Minutes of the June 16, 2026
Regular Monthly Meeting
Town of Matteson, Waupaca Cty., Wisc.
Present: DuWayne Federwitz, Greg Hanson, Mark Schuster, Patti Hill and Mike Mehlberg.
The meeting was called to order at 7:00 PM by Chairman Federwitz.
The Pledge of Allegiance was recited by all, and the Open Meeting Statement was read by
Federwitz.
Motion was made by Schuster and seconded by Hanson to approve the agenda. Roll call
was taken: Federwitz, yes; Hanson, yes; Schuster, yes. Motion carried.
Citizen’s Forum: There were 15 people present. Tina Mueller asked if there was any new
information about the proposed solar farm. Chairman stated that a Local Operating
Contract had been received from Pigeon River Solar. Question was asked if a committee of
Matteson residents could be formed. Chairman stated the Town will be looking for an
attorney to represent the Town and the citizens. Mike Wilson spoke negatively about the
project and the Town Board for not stopping it. Chairman tried to explain the Town’s limited
control in the situation. Al Mueller thanked the Board for listing the solar project on future
agendas. He also brought up data centers and would like the Town to take a stance against
them.
Comprehensive Planning: Gerald Ort, Jr. explained his Conditional Use Permit (CUP)
request to the Board. Sawmill will be a low volume operation, with a truck a day. Sawdust
and noise controls will be in place. Several residents present had questions and concerns
regarding this CUP such as noise levels and operating times. Chairman reminded everyone
that a CUP can be revoked if the agreed standards are not met. Motion was made by
Hanson and seconded by Schuster to approve the CUP . Roll call was taken: Federwitz, yes;
Hanson, yes; Schuster, yes. Motion carried.
Mark and Debbie Behnke were present regarding parcel 14-22-22-2. They are seeking to
split the property and build a dwelling on the property. The current zoning designation only
allows for one development right, and that development right is tied to an accessory
structure already on the property. For them to split the property, they will need to amend
the Comprehensive Plan to remove this property from the Farmland Preservation area and
amend the zoning of the property from the AR district to the AWT district. This allows for
one development right of one per ten acres which will allow them to be able to split the
parcel and to be built on. After discussion, a motion was made by Schuster and seconded
by Hanson to approve the Comprehensive Plan Amendment and to change the land use
2
designation per the request. Roll call was taken: Federwitz, yes; Hanson, yes; Schuster,
yes. Motion carried.
After review, a motion was made by Schuster and seconded by Hanson to approve the
