Subject: Proposed Rendering for the WisDOT Genesee Street/CTH “C” Bridge Replacement Project
The Wisconsin Department of Transportation (WisDOT) is currently planning and designing for the
Genesee Street/CTH “C” Bridge Replacement Project, which is scheduled for construction in 2029. With
WisDOT projects like this, there is a pool of Community Sensitive Design (CSD) federal funds available for
the local municipality to incorporate aesthetic design elements into the project. For this project, the CSD
cap is currently estimated as $147,526. For all CSD costs up to that amount, federal funds will cover 80%
of those costs and the local municipality is required to pay the other 20%. The local municipality is also
required to pay 100% of every dollar of CSD expense over the CSD cap. Therefore, the maximum CSD
federal funding is currently estimated as $118,020.80.
The WisDOT project team has been working with the city since March of this year, regarding CSD
options. For the past several months, the Public Works Committee and Common Council have been
working through the city’s options and have provided direction that has resulted in the attached
rendering. The rendering is now being shared with the Plan Commission for their review and
recommendation back to the Common Council. The Common Council will then consider the Plan
Commission’s recommendation and are scheduled to provide final approval of the CSD elements at their
meeting on September 21.
The CSD elements incorporated into the rendering include the form liner stone finish on the inside and
outside of both parapet walls, staining of all the form liner stone finish areas to provide a natural stone
appearance, and inclusion of the city’s sailboat logo on the parapet wall railing in both directions. It
should be noted that inclusion of the city’s name is specifically not allowed per WisDOT policy. The
railing shown on the parapet wall is one of the standard option railings to choose from and is therefore
not a CSD cost and the city does not have to contribute towards the cost of it. The railing shown was
selected to fit in with the railings on the downtown planter boxes. The railings shown under the bridge
deck and up the slope of the far embankment are required for safety by WisDOT standards. The modular
retaining wall shown is WisDOT’s standard retaining wall, which they fully cover the cost of. Any
aesthetic upgrade to the retaining wall would be a CSD element, resulting in significantly increased cost
to the city.
The total cost of the proposed CSD elements is currently estimated as follows:
City Logo Silhouettes $ 13,500.00
Form Liner (parapets only, both sides) $118,630.00
Staining (form liner areas only) $ 23,100.00
Subtotal $155,230.00
Delivery $ 23,284.50
Total with Delivery $178,514.50
WisDOT pays $118,020.80
City pays $ 60,493.70
The recommendation is for the Plan Commission to review the attached rendering and recommend
approval of it to the Common Council or recommend changes in the CSD design elements, preferably
without significantly increasing the CSD costs, as the current estimated CSD costs already exceed the
CSD cap for federal cost sharing.

1309 Milwaukee St CSM Review
SEH No. DELAF 176550 Task 68 14. 00
Ms. Amy Barrows
City of Delafield
500 Genesee Street
Delafield, WI 53018
Dear Ms. Barrows:
We have reviewed the Certified Survey Map ( CSM) prepared for Corey and Ann Jaskolski in the City of
Delafield. The map has been prepared by Phillip Landry of Land Surveys Inc., and carries a July 20, 2026
date. Attached is a marked up copy of the submitted CSM to aid with the revisions. We offer the following
comments:
1. The bearing and distance between monuments on the south line of the SE ¼ need to be labeled.
2. There are many instances of text and linework overlapping; the map needs to be cleaned up to make
the information more legible.
3. It is not clear if the note “ Edge Water Elev.”, is intended to be the Ordinary High Water Mark. If it is, it
should be labeled as such. Chapter 236. 025 requirements need to be integrated regarding the
OHWM.
4. The lot area for Lot 2 need to be shown both to the meander line and the ordinary high water mark.
5. The bearing reference calls out a year and adjustment, but not a coordinate system. Revise the
reference not to call out the coordinate system or remove the year and adjustment from the note.
6. The date the field work was completed needs to be provided.
7. The parcel needs to be drawn or sketched in the Vicinity Map.
8. Add Public Trust information as stated in Chapter 236. 20( 6).
9. It is not clear how access will be provided to Lot 2 without road frontage or an easement.
10. In the description on sheet 2 a reference to Lot 2 Graham Park should be added.
11. In the description on sheet 2 in the second paragraph the commencement point should be corrected to
the South Corner of the SE ¼.
12. In the description on sheet 2 in the first line of the second paragraph the word “ said” is misspelled.
13. In the description on sheet 2 in the 5thline of the second paragraph the end of the meander line should
be called out.
14. In the description on sheet 2 in the 5thline of the second paragraph the distance of 213. 49’ does not
match the distance shown on the face of the CSM.
15. In the description on sheet 2 in the 8thline of the second paragraph the word Easterly is misspelled.
16. In the description on sheet 2 in the last line of the second paragraph the description calls out “ Waters
Edge”. This should be revised to call out the ordinary high water mark.
17. In the owner’ s certificate on sheet 3 the property owner ( Ann’s) last name is misspelled.
18. At the top of all CSM sheets the word “ apart” should be “a part”
19. At the top of all CSM sheets there is a reference to Fractional Lot 4. This should be referenced as
Government Lot 4.
20. Through out the CSM there are references to the SE ¼ when this survey appears to be Part of Lot 2,
Plat of Graham Park, located in Government Lot 4. I think all references to the SE ¼ should be
replaced with Government Lot 4.
