TITLE: Town of Berry Plan Commission Meeting Minutes DATE: July 7, 2025 TIME: 7:00 – 7:48 p.m. PLACE: Town Hall, 9046 State Road 19, Mazomanie, WI 53560 POSTINGS: Town Hall and Town of Berry website I. CALL TO ORDER. The meeting was called to order at 7:00 p.m. Members present: Duane Haag, David Evert, Joe Kruchten and Chris Schwoerer. Travis Richards was excused. II. CONFIRMATION OF COMPLIANCE WITH OPEN MEETING LAW It was confirmed that the agenda was posted on June 30, 2025 at the town hall and on the website. III. APPROVE MINUTES OF JUNE 2, 2025 Motion Schwoerer/Kruchten to approve the June 2, 2025 minutes. Motion carried. Vote 4-0 IV. PUBLIC COMMENTS: You may address the Commission on any item not on the agenda. A discussion item may be placed on a future agenda. Public comment may be heard on any agenda either now, or at the time the agenda items is to be discussed, or at the discretion of the Chair at the time the agenda item is discussed. *Chris Schwoerer recommended for future discussion that the Town have an example erosion control plan. V. PUBLIC HEARING, FOLLOWED BY DISCUSSION/ACTION RE: A. (R-2025-6) Nicholas Armbrust, 5079 Padrutt Road, rezone of 7.073 acres from RH-2 to SFR Public hearing opened at 7:01 p.m. No public comments. Public hearing closed at 7:02 p.m. Motion Kruchten/Evert to recommend approval of Nicholas Armbrust’s rezone of 7.073 acres from RH-2 to SFR. Motion carried. Vote 4-0 VI. DISCUSSION/ACTION RE: A. (D-2025-6) Nicholas Armbrust, 5079 Padrutt Road, driveway permit application Motion Kruchten/Schwoerer to recommend approval of Nicholas Armbrust’s driveway permit application. Motion carried. Vote 4-0 B. (D-2025-4) Thomas Wangard, County Highway P, driveway permit application Motion Kruchten/Evert to recommend approval of Thomas Wangard’s driveway permit application. Motion carried. Vote 4-0 C. (D-2025-5) TowerNorth Development, 5054 County Highway P, driveway permit application Motion Evert/Schwoerer to recommend approval of TowerNorth Development’s driveway permit application for the purpose of serving the cell tower and any other permits will require further Town approvals. Motion Schwoerer/Evert to amend the motion to include that one passing lane be installed between the culvert and the home. Motion failed. Vote 2-2. In favor: Schwoerer and Evert. Opposed: Kruchten and Haag Motion to recommend approval of TowerNorth Development’s driveway permit application for the purpose of serving the cell tower and any other permits will require further Town approvals and that one passing lane be installed between the culvert and the home. Motion failed. Vote 2-2. In favor: Schwoerer and Evert. Opposed: Kruchten and Haag Motion Kruchten/Haag to recommend approval of TowerNorth Development’s driveway permit application conditional upon the driveway complying with the Town’s Driveway Ordinance as to the entire length and that the shared driveway agreement is approved by the Town Attorney. Motion carried. Vote 4-0 D. (D-2023-8) Chris Kirch, 5047 Enchanted Valley Road, final driveway approval Motion Haag/Kruchten to postpone until December. Motion carried. Vote 4-0 E. (D-2023-3) Paul Pierstorff, 8273 County Highway K, final driveway approval Motion Kruchten/Schwoerer to recommend approval of Paul Pierstorff’s final driveway. Motion carried. Vote 4-0 VII. ADJOURN Motion Haag/Kruchten to adjourn until the next regular meeting or the call of the Chair. Motion carried. Vote 4-0
