Comments from Staff: None. 5. Discussion and action on approval of Wis-Pak parking lot expansion storm water management: Herzog stated Wis-Pak is requesting a small expansion to their parking lot. Motion by Phillps to approve the Wis-Pak parking lot expansion storm water management; second by Herzog. Motion carried 5-0. 6. Discussion and action on approval of easement for Valley Road sidewalk: Herzog explained there is an empty lot right along Valley on the south side of the road. There are two property owners that have requested the sidewalk be moved onto their property because of the topography and the drainage. This would keep the sidewalk from going into the ditch. The Pabst Farms District owns a piece. Motion by Phillips to approve the easement for Valley Rd Sidewalk; second by Brozovich. Motion carried 5-0. 7. Discussion and action on possible easements for extension of pathway for Village Crossings: Herzog stated this goes back years. The existing walking path around the pond is gravel. Now the Condo Association has asked the city to remove the path. He stated the developer never completed the path as originally planned. Brozovich stated Brian Bell is putting the remainder of the path in with upcoming developments. The association will be responsible for maintenance. Commissioners discussed concerns on moving the path, the removal of trees and defer this to the city and set limits. Commissioners agree to let the city get feedback and bring this back for approval. No action taken. 8. Discussion and action on fence between SUMT0636992006 and Summit Cemetery: Nash explained this is the property to the north of the cemetery where there is a large wet pond. There is an existing split rail fence that goes along the north property line. It is seriously degrading and falling down and the Village has had staff remove a bunch of sections. The cemetery is hesitant on spending $20K to replace the entire stretch. Nash stated the Village doesn’t have the staff to complete with work. She stated the Summit Cemetery Board has requested feedback from the district on removing the fencing completely or should it be replaced and would the district be willing to help fund the replacement. Commissioners discussed having the cemetery put up signage, funding, removing the fence and putting up trees. Nash will go back to the Cemetery Board and report that they should remove the fence and if there are problems we will revisit it and no help with funding at this time. No action taken. 9. Election of Officers: Motion by Herzog to nominate Nash as President; second by Phillips. Motion carried 5-0. Motion by Nash to nominate Herzog as Vice President; second by Phillips. Also, she has been getting a lot of emails and phone calls on the conditions of the ponds in terms of overgrowth and vegetation. These items will be on a future agenda. That previous visit was completed on August 26, 2025. I offer the following recommendations for the basins observed and being considered. Photos of each basin were taken during the visit and available if needed or requested. Basin 1 All identified work was completed. Acceptance of this basin is recommended. Basin 2 All identified work was completed. Acceptance of this basin is recommended. Basin 3 All identified work was completed. Acceptance of this basin is recommended. Basin 4 All identified work was completed. Acceptance of this basin is recommended. Basin 9 Wet Cell - North The items identified with the previous visit have been addressed. Wet Cell – South Work was done to address the erosion observed during the previous site visit. The same type of erosion, namely undermining of the erosion control matting installed along the flowline of the swales in the corner of the basin (both the northeast and southeast corners of the basin) continue to be an issue. The erosion in the southeast corner was more severe but both locations need to be repaired and re-stabilized prior to recommending acceptance of this basin. Infiltration Cell The items identified with the previous visit have been addressed. SW Basin Acceptance Verification and Maintenance Memorandum 5/20/2026 Page 2 Basin 10 All identified work was completed. Acceptance of this basin is recommended. We recommend the acceptance of the noted BMPs referred to as Basins 1, 2, 3, 4, and 10 within the Lake Country Village Subdivision Development be accepted by the Pabst Farms Joint Storm Water District and that a meeting be coordinated as soon as convenient to formally act upon the recommendation. Unless there are any objections to this recommendation, the developer does not intend to continue maintaining the noted storm water basins and the maintenance of them will be transferred upon formal acceptance. x:\pt\s\summv\176551\task 3 - lake country village and interlaken\sw basin acceptance information\storm water basin acceptance and on-going maintenance memo for lcv and iv - 05-20-2026.docx
