Architectural Commission Meeting Minutes
May 6, 2026
Chairman Flint called the meeting to order at 4:30 pm.
Members Present: Flint, Matteson, Krogstad and Otten
Members Absent: Puestow
Staff Present: Grams, Gallo, Frye, Mayor Rosek and Dehnert
2. Approve minutes of March 4, 2026: Motion by Krogstad to approve the March 4, 2026 minutes; second by
Otten. Motion carried 3-0-1 (Matteson abstained).
3. Dunkin’ - Consider/approve the restaurant updated façade plan at 427 E. Wisconsin Avenue: Grams
explained the applicant is proposing to update their building by painting the EIFS and including a wood product on
the drive thru and in other areas. He noted issues with the garbage dumpster and recommended approval with
considerations listed in the background. Steve Kolber of KB & J Engineers explained they will be updating the
building as presented with the colors of Duncan; there will be a new canopy over the drive-thru; and Hardiplank
siding in several new areas. Members questioned signage, and Kolber said it will only have the Duncan name on
it. Members suggested adding a second trash enclosure on the site, and Kolber said he will talk to them about
getting more garbage pick ups or they will have to add another enclosure. Mayor suggested the franchisee should
clean up the site. Motion by Krogstad to approve the updated façade plan for Dunkin’ at 427 E. Wisconsin Avenue
with the building materials and colors as proposed and if a second dumpster is needed, a new dumpster
enclosure will be required per code and can be approved when the signage package is presented; second by
Flint. Motion carried 4–0.
4. Jersey Mike’s Subs – Consider/approve the restaurant signage plan at 1350 Penny Lane: Grams
explained the applicant is requesting a special exception for signage that currently encompasses the entire
window at their location. They also have banner, feather and other unapproved signs on the property. Grams
added their original building plan called for spandrel glass and suggested members could deny the request or
require the applicant to meet code with their signage. Gallo said this item was brought to their attention due to a
complaint. Logan Zagrodnik of Fast Signs said the windows appeared to be regular glass, not spandrel, which is
why the owner asked for a film to cover the windows. Members said it appears the owner didn’t put in the type of
glass that was approved by the Architectural Commission. Zagrodnik offered to peel back a section of signage to
confirm if it is regular glass, not spandrel, and said there are other businesses who have full window panel
signage also. Gallo offered to look at other businesses in the area for this issue. Motion by Flint to deny the
signage plan for Jersey Mike’s Subs at 1350 Penny Lane and the panel must be removed before the 1st of the
month and the glass brought back into compliance; second by Otten. Members noted there are other options if the
glass is clear. Flint amended his motion to postpone a decision on the window signage until staff has an
opportunity to determine if spandrel glass was installed as required; second by Otten. Motion carried 4-0.
5. BP Gas Station – Consider/approve the master sign plan at 1004 Summit Avenue: Grams explained this
applicant is requesting approval of a master sign plan for their site which currently includes 2 monument signs,
several wall signs, signs by their gas pumps and various other signs but none on their gas canopy. Grams noted
there is a separate business along with the gas station on the site which prompted having a master sign plan. He
also pointed out an inoperable and unlicensed food truck which is located on the site. The applicant is requesting
new canopy signage, wall signage for both businesses and all signs currently on the site. Grams recommended
approval with conditions listed in the background. Gallo added the site has too much signage currently, and now
there is a second tenant for which they are asking additional signs. Benjamin Slane of Bend Co Signs discussed
the types of signs with the members, and they agreed to eliminate signage on the canopy as it needs more clarity,
S:Clerk/Committees-Commissions/Architectural/Minutes/2025/ACmin 5-6-26
the wall signs above the car wash entrance as it is not operable, and the light pole as it is unnecessary. The
remaining signs were acceptable to the members. Motion by Flint to approve the following signs as submitted for
the master sign plan for BP Gas Station at 1400 Summit Avenue: both monument signs; Unit A & B East-facing
Wall Sign; and Unit B West-facing Wall Sign; second by Krogstad. Motion carried 4-0.
