Blooming Grove Town Board Meeting Minutes for October 10, 2024 Chair Bristol called the meeting to order at 5:30pm. Other Town Board members in attendance were Supervisor Larson, Supervisor Teuscher and Supervisor Young. Supervisor Schroeder was absent. Also in attendance were Clerk/Treasurer/Administrator Mike Wolf, Plan Commissioner Cheryl Larson, and Barb Hockett. The Pledge of Allegiance was recited by those present. Chair Bristol asked if the agenda had been properly posted, and Mike Wolf attested that it had been posted in accordance with state statutes. 2a. Rescinding Town Ordinance 00-04 and replacing it with Town Ordinance 6.08: Mike Wolf said the substantive change is the length of grass allowed in the old ordinance was six inches, and in the proposed ordinance it’s eight inches… which is in line with the City of Madison’s regulations. Supervisor Larson made a motion to rescind Town Ordinance 00-04 and replace it with Town Ordinance 6.08. The motion was seconded by Supervisor Teuscher and passed 4-0. 2b. Traffic Control on Beegs Road: Concerns were expressed by a resident about drivers speeding on Beegs Road, creating a hazard for pedestrian and bikers in the neighborhood. Chair Bristol made a motion to have the Public Works staff put up stop signs all three ways at the corner of Beegs Road and Swinburne Drive. The motion was seconded by Supervisor Larson, and passed 4-0. 2c. Speed Limits on Larsen Road and Meadowview Road: A nearby resident has pointed out that pedestrian and vehicular traffic in this area has increased dramatically with the increase of residential development in the City of Fitchburg – which is on the west side of Larsen Road. The resident is asking the Board to consider lowering the speed limits on Larsen Road and/or Meadowview Road. The Town Board asked Mike Wolf to contact both the City of Fitchburg (which owns half of Larsen Road), and the Town of Dunn (which owns half of Meadowview Road), and let them know the Town would be amenable to lowering the speed limit if that is requested. 2d. Cost of Dog Licenses: Dane County is considering increasing the cost of dog licenses, but that decision has yet to be made. Chair Bristol made a motion to have the Town continue to add $1.25 to the cost of what the County charges, regardless of what the County ends up deciding. Supervisor Young seconded the motion and it passed 4-0. 2e. Adjustment to Compensation for new Clerk/Treasurer/Administrator: John Wright has been hired to be Mike Wolf’s replacement. John’s first day on the job is November 1, but he has already put in some time on behalf of Blooming Grove – and will likely put in more hours prior to his official start date. Mike Wolf pointed out that John’s first paycheck will be processed November 11, and would ordinarily be for 6/10 of the bi-weekly amount he will eventually be receiving. Supervisor Larson made a motion to have John’s first paycheck be a full two-week amount, in acknowledgement of the time he will put in prior to his official start date. The motion was seconded by Supervisor Teuscher and passed 4-0. 3a. Minutes of September 25, 2024 Town Board Meeting: Supervisor Young made a motion to approve the minutes of the September 25, 2024 Town Board meeting as presented. Supervisor Teuscher seconded the motion and it passed 4-0. 3b. Approval of Vouchers: Supervisor Larson made a motion to approve the vouchers as presented. Chair Bristol seconded the motion and it passed 4-0. 4. Public Comment: None. 5. Adjournment: Chair Bristol made a motion to adjourn the meeting. The motion was seconded by Supervisor Young, and it passed 4-0 at 5:48pm. Minutes written and submitted by Mike Wolf Town Clerk/Treasurer/Administrator
