TOWN OF ROYALTON TOWN BOARD MEETING THURSDAY, OCTOBER 10, 2024 AT THE TOWN HALL IMMEDIATELY FOLLOWING THE CALLED FOR PUBLIC HEARING CALLED SPECIAL HEARING AT 6:00PM E6132 State Hwy 54, New London, Wi Meeting Minutes This meeting has been posted at the Town Hall, E5406 NShore Rd, N4715 Hwy 22-110 posting places 1. CALL MEETING TO ORDER 2. OPENING STATEMENT BY CHAIRMAN: This meeting and all other meetings of the Town Board are open to public. Proper notice has been posted and given to the press in accordance with WI Statutes So that the townspeople may be aware of the time, place and agenda of meeting 3. Roll call: Nathan Togstad, Marlyn Ebert, Steve Motiff, Julie Motiff, Judy Doud. Jackie Beyer, Patricia Craig, Charles Gosz, Gene George. 4. VISITOR INPUT: Jackie Beyer, Little Wolf Town Clerk, clarifies that Ordinance 2024-11 is a renewal of the existing ordinance. . It is required to have in place prior to new company taking over the billing process. Ordinance to be approved at special meeting 10/23/2024. 5. CLERKS REPORT: Motion to approve minutes by Ebert, seconded by Togstad. Motion carried. 6. TREASUERS REPORT: Trial balance of account. Motion to approve the treasurer and clerk reconciled To the bank statements. A motion to approve treasurers’ report by Togstad, second by SMotiff. Motion carried. 7. BUSINESS a. Slow no wake on areas of White Lake: Charles Gosz, resident who resides on white lake informs on adverse effect of high water on White Lake shorelines. He relates nearby residents don’t wish to be involved in establishing no wake zones. b. Gene Gorges conditional use permit: A conditional use permit for parcel #16 01 44 3 to park a camper on his property through the winter months. Motion by SMotiff, second by Togstad to approve this conditional use permit. Motion carried. c. Budget workshop-set date: Will be held 10/23/2024 at 4:00pm. d. Building inspector update: Will do advertising to fill position of building inspector to begin 01/01/2025. The current Building Inspector will be retiring. e. Town Board approval of Certified Map for Hidden Treasures, David and Sally Thiel: A motion by SMotiff, second by Ebert to approve the Hidden Treasure survey map after reviewing documents. Motion carried. David &Sally Thiel: Documents reviewed-a motion by Togstad, second by Ebert To approve survey map. Motion carried. f. Road reports-set time/date for Fall 2024 road inspections; Fall Road inspection will be 10/23/2024 starting at 10:00am. More tires were collected and disposed. Baldwin Rd issues from culvert repair resolved. All roads with recent culvert replacement have been 100% completed. 50/50 reimbursement forms to be submitted. g. Approve Operator License-Kimberly Sprangers: Motion by SMotiff, second by Togstad to approve operator license. Motion carried. h. Approve poll worker Richard Brown: Motion by SMotiff, second by Togstad to approve poll worker Richard Brown. Motion carried. i. Fire and Ambulance Reports: Weyauwega fire district-Smotiff reports a grant for $29779.00was received to purchase cordless extraction equipment. Three other grants are pending. 2025 budget approved. Ebert reports on fire and ambulance runs for Manawa. Proceeds from ATV/UTV raffles will be used for water rescue equipment. j. Meetings Attended: Togstad, Ebert, SMotiff -Board of Review on 09/19/2024 k. Correspondence; Waupaca Co Sheriffs Dept report, Waupaca Co Hwy Dept 2024-2025 pricing for salt/sand , salt & brine pricing, Waupaca Co on callschedule 10/18 to 12/30—2024, Letter from friends of Scandinavia requesting statement we would disagree with issuance of conditional use permit for Iola Car Show Sand Mine 8. LAND USE PERMITS: Esther VandeHei-accessory structure, shed, Ellen Koening/Toni Miller-accessory structure, patio&retaing wall; Tammy&Phillip Anastasi-dwelling addition, attached garage, covered patio 9. AUDIT OF BILLS: Motion to approve payment of bills by SMotiff, second by Ebert. Motion approved. 10. SET AGENDA FOR NEXT MEETING: Road reports, Veterinarian contract 11. SET TIME AND AGENDA FOR NEXT BOARD MEETING: Thursday, November 14,2024 at 6:00pm At the Town Hall 12. SIGN TOWN AND CEMETERY CHECKS 13. Motion to adjourn at 7:49pm by Ebert, second by Togstad. Motion carried. The Town Board requests persons requiring assistance to enable attendance and participation To provide 24-hour notice. Persons wishing to be on the agenda should notify the clerk or Chairman 10 days before meeting.
