Public Budget Hearing - November 12, 2024 - 6:00 p.m. 478 Mukwa Town Hall, E8514 Weyauwega Rd., Northport 7 im Attendance (I Non-Residents) Notification of this Public Hearing has been published in the New London Press Star on October 24, 2024 & was posted in the three designated places on October 14, 2024. Chairman Cums called the Public Budget Hearing to order at 6:00 p.m. Pledge of Allegiance was recited All Meetings/Hearings will adhere to Robert's Rules of Order Pursuant to Town of Mukwa Ordinance I 0-05. Roll call of Officers: Jim Cums, Chainnan - Present; Lee Shaw, Supervisor l - Present; Matt Manske, Supervisor 2 - Present; Sandy Jensen, Treasurer - Present; Jeannette Zielinski, Clerk - Present. The Proposed 2025 Budget was reviewed, and all questions were answered. Discussion regarding the fund request of 75 cents/per resident from tine New London First Responders. Motion was made by Supervisor Shaw to take the $1,000 budgeted for the Design:ated Plan Commission Fund ( which has a balance of $6,244.87 & sho uld be suf]icientfundsfor 2025) & create a Public Safety line item "New London First Responders" & use the $1,000 to fund the account. A second to the motion was made by Supervisor Manske & the motion was approved. Notification of this meeting was given to the Press on November 4, 2024 and the final agenda was posted in the three designated places on November 9, 2024. Roll call of Officers: Jim Cums, Chainnan - Present; Lee Shaw, Supervisor 1 - Present; Matt Manske, Supervisor 2 - Present; Sandy Jensen, Treasurer - Present; Jeannette Zielinski, Clerk - Present. All Meetings/Hearings will adhere to Robert's Rules of Order Pursuant to Town of Mukwa Ordinance 10-05. Approve & Adopt: 2025 Budget Pursuant to Section 60.40(4) of Wisconsin Statutes: Motion to approve & adopt the 2025 Town Budget pursuant to Section 60.40(4) of Wisconsin Statutes (as approved by the Electors at the Special Meeting of' the Electors) was made by Supervisor Shaw with a second to the motion made by Supervisor Manske & the motion carried. Approve: October 8, 2024 Monthly Town Board Meeting Minutes: Motion was made by Supervisor Shaw with a second by Supervisor Manske to approve the October 8, 2024 Monthly Town Board Meeting Minutes with the noted corrections. Motion carried. Treasurer: Approve Monthly Treasurer's Report: Read by Treasurer Jensen. Motion was made by Supervisor Shaw and seconded by Supervisor Manske to accept the October 31, 2024 Treasurer's Report as presented & printed. Motion carried. Budget/Vouchers: (a) Approval & Payment of Vouchers: Motion was made by Chairman Curns to approve payment of Vouchers 29722 through 29794, d!ated October 9, 2024 through November 12, 2024, & Direct Withdrawals of Social Security, Medicare & Federal Tax of$1,038.98, the October 24th We Energies Invoice of $282.97 & ARPA-1015 to Master Electric for $324.02; for a total of$37,172.74. Second to Chairman Curn's motion was made by Supervisor Manske and the motiJOn carried. Public Forum - Town of Mukwa Residents: Building Inspector: Read by Supervisor Shaw who made a motion to accept the monthly Building Inspector's Report as presented & printed, with a second to the motion made by Supervisor Shaw. Motion carried. 2025 Gold Cross Ambulance Service Agreement Review & Approval: Supervisor Shaw made a motion to Approve the 2025 Gold Cross Ambulance Service Agreement at $13 .46 subsidy per capita rate. A second to Supervisor Shaw's motion was made by Supervisor Manske & the motion was carried. New London First Responders Fund Request - 75 Cent Fee Per Resident Requested: Motion to approve the New London First Responders funding request of75 cents/per resident was made by Supervisor Shaw with a second to the motion made by Supervisor Manske & the motion caiTied. Operator License Approvals: (a) Buch's Pine Tree - Sarah Baxter: Motion to approve the issuance of an Operator's License to Sarah Baxter for Buch's Pine Tree was made by Supervisor Shaw with a second to the motion made by Supervisor Manske. Motion carried. (b) Pup's Irish Pub - Jennifer Garcia: Motiion to approve the issuance of an Operator's License to Jennifer Garcia for Pup's Irish Pub was made by Supervisor Shaw with a second to the motion made by Supervisor Manske. Motion carried. Roads: (a) Monthly Report: All ditches mowed with exception of Deer Haven & Depot (b) Road Equipment-Report/Repairs/ Purchases Needed: Noted that the plow truck was still not back from Waupaca County Highway for maintenance & repairs. Town Maintenance noted that cutting edges will also be needed. Discussion· on a battery tender for the loader to keep the batteries from draining due to the computer. (c) Snowplowing - Faulks: Chairman Cums had been notified that Faulks would have availability for snowplowing & inquired to obtain more infonnation for the meeting. Discussion on findings, the truck had been sold so Faulks did not have availability for this winter. Nonna! rate is $185/hour with a $16,500 retainer. Meetings/Training/Waupaca County Zoning Hearings: Attended: Upcoming: November 14th @ 5:30 p.m. - Wisconsin Towns Association - Waupaca County Unit Meeting to be held at the Waupaca County Highway Department, 2670 Cty Rd A, Waupaca.
