Plan Commission Meeting Minutes
June 3, 2026 - 6:00 PM
Members Present: Rosek, Frederick, Kowieski, Ald Ellis and Wickman
Members Absent: Byzeck & Valley
Also Present: Gallo, Frye, Alds Frankowski, Aultman Kloth, Welch and Dehnert
Chairman Rosek called the Plan Commission meeting to order at 6:00 PM.
2. Approval of previous meeting minutes-May 6, 2026:
Motion by Ellis to approve the minutes of May 6, 2026; second by Frederick. Motion carried 4-0-1 (Wickman
abstained).
3. Comment from Citizens specific to items on this meeting agenda: Robert Carlson, 1442 Derby Lane,
Board member of Village Crossing of Pabst Farms Assn, said they generally support Items m, n & o on the
agenda; agree with statements on page 118-119 of the agenda packet that a completed walking trail loop
around the pond would be a public benefit but does not address the impact on the existing Village Crossing
condo’s; the current path is less than 50% complete and unsafe with over 90% of owner residents voting to
remove it; and their support of the project is conditional to see how it turns out. A copy of his comments was
provided.
4a. Consider/recommend the Final Plat for Arrowood Phase 5 located along Arrowood Circle East and
Charter Oak Court within the Arrowood Residential Subdivision:
Gallo explained this Final Plat contains 36 single-family lots and is a part of a larger 300 single-family residential
development. The Plat is consistent with the preliminary plat, and he recommended approval.
Motion by Frederick to recommend to Council the Final Plat for Arrowood Subdivision (Phase 5) located at
Arrowood Circle East and Charter Oak Court; second by Wickman. Motion carried 5-0.
4b. Consider/act on the Food Truck for Gabriel's Taqueria for a food truck initial request permit for
calendar year 2026 at 1555 Pabst Farms Blvd (Fleet Farm parking lot):
Gallo explained this food truck is in a different location than previously and will be located off a drive lane in the
Fleet Farm parking lot. The applicant received permission from the store for this location which will take up 4-5
parking stalls. Gallo provided 3 alternate locations for the truck to be parked on the lot which will be safer and
recommended approval subject to 4 conditions. Members noted the license from the State expires in June and
recommended alternate location #1. Gabriel, owner, said he will have the license from the State by July and is
okay with location #1.
Motion by Ellis to approve the food truck initial application for Gabriel’s Taqueria 2 at 1555 Pabst Farms Blvd
subject to the 3 conditions listed in the Planner’s Report, with alternate #1 location, and must come back and
show his new license to staff; second by Wickman. Motion carried 5-0.
4c. Consider/act on the Major Design Review Plans for The Social located at 1340 Snyder Way (Previous
address of 965 Cannon Gate Road):
Gallo explained the applicant intends on updating the existing building by the ski hill with a small addition; Snyder
Way will be extended down to it; they will be redoing the parking lot and adding a new parking lot adjacent to the

building; there will be a path from the parking lot to the roof due to the topography; will have multiple indoor
/outdoor uses; there will be landscaping around the parking lots and grounds; plan to have a path to the dumpster
enclosure with pick ups daily; lighting is sufficient; and there is plenty of parking planned. Gallo recommended
approval. Gallo said the architectural plans were approved this evening with a few changes which he provided
more detail of. Members asked how tall will the light poles be; questioned the type of lighting on the side of the
building and along the path; questioned the plan for garbage and deliveries; will there be a retaining wall and what
is it made of; what type of railing is on the building; and why the stage was relocated on the roof. William Conine
of Perspective Design explained how the trash will be collected; deliveries will be made in the same way as the
garbage; there will be a retaining wall which will consist of concrete and stone; and the stage was moved to the
opposite corner to be away from where people enter and sound should go into the hillside. Members were
concerned with the long path up the hill and thought it should have lighting; said this is a huge improvement for
the area; the bandshell should be reviewed again by the Architectural Commission; the parking should be fine;
and should provide a larger sheet so the lighting levels can be seen better. Chairman Rosek doesn’t want to
postpone this item but instead approve this item and have some of the outstanding issues be resubmitted for
review later. Gallo said the maximum height allowed by code for the light poles is 30’; the path up the hill is about
500’ to the dumpster enclosure; and he had a similar problem seeing the light level numbers on the lighting plan.