6. The Social – Discuss building plans for an indoor recreation establishment at 1340 Snyder Way
(previous address 965 Cannon Gate Rd): Grams explained this applicant is looking for feedback on their plans
to remodel the existing 2-story building located at the bottom of the ski hill into a new recreational multi-use
building. William Conine of Perspective Design Inc. explained they plan to add an addition to the building on the
east side; will have outdoor seating and entertainment on the roof; synthetic turf on the roof with drainage built in
under it; a new concrete sidewalk, patios and stairs; underlighting and shielded lights around the building to add to
plain areas of the building; resurface and stripe the parking lot to the north; and add a new striped parking lot to
the east. Materials include large storefront window areas with aluminum framing; paint the existing walls black;
apply a concrete coating system to some walls; include decorative metal accents in various locations; and
horizontal stainless steel cable and guardrails inset from the edge on the roof. Members suggested pulling some
materials out to break up the façade; cautioned using flat guardrails; include way-finding signage; and really liked
the plans and think they are close to getting final approval. No action was taken.
7. Fox Communities Credit Union – Discuss building plans for a credit union at 1283 Olympia Fields
Drive: Grams explained this applicant is looking for feedback on their plans for a new bank. Materials include
natural stone, brick, storefront windows, corrugated metal panels, and standing seal metal roof. Members
suggested the monument sign can be higher because of the road elevation; asked for the location of mechanicals;
and would like the masonry on the dumpster enclosure to match the building. Kevin Kilroy, of LaMacchia Group,
said the mechanicals will not be on the roof and they will either be inside or on the ground outside. Members
suggested the mechanicals should be included on the landscape plan for the final review; liked the 4-sided
architecture; conceptionally liked the design; and thought it was a great fit. No action was taken.
8. Reports and comments from the City Planning Department: Grams said there are a lot of enforcement
issues with building and signage complaints.
9. Reports and comments from the Architectural Commissioners: Members questioned how staff handles it
when a business has over 25% signage as required by code. Gallo said it is all complaint driven. Members said
there are so many violations all the time, and it is hard for staff to address all the issues. Members welcomed new
member Matteson.
10. Adjourn: Motion by Flint to adjourn at 6:19 pm; second by Otten. Motion carried 4–0.

Item #3 – Jersey Mike’s Subs
The Applicant is requesting approval for the restaurant window signage plan located at 1350
Penny Lane
Background
Jersey Mike’s Subs recently opened as part of the Pabst Farms retail space located at 1350 Penny
Lane. The multi-tenant building required the submittal of a Master Sign Plan (MSP), however,
window signs were not mentioned as part of the MSP , therefore the regulations revert to the sign
zoning code. City code states that window signs shall not exceed twenty-five (25) percent
coverage of the total window area (Section 17.603 (1)(h)). The applicant is requesting a special
exception to allow for the retention of the full window graphics but is open to the 25% coverage
plan with additional clarification.
This item was held over from the May 6, 2026 AC meeting. At the meeting, the Commission
requested that staff and the applicant look back at the renderings to determine if spandrel glass
would need to be installed as indicated on previous drawings. Staff reviewed the minutes from
the November 5, 2026 AC meeting regarding after-the-fact building updates. At this meeting, it
was determined glass could be tinted instead of the installation of spandrel glass on the west
elevation. However, the window signs were installed without permission.
Staff had a phone conversation with the building owner on Tuesday, May 19th regarding the
signage on the building. Staff informed them that the window cling graphics would need to be
removed by the end of the day on Tuesday, June 2nd since they have been up for a long period of
time. Staff also requested that all tenant flag signs and banner signs be removed from the
property.
Signage
Jersey Mike’s is looking to receive permission to allow for the full coverage window signs that are
currently up at their location at 1350 Penny Lane. The windows that have signage are currently
covered from top to bottom with Jersey Mike’s logo and pictures of sandwiches and drinks. Besides
the window signs, Jersey Mike’s currently has three wall signs, a feather sign, and a temporary
banner sign. The current window signs exceed the twenty-five (25) percent coverage allowed per
city code.
Recommendation:
Deny the special exception request for Proposal 1.
