Caucus and Town Board Meeting — Minutes

TOWN OF LEOLA Dave Roberts, Chairman 715-213-9677 Greg Sager, Supervisor 715-323-3254; Eric Fahser, Supervisor 715-213-0717 Town website at http://leolawi.gov 2023 Caucus Minutes Pursuant to due call and notice thereof, the 2023 Town of Leola Caucus was held on Wednesday January 18, 2023 at the Town Hall, 170 Apache Lane, Plainfield, Wisconsin. Town Chair David Roberts called to order the Caucus at 6:00 PM • First order of business was to nominate an individual to preside the caucus. Motion by Dave Roberts to nominate Nick Flanagan as Chair to preside over the caucus/Greg Sager second. Nominations for any other individuals to preside were called for twice, Nick Flanagan was unanimously appointed as Chairperson to preside over the caucus. • Nick Flanagan called for nomination for 2 tellers to canvass votes for the Caucus. Motion by Dave Roberts to nominate Nick Flanagan and Skeeter Fahser as tellers/Greg Sager second. Nick Flanagan and Skeeter Fahser were unanimously appointed as tellers to canvass votes. • The following positions, which terms expire April 18, 2023 are listed. The Spring Election will be held April 4, 2023. Incumbent David Roberts for Town Chairperson Incumbent Greg Sager for Town Supervisor Incumbent Eric Fahser for Town Supervisor Incumbent Ann Labucki for Town Treasurer • Nick Flanagan called for nominations from the floor for the Office of Town Chairperson o Motion by Patricia Grove to nominate David Roberts for Town Chairperson, Seconded by Eric Fahser o Flanagan called three times for any other nominations for Town Chairperson. With none made, he closed the nominations for Town Chairperson. • Nick Flanagan called for nominations from the floor for the Office of Town Supervisor o Motion by David Roberts to nominate Greg Sager for Town Supervisor, Seconded by Patricia Grove o Motion by Tiffany Roberts to nominate Eric Fahser for Town Supervisor, Seconded by Patricia Grove o Flanagan called three times for any other nominations for Town Supervisor. With none made, he closed the nominations for Town Supervisor. • Nick Flanagan called for nominations from the floor for the Office of Town Treasurer o Motion by David Roberts to nominate Ann Labucki for Town Treasurer, Seconded by Patricia Grove o Flanagan called three times for any other nominations for Town Treasurer. With none made, he closed the nominations for Town Treasurer. • Nick Flanagan read the nominations aloud, then announced that those who were nominated will receive a Declaration of Candidacy and Campaign Registration Statement from the Town Clerk. Nominees will have 5 days from receipt of forms to file with the Town Clerk to appear on April’s ballot. Nick Flanagan Adjourned the Caucus at 6:12 PM TOWN BOARD MEETING MINUTES Call to order at 6:25 PM Pledge of Allegiance Open Public Hearing. Chairperson Roberts opened the public hearing at 6.25 PM 1. Consideration of amendment and update to the Town of Leola Comprehensive plan. Chairperson Roberts called for comments for or against the proposed amendments to the Town of Leola Comprehensive Plan. Close Public Hearing. Chairperson Roberts closed the public hearing at 6:28 PM Approve minutes of: December 21st, 2022 meeting Motion by Greg Sager, second by Eric Fahser to approve the December 21st 2022 minutes. Motion Carried New Business: 1. Discussion with possible action-Approve and Adopt Ordinance 1-2023 Town of Leola Comprehensive Plan. Motion by Greg Sager, second by Eric Fahser to Adopt Ordinance 1-2023 approving amending the Town of Leola Comprehensive Plan. Motion Carried. 2. Discussion with possible action - Estimate on installing 3 cameras and electricity to the shed. Chairperson Roberts reviewed proposed estimate for installation locations of 3 cameras, and proposed electrical installation to the shed to allow for expanded use of the shed. Motion by Greg Sager, second by Eric Fahser to Approve the estimate on installing 3 cameras and electricity to the shed. Motion carried. 3. Discussion with possible action-Employee policies and procedures. The Board discussed the merits for and against implementation of a town policy/ procedure related to informational requests.
