Section 21.19 of the City of Oconomowoc Municipal Code is hereby created to read as follows: 21.19. Use of Aerators on Inland Waters. (1) The purpose of this ordinance is to protect the public health, safety and welfare from the potential adverse effects which may arise from the use of aerators on inland waters (lakes, ponds, and rivers) in the City of Oconomowoc. The Common Council recognizes and 2 concludes that the proper and safe use of lakes, ponds, and rivers in the City of Oconomowoc is desirable to maintain the physical, ecological, cultural and aesthetic characteristics of such lakes, ponds and rivers, their shorelines and the rights of riparian owners and users as well as the City as a whole, and to promote the public health, safety and welfare of all persons making use of lakes, ponds and rivers within the City of Oconomowoc. (2) Scope and Application. The terms and provisions of this section shall be interpreted and applied as minimum standards and requirements for the promotion and protection of the public health, safety, and welfare and for the public peace and preservation of natural resources and public and private property within the City of Oconomowoc. (3) Definitions. “Aerator” means any device or equipment used on City inland waters which affects the water’s surface to prevent or inhibit the natural formation of ice on the water’s surface. So, that’s nearly 20 years and seven months of data. In that Ɵme, following is a record of when the 10” slow-no-wake would’ve been in place and when a proposed 8” water level would’ve triggered the slow-no-wake order. The 10” level resulted in 3 slow-no-wake events in the past 20+ years. The 8” level would’ve resulted in 5 slow-no-wake events in that same period. I color coded the three events that would’ve triggered slow-no-wake requirements regardless of a 10” or 8” water level restricƟon. It’s interesƟng to note that 3 of these 5 significant events have occurred in the past less than 4 years. Only two of the events occurred in the first almost 17 years of the data. Note the increased length of the slow-no-wake orders if we went to the 8” level, especially the two events that hit the 8” level but didn’t get to the 10” level. My main concern is that boaters would be complaining to open the dam more just for boaƟng purposes, during a Ɵme when opening the dam is causing significant flooding impacts to our neighbors downstream. It would heighten the tension between people upstream wanƟng the dam opened more and people downstream wanƟng the dam closed more. Let me know if you need any addiƟonal data on this for the Lake Welfare CommiƩee. Slow-No-Wake Order in effect at 10” above Max. PROJECT NO. 141139 1 Mike Hausman Subject: FW: [External] Nagawicka Treatment From: Lakeland Bio, Kyle Schmit <kyle@lakelandbiologists.com> Sent: Wednesday, June 17, 2026 9:04 AM To: Tom Hafner <thafner@cityofdelafieldwi.gov> Subject: Nagawicka Treatment Hi Tom, Lake Nagawicka Post-Treatment Inspection Report A post-treatment inspection was conducted to evaluate the effectiveness of the 2026 aquatic plant management program targeting Curly-Leaf Pondweed (CLP) and Eurasian Watermilfoil (EWM). Overall, all treatment areas were highly successful. Both Curly-Leaf Pondweed and Eurasian Watermilfoil have been effectively controlled throughout the treated portions of the lake. Below are some key takaways. Bark River Inlet The Bark River inlet is now dominated by native Elodea, which has become the primary aquatic plant species present. Targeted invasive species control was successful, and the remaining vegetation provides beneficial fish and wildlife habitat while maintaining water quality. Gazebo Bay Historically, Gazebo Bay has supported dense growths of both Eurasian Watermilfoil and Curly-Leaf Pondweed. During this inspection, no Eurasian Watermilfoil was observed, which is an excellent indication that the management program continues to suppress this invasive species. The Curly-Leaf Pondweed that was present earlier in the season is now dead and has largely broken down, leaving the bay in significantly improved condition. Hammerhead Bay Hammerhead Bay has been restored to a navigable waterway following treatment. While some native Sago Pondweed remains present, both Curly-Leaf Pondweed and Eurasian Watermilfoil have been successfully controlled. The remaining native vegetation is beneficial and does not currently impede navigation. Summary The 2026 treatment program has provided excellent control of both Curly-Leaf Pondweed and Eurasian Watermilfoil. Native plant communities are becoming more prevalent in several areas, particularly within the Bark River inlet, while historically problematic areas such as Gazebo Bay and Hammerhead Bay have shown substantial improvement. Continued monitoring will ensure invasive species remain at manageable levels and that native plant communities continue to recover.
