Meeting notice in compliance. 17 People in attendance. Motion by Jungbluth/Skelton to approve agenda as presented. Carried by unanimous voice vote. Approval of Minutes - April 15, 2026 Meeting; April 29, 2026 - Road Bid Opening; May 11, 2026 Road Bid Review. Motion by Jungbluth/Skelton to approve minutes as presented. Carried by unanimous voice vote. Plan Commission Recommendation : Edward & Nancy Wells, 024-00688-0010, Rezone application for 14.80 acres zoned A-1 (15) to 10 acres zoned A-3 and 4.8 acres zoned to R-2 . Member Linda Caldwell, Planning Commission Committee presented the recommendation to “Not Object” to the rezone request. After discussion and questions a Motion by Jungbluth/Arndt to “Not Object” to the rezoning request. Carried by unanimous voice vote. 2026 Road Construction Project Bid Evaluation and Recommendation - Chairman Arndt reviewed the bid comparisons and presented a board recommendation to the citizens. Board recommendation for Chicago Dr. from 13th Ln toward Hwy 13 be scheduled for 2027. After discussion and questions a Motion by Arndt/Jungbluth to award the following Double Chip Seal projects to Scott Construction for a total of $343,210.63. Carried by unanimous voice vote. ● $87,101.91 - Czech Dr. - Greenbush Acres .70 miles ● $83,74412 - Czech Ct. - Greenbush Acres .67 miles ● $40,881.32 - W. 7th Ln. from 8th Ave to Czech Dr. .32 miles ● $59,085.72 - W13th Ct from Cypress Ave. to Cypress Ave. .50 miles ● $12,515.02 13th Ct from Chicago Dr. to Termini .52 miles ● $39,977.26 - Chicago Ct. from W13th Ave. to Termini .32 miles ● $19,905.28 - 8th Dr from Cypress Ave to Hwy 21 .36 miles Motion by Skelton/Jungbluth to award the Cypress Ave. Wedging - East of 7th Ave. Wedding Hot Asphalt to DL Gasser for a total of $24,398. Carried by unanimous voice vote. Chairman Arndt also reviewed the approved culvert projects totaling $30,763. (8th Dr., 10th Ave., W 9th Dr.) and the LRIP road project for 8th Ave. from Czech Ave to 8th Dr for bids to be received May 27, 2026 Bid documents and schedules available at the Clerk's office. Supervisor Skelton presented information on old equipment and debris and proposed to sell or recycle old equipment. After discussion and questions a Motion by Arndt/Skelton to Sell the old VPlow and scrap the metal equipment and culverts and to remove/sell old fill. Marcus Skelton and Jim Brande to manage and approve the project. Carried by unanimous voice vote. Correspondence Received - MOE information received from Fire and EMS, report filed. Citizen concern for safety of Amish buggies on 10th. Requested the board to consider posting caution signs. Set the next meeting dates and agenda items - June 17, 2026, 7:00pm, Guest update - Tom Boisvert, South Adams Cty Road Runners ATV/UTV Club. Presented a request for the Town to Adopt an new ATV/UTV ordinance to be consistent with the County. No action taken. Treasurer’s Report & Payment of Bills - Treasure Booth provided a report on behalf of Treasure Booth. Motion by Jungbluth/Skelton to approve and file the treasurer's report and pay the bills.