Nathan Stoppenbach, owner, explained they struggled with placement of the dumpster; the path is actually more
of a road; the garbage truck can back onto the road to get the garbage; they are planning on 20’ tall light poles;
and requested this item not be postponed. Gallo noted the following items were brought up during this meeting:
lighting plan; garbage enclosure; type of railing; light fixtures; retaining wall design; and loading zone.
Motion by Ellis to postpone action on the Major Design Review Plans for The Social at 1340 Snyder Way until
there is finalization of plans for lighting, the dumpster, and loading dock and should come back with more details;
second by Wickman. Motion carried 3-2 (Rosek and Kowieski voted no).
4d. Consider/act on Resolution PC26-R3370 to amend the Oconomowoc Comprehensive Plan 2050 to
change the land use on 3.83 acres from Industrial to Commercial/Office located at 520 W. Second Street:
4e. Consider/act on Resolution PC26-R3371 to amend the Oconomowoc Comprehensive Plan 2050 to
change the land use on 1.29 acres from Industrial to Commercial/Office located at 519 W. Second Street:
4f. Consider/act on Resolution PC26-R3372 to amend the Oconomowoc Comprehensive Plan 2050 to
change the land use on .5 acres from Industrial to Commercial/Office located at 126 S. Park Street:
Gallo explained this project consists of 3 different addresses for boat sales, boat services and boat storage.
Currently the land use on the comprehensive land use plan is Industrial for the 3 properties and the request is to
change it to Commercial. Gallo recommends approval of the 3 resolutions amending the land use plan.
Motion by Ellis to approve Resolutions PC26-R3370; PC26-R3371 and PC26-R3372 for the Comprehensive Plan
Amendment for CenterPointe Marine to change the designation of a total 5.62 acres to Commercial / Office
designations per the attached exhibits; seconded by Frederick. Motion carried 5-0.

Plan Commission - June 03, 2026
Motion by Ellis to recommend Ordinance 26-O1123; 26-O1124 and 26-O1125 for CenterPointe Marine to rezone
5.62 acres to General Commercial per the attached exhibits; second by Wickman. Motion carried 5-0.
4j. Consider/recommend the Conditional Use Permit to allow Boat Sales, Boat Storage and Boat Service
for CenterPointe Marine at 520 W. Second Street:
4k. Consider/recommend the Conditional Use Permit to allow Boat Storage for CenterPointe Marine at
519 W. Second Street:
4l. Consider/recommend the Conditional Use Permit to allow Boat Service for CenterPointe Marine at 126
S. Park Street:
Gallo explained the applicant is requesting conditional use permits which would allow boat sales, boat storage and
boat service in the General Commercial zoning district. Gallo said the applicant is proposing to add fencing to one
of the areas which is a vacant parking lot and has residential properties behind it; the conditional use permit
contains conditions on hours of operation, noise, parking and storage; and outdoor storage is not allowed. Gallo
recommended approval of the conditional use permits at each location. Members asked about the status of wells
on one of the properties; what are their plans for landscaping; will there be boats located outside of the building;
what is their intention for the event space; where will the hoist be located; and will there be fencing all around the
lot. Joe Moede of CenterPointe Marine said both wells are abandoned; they are trying to create a customer
experience center; plan to add landscaping tastefully around the building to soften it; the hoist is not for everyday
use and would be located by the storage building or service area; the boats will be located mostly inside the
building but some will be outside to draw people into the showroom; they have no intentions for the event space;
and they plan to fence around all sides of the vacant lot and landscape it.
