity up to 600-700 parking spots, but they don’t want to add it until they know it will be needed; and Snyder Way was built 10’ wider than normal and will provide an additional 60 parking spots. Members asked about bollard lighting along the trail; who determines the need for more parking; what about overflow signage in an unpaved area; love the overall concept; and there isn’t enough parking for big events. Neumann said they can expand parking to the north; they are not sure about winter use which is why they did not include bollards along the walkway; and they can’t develop anything in those areas that are reserved for parking. Members suggested giving them flexibility on parking; and asked if a stamped sound study be required in the CUP. Riffle suggested putting something in the CUP that provides for the additional area for parking and recommended there be no trigger requiring them to put in 3 Plan Commission - July 13, 2026 more parking. Gallo said he can add to the CUP that there be no development on the parking lot to the north at the discretion of the City and will add under Item 2. of the CUP that a stamped sound study be required. Members questioned construction hours and suggested the zoning administrator could make the decision if they are allowed to go past normal hours. The Mayor suggested if members have additional issues they should be sent to Gallo to send on to the developer to address. Motion by Rosek to recommend to Council approval of the Conditional Use Permit to allow Outdoor Recreational – Commercial at The Social at 1340 Snyder Way; subject to 1) there be no development in the expansion areas without Plan Commission approval; 2) any parking expansion is to go to the City Planner and if disputed, then any appeal of that decision will go to the Plan Commission; second by Ellis. Motion carried 6-0. 4e. Consider/act on the Major Design Review Plans for the Social at 1340 Snyder Way: Gallo explained last month members postponed action on the master design review plans, and the updated plan shows how the garbage truck will be able to get to the dumpster. Gallo also noted he received comments from an individual who doesn’t like the colors of the slides but preferred earth tones. Members asked about light pollution for nearby residents; prefer earth tones for the slides; how can you get all the activities in the proposed area; noise concerns; and will the Social provide sound equipment on the stage. Neumann said they plan to put in main items on the hill first and fill in with the smaller items; explained the location of the stage on the roof; how sound should go toward the hill; and suggested if they schedule a large outdoor event, maybe it should go through the City for a special event permit. The applicants light expert explained they will put house side shields on the lights in the parking lots which will limit light reflecting toward residential properties; light poles will be on a 6” foundation and 20’ tall; the entrance lights will spill out a little; and they are trying to be considerate of residential properties. Eric Obarski said all of the things on the hill will fit together on the property. The applicant’s landscaper said the tubes will be 2 shades of blue. The applicants sound specialist explained they are aware of the sound issues and did decibel readings at the property lines; provided a sound study to staff; and they don’t want the applicant to get noise complaints. A member questioned retaining walls, and the landscaper explained there will be 3 different types of walls; pointed out where they will be located; and will include planting material in some areas and artificial turf in other high use areas. Obarski and another expert explained the trash process and their intent to get the garbage collected around the different areas without interrupting guests. Members appreciated the whole team and the time involved by the applicant in this process. Motion by Ellis to approve the Major Design Review Plans for The Social at 1340 Snyder Way; second by Wickman. Motion carried 6-0. 5. Planning Department Correspondence – May: Gallo said his report is included in the packet. Motion by Ellis to adjourn the meeting at 8:28 PM; second by Wickman. Motion carried 6-0. _______________________________________ Chris Dehnert, Deputy City Clerk
