Blooming Grove Town Board Meeting Minutes for January 8, 2025 Chair Bristol called the meeting to order at 5:30pm. Other Town Board members in attendance were Supervisor Schroeder, Supervisor Teuscher and Supervisor Young. Supervisor Woznick was absent. Also in attendance were Clerk/Treasurer/Administrator Mike Wolf, Deputy Administrator John Wright, Public Works Supervisor Cory Buske, Deborah Sellers and Erin Pierce. The Pledge of Allegiance was recited by those present. Chair Bristol asked if the agenda had been properly posted, and Mike Wolf attested that it had been posted in accordance with state statutes. 2a. Designation of Office Staff for Financial Transactions: Supervisor Teuscher noted that John Wright is the incoming Clerk/Treasurer/Administrator as of this upcoming Saturday, given Mike Wolf’s retirement the previous day. Supervisor Teuscher then made a motion to terminate Mike Wolf’s authority to process any and all financial transactions between Blooming Grove and Lake Ridge Bank, including but not limited to signing checks on behalf of the Town, effective January 11, 2025. The motion was seconded by Supervisor Schroeder and it passed 4-0. 2b. Appointment to Plan Commission: Supervisor Young said this issue came before the Plan Commission at their meeting earlier this evening. He reported that the Plan Commission unanimously recommended that Erin Pierce be appointed to the Plan Commission, specifically to the seat on the Commission that expires April 30, 2025. Supervisor Young made a motion to that effect, and it was seconded by Supervisor Teuscher. The motion passed 4-0. 2c. Appointment to Plan Commission: Supervisor Young said this issue came before the Plan Commission at their meeting earlier this evening. He reported that the Plan Commission unanimously recommended that Dwight Johnson be appointed to the Plan Commission, specifically to the seat on the Commission that expires April 30, 2027. Supervisor Young made a motion to that effect, and it was seconded by Chair Bristol. The motion passed 4-0. 2d. Dane County Ordinance Amendment OA-23 regarding a change to the processes of a Conditional Use Permit: Supervisor Young said this issue came before the Plan Commission earlier this evening, and that the Commission unanimously recommended the Board approve the amendment. He said the changes were to get the County’s CUP process in line with current State statutes. Supervisor Young made a motion to approve Dane County Ordinance Amendment OA-23 as presented. The motion was seconded by Chair Bristol, and passed 4-0. 2e. Reimbursement for Special Charges paid but not rendered: Mike Wolf said this particular parcel had a house several years ago, but it was razed and the property has been vacant for over three years. In error, the property tax bill continued to charge the owner for trash and recycling services. The request is to return the money collected the past two years for these services that were not needed or provided. Supervisor Teuscher expressed his concern that this might set a precedent. Mike said this is a unique situation, as there was once a house on the property and now there isn’t. Vacant lots in the Town do not receive trash and recycling services, nor does the Town pay LRS for service to those lots. Supervisor Young made a motion to approve the $328.80 to the owner of parcel number 0710- 051-4761-6 for the reimbursement of the aforementioned special charges paid. Supervisor Schroeder seconded the motion and it passed 4-0. 2f. Potential Change to the hosting of the Town’s website: John Wright stated the current provider has notified the Town that the cost of hosting will increase substantially in 2025, and that they will also be requiring an upgrade to a new platform sometime this year. John said there have been some technical problems that past few months as well. John said he will explore other options in the coming months, but for now wanted the Board to be aware of the situation. 3a. Minutes of December 11, 2024 Town Board Meeting: Supervisor Young made a motion to approve the minutes of the December 11, 2024 Town Board meeting as presented.
