Blooming Grove Town Board Meeting Minutes for December 11, 2024
Chair Bristol called the meeting to order at 5:30pm. Other Town Board members in attendance
were Supervisor Schroeder, Supervisor Teuscher and Supervisor Young. Also in attendance
were Clerk/Treasurer/Administrator Mike Wolf, Deputy Administrator John Wright, Public Works
Supervisor Cory Buske, Deborah Sellers, David Wood and Frank Woznick.
The Pledge of Allegiance was recited by those present. Chair Bristol asked if the agenda had
been properly posted, and Mike Wolf attested that it had been posted in accordance with state
statutes.
2a. Appointment of new Town Board Supervisor: Chair Bristol acknowledged and thanked
the three individuals who submitted letters of interest to the Town Board for this open position:
Michele Freitag, Mike Meyers and Frank Woznick. It was noted that the term of this open seat
expires in April of 2026.
Frank Woznick said he has worked with various municipalities as part of his job in
telecommunications, and is interested in being of service to Blooming Grove as a Town Board
member.
Supervisor Teuscher made a motion to appoint Frank Woznick to the open Town Board seat.
Supervisor Schroeder seconded the motion, and it passed 5-0 (Mike Wolf also voted, which is
allowed per state statute).
2b. Stormwater concern at corner of Larsen Road and Meadowview Road: David Wood
presented photos and referenced emails between himself and Tracy Foss (Assistant Public
Works Director at Fitchburg). They indicate that at one time Tracy agreed the stormwater runoff
under Larsen Road to the Blooming Grove side was a problem that Fitchburg should address.
Tracy is now taking the position that this is the Town’s responsibility. Discussion ensued about
when the problem started, and what this might look like in a couple of years when the
development in Fitchburg is completed.
The Board instructed Town staff to gather additional information from Fitchburg as it pertains to
the stormwater infrastructure that is planned for the final development phase, which is to be
done in 2026.
2c. Pedestrian and bike safety on Larsen Road: David Wood said the path in Fitchburg that
ends on Larsen Road at the corner of Meadowview is a safety concern. Pedestrians and
bicyclists coming off the path into this corner are left with limited options: to walk or ride on
Larsen or Meadowview Roads. There are no bike lanes, sidewalks or paths on either of these
streets. It was noted that the Town dissolves into the City of Madison in 2027, so that may be a
factor in what might happen next and when.
For now the Board instructed Town staff to reach out to Fitchburg and ask for their plans for the
path when the final development occurs in 2026.
2d. 2024 Town Budget Amendment: Mike Wolf presented a proposed amendment, which
changes some expense accounts and one revenue account in order to accommodate state law.
Supervisor Young made a motion to approve the 2024 Budget amendment as presented. The
motion was seconded by Supervisor Teuscher and passed 4-0.
2e. Minimum number of office hours for Town Office staff: Chair Bristol made a motion to
approve changing the minimum number of office hours for the Town Office staff to 36 hours – so
as to coincide with the number of hours the office is open to the public. The motion was
seconded by Supervisor Schroeder and passed 4-0.
3a. Minutes of November 20, 2024 Town Board Meeting: Supervisor Young made a motion
to approve the minutes of the November 20, 2024 Town Board meeting as presented.
Supervisor Schroeder Bristol seconded the motion and it passed 3-0, with Supervisor Teuscher
abstaining.
3b. Approval of Vouchers: Supervisor Schroeder made a motion to approve the vouchers as
presented. Chair Bristol seconded the motion and it passed 4-0.
4. Public Comment: Supervisor Young welcomed Frank Woznick to the Town Board.
5. Adjournment: Chair Bristol made a motion to adjourn the meeting. The motion was
seconded by Supervisor Young, and it passed 4-0 at 6:40pm.
