Town of Black Earth Minutes of Plan Commission Meeting Tuesday, July 1, 2025 1. Meeting call to Order. Plan Commission Chair Steve Parrell called the meeting to order at 6:00 PM. Plan Commission members Peter Weil, Joann Bennett, Tom Ripp, and Clerk Stephanie Zwettler were present . Also in attendance: Barb Parrell, Brenda Kahl, Jason Handel , and Juan and Guillermina Calzada. 2. Proof of Posting. An affidavit of posting was provided. 3. Approval of the Agenda. Peter Weil moved and Tom Ripp seconded a motion to approve the agenda. Motion carried. 4-0 4. Minutes of Previous Meeting – June 3, 2025. Tom Ripp moved and Joann Bennett seconded the motion to approve the minutes from June 3, 2025, as presented. Peter Weil abstained. Motion carried. 3-0 5. Juan Calzada, 5087 Schultz Rd – driveway construction permit. Peter Weil and Steve Parrell had both visited the site of the proposed driveway and discussed their observations. Both commented that the location and slope are good, and would recommend a culvert at the end of the driveway. Peter Weil moved and Joann Bennett seconded the motion to recommend approval of the driveway construction permit as submitted by Juan Calzada and to include a culvert. Motion carried. 4-0 6. Consideration of Cell Tower Ordinance – discuss, develop draft. The Plan Commission reviewed the Dane County Communication Tower Ordinance, Section 10.103(9) and Wis. Stat. § 66.0404(5) Mobile Tower Siting Regulations – Applicability. 7. Discussion of future agenda items. 8. Adjourn. Joann Bennett moved and Peter Weil seconded a motion to adjourn. Motion carried.