Architectural Commission Meeting Background
June 3rd 2026 – Page 2
Approve Proposal 2 to allow for a maximum of 25% coverage for each window in the tenant
space. The code states window signs should not exceed the 25% coverage of the total
window area. This means each individual window, not the total area of all windows.
Item #4- The Social
The Applicant is requesting approval of building plans for an indoor recreation establishment at
1340 Snyder Way (previously 965 Cannon Gate Road)
Background
The applicant is seeking a pproval of the bu ilding plans for an indoor re creation establishment
located at 1340 Snyder Way. This item was brought forward as a consultation to the May 6, 2026
Architectural Review Commission.
The applicant is looking to redevelop the existing building into indoor recreation establishment. The
existing building will be remodeled in the interior and exterior and some additions will be added on
the east facing side of the building. A combination of materials consisting of metal siding and
decorative accents and features will be added to the building. The applicant updated the renderings
based on feedback from the AC including the addition of landscape by the patio on the first floor to
prevent people from entering into that area and directing them to the main entrance. The applicant
also updated the staircase and handrails leading up to the main entrance to be more aesthetically
appealing and safer for customers. The Social will offer pickle ball courts, bowling alleys, axe
throwing, mini golf, food, games, and more. There will be a fourth floor open air roof area that will
serve as a large event space for concerts, gatherings, and Oktoberfest.
Recommendation:
Approve the building plans for an indoor recreation establishment at 1340 Snyder Way with
the following considerations:
• Building Materials- The applicant to provide building material samples for the
meeting.
• Building Colors- Commissioners to determine if the building colors are appropriate for
the development.
• Signage- Any changes in signage will need to come back to the Architectural Review
Commission for approval.
• AC to determine if future additions on the roof such as a band stage shall come back
to AC for approval or can be administratively approved.
Variance Request & Window Signage Proposal
Date: 04/15/2026 Location: Jersey Mike's, 1350 Penny Lane, Oconomowoc, WI Subject:
Request for Approval of Architectural Window Graphics and Code Clarification
1. Project Objective
The objective of this project is to establish comprehensive architectural graphics that highlight
the business in a professional and sophisticated manner. These graphics are specifically
engineered to provide aesthetic coverage for the structural elements of the building where
spandrel glass is utilized. This ensures a clean, uniform exterior that prevents the visibility of
internal building infrastructure, maintaining the high architectural standards of the Pabst Farms
district.
2. Proposal 1: Retention of Current Graphics (Full Coverage)
We formally request the ability to maintain the current window graphics as full coverage. This
proposal is based on established district standards and the specific architectural needs of the
building:
● District Precedent: Several established businesses within the immediate Pabst Farms
area currently utilize full window coverage to maintain brand identity and professional
appearance. Notable examples include Sport Clips, AT&T, and Rosati’s. (Refer to
attached Exhibit A for photographic evidence).
● Equal Treatment: We seek to be treated with the same regulatory considerations as
these neighboring businesses. Granting this proposal ensures visual and administrative
consistency across the district.
● Structural Integration: Because these graphics are applied to spandrel glass (intended
to hide the space between floors or structural components), full coverage is the most
effective method for preserving the building’s visual integrity.
3. Proposal 2: Alternative 25% Coverage Plan & Code
Clarification
We are committed to adhering to all regulations set by the City. We understand that the current
City Code mandates a limit of 25% coverage for window signage. However, the code does not
explicitly specify the method of measurement.
We seek formal clarification on the following:
1. Individual Basis: Is the 25% limit calculated per individual glass pane?
2. Aggregate Basis: Is the 25% limit calculated based on the total combined square
footage of all windows within the tenant space?
Economic Impact: Clarification on this point is vital. An aggregate calculation would allow for
the professional adjustment of existing graphics to meet the 25% threshold, ensuring a
high-quality finish without the significant economic burden of a complete removal and
re-installation.
4. Conclusion
Our goal is to remain in full compliance with City Code while maintaining a professional
presence that aligns with the established look and feel of the Pabst Farms area. We look
forward to your guidance on these points.
