Blooming Grove Town Board Meeting Minutes for November 6, 2024 Chair Bristol called the meeting to order at 5:30pm. Other Town Board members in attendance were Supervisor Larson, Supervisor Schroeder, Supervisor Teuscher and Supervisor Young. Also in attendance were Clerk/Treasurer/Administrator Mike Wolf, Deputy Administrator John Wright, and Deborah Sellers. The Pledge of Allegiance was recited by those present. Chair Bristol asked if the agenda had been properly posted, and Mike Wolf attested that it had been posted in accordance with state statutes. 2a. Appointing a New Town Board Supervisor: Supervisor Larson is moving out of town and has submitted his resignation from the Town Board effective November 9, 2024. Mike Wolf provided the Town Board with a draft of the notice of vacancy, which asks those residents who are interested to submit something in writing to the Town by December 6 if they are interested in being appointed. The Board had no comments about the draft, so this notification will be posted around town, and the same information placed on the Town’s website. 2b. Designation of Town Supervisor to perform monthly financial review: Supervisor Larson was one of two Supervisors that did this task (Supervisor Young is the other). Chair Bristol made a motion to appoint Supervisor Schroeder to review financial information on a monthly basis – in effect taking the place of Supervisor Larson in this duty. The motion was seconded by Supervisor Teuscher and passed 4-0, with Supervisor Schroeder abstaining. 2c. Designation of Town Supervisor to the Northeast Community Court: Supervisor Larson was the liaison to the Northeast Community Court. Chair Bristol made a motion to appoint Supervisor Young to be the Town’s liaison to the Northeast Community Court – in effect taking the place of Supervisor Larson in this role. The motion was seconded by Supervisor Schroeder and passed 4-0, with Supervisor Young abstaining. 3a. Minutes of October 23, 2024 Town Board Meeting: Supervisor Young made a motion to approve the minutes of the October 23, 2024 Town Board meeting as presented. Supervisor Schroeder seconded the motion and it passed 5-0. 3b. Minutes of October 23, 2024 Town Board working budget Meeting: Supervisor Schroeder made a motion to approve the minutes of the October 23, 2024 Town Board working budget meeting as presented. Supervisor Teuscher seconded the motion and it passed 5-0. 3c. Approval of Vouchers: Supervisor Schroeder made a motion to approve the vouchers as presented. Supervisor Young seconded the motion and it passed 5-0. 3d. Town Board Resolution 2024-03: Chair Bristol made a motion to approve Town Resolution 2024-03, acknowledging the significant contributions that Dean Larson has made to the Town of Blooming Grove. Chair Bristol read the resolution aloud, and those present applauded in recognition of Dean’s efforts over the years. 4. Public Comment: Mike Wolf thanked Cheryl Larson for her many years of service as a Town election official, including being a chief inspector, for over a decade. Supervisor Young thanked Cheryl for her work on the Town’s Plan Commission, including her role as Secretary. Mike Wolf formally introduced John Wright, who will be the new Town Clerk/Treasurer/ Administrator effective January 11, 2025. Chair Bristol thanked the office staff and all election workers who worked in Blooming Grove for the November 5 election. Supervisor Larson asked the Board to consider the issue of remote participation in Plan Commission and/or Town Board meetings in the future. 5. Adjournment: Chair Bristol made a motion to adjourn the meeting. The motion was seconded by Supervisor Larson, and it passed 5-0 at 5:55pm.
