Meeting notice in compliance. 12 People in attendance. Motion by Jungbluth/Skelton to approve agenda as presented. Carried by unanimous voice vote. Approval of Minutes - August 19, 2026 Minutes. Motion by Jungbluth/Skelton to approve minutes as presented. Carried by unanimous voice vote. DNR Firewise Resolution - General discussion. After no further discussion a motion by Skelton/Jungbluth to not approve a resolution to participate. Approved by unanimous voice vote. 2026 Road Construction Project update- Chairman Arndt provided an update. Right of Way concerns blocking the ability to plow and mow. General discussion for Highway Department to provide address and pictures to Clerk to send a notice of ROW concerns. Discuss Driveway Right of Way and possible ordinance - General discussion on the need to create a Driveway Ordinance and a draft ordinance was presented. The board requested the possible resolution to be added to next month's agenda. ATV/UTV Ordinance discussion for a town ordinance using current county ordinance as template - General review and discussion on ATV Ordinance. After discussion and answered questions a motion to approve and adopt the Town of Preston 2026-01 ATV/UTV Ordinance. Motion approved by hand vote 3- Yes, 0-No. Motion carried. Ordinance will be posted September 25, 2026. Discuss to accept a donated room air conditioner for town hall. The board will accept the donation and is grateful for the citizen donation. 2027 Budget Preparation - The board set a date for September 30, 2026 at 4:00pm for a working budget meeting to review 2026 financials and prepare a proposed budget for 2027. After discussion the board decided to monitor the monthly use with the desire to remove the open top on December 31, 2026. Property owners will be sent a notice in the property tax bill mailings. The board will monitor the monthly use and review before the end of the year. At the board meeting September 23, 2026 the board discussed and approved to close the brush pile for the period December 1, 2026 - April 1, 2027. Notice will be included in the property tax bills. Motion by Arndt/Skelton to approve and file the treasurer's report and pay the bills. Motion carried by unanimous voice vote.
