Plan Commission — Minutes

Town of Blooming Grove Plan Commission Minutes Date: Wednesday, January 8, 2025, at 5:00 PM Place: Town Hall, 1880 S. Stoughton Road Present: Commissioners Dave Young, Mike Meyers, and Jeff Teuscher. Also, in attendance were Deputy Administrator John Wright, Clerk/Treasurer/Admin Mike Wolf, Public Works Supervisor Cory Buske, Deborah Sellers, and Erin Pierce. 1. Discussion and/or Decision Items a. Dane County Ordinance Amendment #OA-23 regarding the process for conditional use permits Chair Young provided a brief review of the proposed amendment. Decisions must be rendered in writing and be based upon facts in order to be consistent with Wisconsin Statutes. Commissioner Teuscher moved to recommend to the Town Board their approval of the proposed amendment; 2nd by Chair Young. Motion carried 3-0. b. Recommendation for filling the vacant Plan Commission position which expires April 30, 2027 Commissioner Teuscher noted that the Town received three applications to fill the two vacancies. Two of the three applicants were in attendance. Teuscher appreciates the interest in the positions and feels that all three applicants would be qualified. However, one applicant has decades of service to the Town. Commissioner Teuscher moved to recommend to the Town Board the appointment of Dwight Johnson for the term to expire on April 30, 2027; 2nd by Chair Young. Motion carried 3-0. c. Recommendation for filling the vacant Plan Commission position which expires April 30, 2025 It was noted that both of the remaining candidates reside in Gallagher’s Plat. Commissioner Teuscher likes the background and experience that Erin Pierce would bring to the position and acknowledged the ongoing support of Deborah Sellers of Town goals. Chair Young moved to recommend for the Town Board to appoint Erin Pierce to fill the vacancy on the Plan Commission that expires on April 30, 2025; 2nd Commissioner Teuscher. Motion carried 3-0. d. Future development in the Town No new development other than the David Wood property for which there are no updates. 2. Administrative Business a. Approval of August 14, 2024 Meeting Minutes. Commissioner Teuscher made a motion to approve the minutes of the August 24th Plan Commission meeting; 2nd Commissioner Meyers. Motion carried 3-0. b. Future Agenda Items The Plan Commission will need to elect a secretary and Vice-Chair. There will be a public hearing on February 12, 2025 to consider the extension of a Conditional Use Permit for a concrete batch plant located at 4381 Marsh Road. Deborah Sellers requested the Chair add a discussion item for Blooming Grove parks to the February agenda; without objection. There was a brief discussion of activity by ATC in the Town. 4.
