TOWN OF ROYALTON TOWN BOARD MEETING Thursday, September 12, 2024 At the Town Hall Immediately following the Called Public Hearing at 6:00 p.m. E6132 State Hwy 54 New London MEETING This meeting has been posted at the Town Hall, E5406 NShore Rd, N4715 Hwy 22-110 posting places. 1. CALL MEETING TO ORDER 2. OPENING STATEMENT BY CHAIRMAN: This meeting and all other meetings of the Town Board are open to the public. Proper notice has been posted and given to the press in accordance with WI Statutes So that the townspeople may be aware of the time, place and agenda of this meeting. 3. ROLL CALL: Nathan Togstad, Marlyn Ebert, Steve Motiff, Julie Motiff, Judy Doud 4. VISITORS INPUT: Gary Rhone reports some trees in Hobart cemetery may need to be removed, also stated he has property that is 4.95 acres which he would like to deed to son and have a house built, as Royalton has ordinance of property to be 5 acres -would he be able to have a house built. He will look when he purchased property and if was done before ordinance was passed. -Patricia Craig discusses upcoming transfer of Royalton cem etery. Resolution to be completed and voted on at the October meeting. Concerned citizen has complaints of excess noise from Jake brakes, also excess speed on Ostrander and River streets from the Wolf River Canoe trip buses that should be addressed-will contact Sheriffs Dept to alert, 5. CLERKS REPORT: Motion to approve minutes by SMotiff, Seconded by Togstad. Motion carried. 6. TREASUERS REPORT: Trial balance of accounts. Motion to approve the treasurer and clerk reconciled To the bank statements. After review, a motion by Togstad, seconded by Ebert to approve treasurer’s report as presented. Motion carried. 7. BUSINESS a. Trash pick-up added to property tax bill; Discussion by townspeople about feasibility of adding trash collection to tax bill. General consensus is trash pick -up should be individual choice versus being placed on tax rolls. b. Snow plow contract: Reviewed proposal from C Golke to provide snow plowing services. His proposal is: $8000.00 for a setup fee, hourly rate for equipment dump truck w/blade-$165.00 per hour, Pick up with plow & spreader -$120.00/hour, Diesel Skid steer w/bucket -$120.00/hr. Salt per ton-$150.00 Faulks proposal: Annual Set up fee $32000.00-2024-2025, 2025-2026-$35000.00, 2026-2027- $38500.00. 5yd truck/plow -$195.00/hr., 10yd truck/plow -$195.00.hr, 120 loader w/plow - $200.00/hr. pick w/plow-$155.00/hr., Grader-$215.00/hr., sand/salt-40.50/ton-salt-$180.00/ton. A motion by Ebert, second by Motiff to approve a three-year contract for C Golke. Motion carried. c. ATV Route ordinance approval: Ordinance amendment to 09-08-2016/05-13-2021, 09-12-2024 reviewed for ATV/UTV approval. Ordinance was posted. A motion by SMotiff, second by Togstad to approve amendment to ordinance 09-12-2024. Motion carried. d. Road Reports: Ebert reports cold patching done on Marsh Rd, Military Rd as well as areas in township e. Fire and Ambulance Reports: Ebert attends Manawa fire/ambulance meeting. Staffing going well. To date there were 2178 fire runs, 43 ambulance runs. Fund raising efforts continue. f. Meetings attended: Ebert attends the Wisconsin Town Assn meeting on 08/18/2024. g. Correspondence: Sherriffs Dept reports, 8. LAND USE PERMITS: Stephen Spiegelberg: dwelling w/porch, deck, window well, shed, a/c pad, Driveway, sidewalk, parking area; Jeffrey Phelps; dwelling w/garage, window wells, covered porch Wood shed, walkway; Matthew & Cara Benner; accessory addition to structure, lean to Wesley & Samantha Haase -accessory structure, corn crib, wood shed, walkway; Sandra & Terry Litchfield-accessory to structure, shed, patio w/walkway 9. AUDIT OF BILLS: Motion by Togstad, second by Ebert to approve payment of bills. Motion carried. 10. SET AGENDA FOR NEXT MEETING: Road reports, Tree trimming, Royalton cemetery resolution 11. SET TIME AND DATE FOR NEXT BOARD MEETING: Thursday, October 10, 2024 at 6:00pm at the Town Hall 13. SIGN TOWN AND CEMETRY CHECKS 14. Motion to Adjourn: Motion by Togstad, second by Ebert to adjourn at 7:45pm. Motion carried. The Town Board requests persons requiring assistance to enable attendance and participation to provide 24- hour notice. Persons wishing to be on the agenda should notify the clerk or Chairman 10 days prior to meeting.
