a. Chairman/Dave Stelzner received a phone call from Mary Ann Church; she called to report a complaint at
E5571 Cty Rd AA. Todd Olson owns this property, and the fence fell over onto another property that is
within the City limits, Pond Circle. Chairman/Dave Stelzner contacted Todd Olson and asked him to fix
the fence as it was on the neighboring property. Todd advised he would take care of it.
b. Planning and Zoning Committee Meeting: Supervisor/John Neuman attended the meeting on 5/1/25.
There were 3 parts to the meeting. 1st on the agenda was to take 40 acres and divide it up in different
parcels. 2nd on the agenda was to change farmland and put in farmland program, 1 acre lot.
c. Farmland Preservation: 3rd on the agenda was regarding the Farmland Preservation. Supervisor/John
Neuman feels this is a good program, but it is long term. Currently, Town of Weyauwega is not a part of
the program. Was unsure why, believe it was turned down by Bill Jonely who was the chairman years
ago. If a property is part of the program, there are tax breaks, but if want to get out of the program, it is
difficult. If the property wants to be removed from program, will have to pay back taxes. Now the
programs seem to be different, can make changes more often. Supervisor/John Neuman is interested in
getting more information; Chairman/Dave Stelzner and Supervisor/Terry Wilz agreed, would like more
information. Treasurer/Jodi Wilz remembers the program, but not much about it. Clerk/Sonia Thede-
Kramer asked our previous chairman/Jim Biddison, if he remembers anything. He remembers Bill Jonely
not opting in the program but does not remember why, possibly due to him owning a farm.
Treasurer/Jodi Wilz agreed. The board agreed to have Planning and Zoning dept come to our meeting to
present on the Farmland Preservation program. Supervisor/John Neuman will contact them to set it up.
8. Highway – Roads
a. Haire Rd Estimates: Chairman/Dave Stelzner did not receive estimates yet. Hwy is thinking they will
start road work for Cty Rd A around 2027 to 2028. Hwy/Greg Flohr thinks it would be a good idea to do
Haire Rd at the same time as Cty Rd A.
b. Bridge Maintenance Estimates: Board agreed that the guardrail needs to stay on the bridge on Railroad
Grade Rd. Currently the estimate includes the removal of the guardrail. Board agreed to have the Hwy
dept do the polymer overlay. Motion to approve to only do the polymer overlay on Railroad Grade Rd
Bridge at $6,000 and to leave the guardrail in place, and approved Chairman/Dave Stelzner to sign the
revised work order, by Supervisor/Terry Wilz, seconded by Supervisor/John Neuman, all ayes, motion
carried. Chairman/Dave Stelzner will contact Hwy dept regarding change in quote and get the work order
set up. He will also ask about the other bridges to see if they need a polymer overlay also.
c. Chairman/Dave Stelzner spoke with Hwy/Greg about potholes. Hwy/Greg requested a list of the roads
that would need potholes filled.
d. On 4/29/25, Chairman/Dave Stelzner, Supervisor/Terry Wilz and Supervisor/John Neuman conducted a
road inspection with Hwy/Greg Flohr. They drove around the township to look at each road to see what
needs repairs and which are good. Several roads need potholes filled. It was discussed to contract with
Hwy Dept to fill the potholes. Supervisor/Terry Wilz stated that Chairman/Dave Stelzner needs to direct
Hwy/Greg Flohr on which road to do, priority. Motion to contract with Waupaca County Highway Dept
to fill the potholes that are directed by Chairman, by Supervisor/Terry Wilz, seconded by Supervisor/John
Neuman, all ayes, motion carried. Board then went over the list of roads to discuss which have priority
for repairs. Getting quotes on the following roads: Reek Rd shoulder work, Galilee Rd shoulder work,

10. Gold Cross Ambulance Report
a. Meeting Update: Chairman/Dave Stelzner, Supervisor/Terry Wilz and Supervisor/John Neuman attended
the meeting on 4/30/25. Gold Cross elected an advisory board to represent the townships. This board is
to help Gold Cross run smoother and provide advice so they can make more educated decisions. If any of
the townships have questions, we direct those questions to the advisory board. Then the advisory board
would go to Gold Cross. Gold Cross is looking to add another ambulance to shorten response times.
Also, looking for other ways to shorten response times. There are many transports out of Weyauwega.
Supervisor/Terry Wilz stated he has seen better call responses since Greenville has been added.
Chairman/Dave Stelzner went over the calls and response times from the report that was provided. A
strategic plan was also provided.
11. Dog Pick Up Location
a. Information from WTA: Clerk/Sonia Thede-Kramer sent an email to WTA regarding dog pick up
locations and boarding a stray dog. Atty. Carol Nawrocki stated there are no statutes that specifically say
the chair must pick up stray dogs. The sheriff’s department may decline to pick up stray dogs. It is not
required to have a location to place a stray dog, but the town should consider looking for a location. The
WI statute states that an officer shall attempt to capture and restrain any dog running at large. If the
chairman takes the duties of picking up a stray dog, they must notify the owner within 7 days of finding
the stray. Board was discussing removing the entire ordinance for dogs. Treasurer/Jodi Wilz reminded
the board that it is a county rule to issue dog licenses and that is part of the current ordinance. It was
suggested that maybe we revise the ordinance to remove the section of taking in stray dogs. Board is
going to review the ordinance and make suggestions at the next meeting. Motion to table the dog pick up
location and go over the ordinance to see what can be changed/edited by Supervisor/John Neuman,
seconded by Supervisor/Terry Wilz, all ayes, motion carried.

the liquor license. Motion to grant the liquor license for Gills on the Wolf LLC effective 5/5/25 to

Clerk/Sonia Thede-Kramer asked the board if the fee of $255 should be pro-rated or leave as is. Board
agreed to leave the fee as is at $255, same with $15 for the bartender’s fee. She then asked if the liquor
license number should be transferred from Gills Landing to Gills on the Wolf LLC or should there be a