Motion by Ellis to recommend the Conditional Use Permits for CenterPointe Marine at 520 W. Second Street; 519
W. Second Street and 126 S. Park Street to allow Boat Sales, Boat Service and Boat Storage; second by
Frederick. Motion carried 5-0.
4m. Consider/act on Resolution PC26-R3373 to amend the Oconomowoc Comprehensive Plan 2050 to
change the land use on 21.3 acres from Commercial and Office to 10.5 acres of Medium Density
Residential and 10.8 acres of High Density Residential located at the SE corner of Valley Road and Pabst
Farms Circle:
Gallo explained the applicant is requesting to amend the land use plan from Commercial on 10.5 acres to Medium
Density Residential to allow for a single-family residential development with twin homes, and 10.8 acres to High
Density Residential for a senior housing development. The remaining property would remain a Commercial use.
Motion by Ellis to approve Resolution PC26-R3373 for the Comprehensive Plan Amendment for Village Square to
change the designation on 21.3 acres to Medium Density Residential and High Density Residential per the
attached exhibit; second by Kowieski. Motion carried 5-0.
4n. Consider/recommend Ordinance 26-O1126 to rezone 21.3 acres from General Commercial to 10.5
acres of Residential Multi-Unit Low and 10.8 acres to Residential Multi-Unit High located at the SE corner
of Valley Road and Pabst Farms Circle:
Gallo explained the zoning would need to be changed on 10.5 acres to Residential multi-unit low for the single-
family development, and 10.8 acres to Residential Multi-Unit High for the senior housing. The remaining property
in the development would remain General Commercial. Gallo said he looked at the housing ratio numbers, and
the applicant believes they will stay within code requirements because of the single-family residential they are
including within the development proposal.

Plan Commission - June 03, 2026
Motion by Ellis to recommend Ordinance 26-O1126 for Village Square to rezone 21.3 acres from General
Commercial to Residential Multi-Unit Low and Residential Multi-Unit High per the attached exhibit; second by
Kowieski. Motion carried 5-0.
4o. Consider/recommend Ordinance 26-O1127 to amend the Planned Development District PD-9-06
(Village Square) within Pabst Farms located at the SE corner of Valley Road and Pabst Farms Circle:
Gallo explained the original planned development was created in September 2006, and the applicant is requesting
to amend the planned development on 21.3 acres to allow for a senior housing development and a residential
development with single-family twin homes. Gallo said this is different than the original master plan and allows for
a build out strategy for the entire planned development including completion of the walking trail around the pond.
Gallo said the PD ordinance would be updated for the proposed plan; will add 2 areas to the ordinance and
exhibits of what the boundaries are of the PD, showing old and new; and the PD will be renumbered. Members
questioned the walking path, and Chairman Rosek said there has to be a way to get the full path done. Brian Bell
of Pabst Development explained the path was paid for by adjoining land owners; they will have to see how it can
be completed on the other side by the HOA; there are ongoing discussions as they would like to see the path
completed; and they think the area can be completed with benches, a water feature and are considering a bridge
by the challenging spots around the pond. He said the highest point of the senior housing building would be 4
stories and would step down to 1 story. Larry Szwalkiewicz, 1512 Paddock Ct, HOA President, said they are not
looking to pay for the path; they were told to maintain it which they are and would continue to if the path goes
through their properties; and they just want to know what they are responsible for.
Motion by Ellis to recommend Ordinance 26-O1127 to amend the Planned Development for Village Square PD-9-
06 and rename it to PD-1-26; second by Kowieski. Motion carried 5-0.
5. Planning Department Correspondence – April:
Gallo reported in the month of April he issued 3 temporary use permits; sent 2 letters for various issues; issued
zoning approvals for 6 new businesses; and issued 3 administrative approvals. He also said the July 8th meeting
is being moved to a different date in July, and staff will send an email confirming the date.
Motion by Ellis to adjourn the meeting at 7:47 PM; second by Wickman. Motion carried 5-0.
