The understanding is that you will work with the design consultant to put together a rendering and cost estimates (for the CSD elements and the city cost for the 10’ recreational trail from Poplar Path to the bridge and from the bridge to Indian Spring Drive) for the city’s consideration and approval. We will take the rendering to the Plan Commission, which will make a recommendation back to Council for approval. The city’s direction at this point includes the following: Install a recreational trail instead of sidewalk and bike accommodation across the east side of the bridge and eliminate the sidewalk from the west side of the bridge. The city also suggested the bike accommodation could be eliminated from the west side of the bridge, but you indicated that WisDOT will still require the bike accommodation on the west side of the bridge. The city prefers a barrier wall to separate the recreational trail from the drive lane and shoulder. You said that the concrete barrier alternative is acceptable, but you still needed to confirm that there is enough length for the crash cushion for safety. You added that most likely there is enough length. While the city requested a 10-foot recreational trail, you indicated that it would be 12-feet wide if the barrier wall is feasible. You said that if the barrier wall is not feasible (due to inadequate length for the crash cushion), the recreational trail would be 16-feet wide and vertically raised from the adjacent drive lane and shoulder. The city’s understanding is that there would be no city funding required for this, as it would all be WisDOT cost. The Council confirmed that the city would like a 10-foot-wide recreational trail from Poplar Path to the bridge, and from the bridge to Indian Spring Drive, designed and constructed as part of the project. The city understands that this would be at the city’s cost. The city would appreciate an updated cost estimate for this. The Council confirmed that they would like all sides of the outer parapet walls and the barrier wall to be finished with the block form liner pattern, consistent with the 20 th Avenue bridge in Oshkosh. The city understands that the incremental cost for using a form liner instead of regular concrete forms will be a CSD cost and the city will be responsible for 20% of this cost. The Council confirmed that the city does not want any concrete painting or staining performed on the brick form liner pattern. The Council’s first preference is to leave the brick form liner pattern the natural concrete color. But they would like to see a second rendering that shows the aesthetics of colored concrete (coloring added directly to the concrete mix so that the wall pour has homogeneous coloring throughout) for the brick pattern. The city understands that there would be no CSD cost incurred if the brick pattern is left as the natural concrete color, but the city would be responsible for 20% of the incremental cost if colored concrete is used instead of regular concrete, as a CSD element. The Council confirmed that the city would like the sailboat logo on both sides of the bridge. The city understands that this is a CSD element and the city will be responsible for 20% of the cost. The Council confirmed that the city would like to use the standard black tubular steel railing screening (Standard 30.15). The city understands that this is a standard option, is not a CSD element, and as such, would be fully funded by WisDOT. The Council confirmed that we would like to include the “Highway C” name on both sides of the bridge for the crossroad identification on the outside of the parapet walls in both directions. Wording to be incorporated into the walls consistent with how it was done for the 20 th Avenue bridge in Oshkosh. The city understands that this is a standard participating item that would be fully funded by WisDOT. Let me know if you have any questions on this and/or if you want to meet to discuss any of this further. Also, please let me know when you’ll be able to get the renderings and cost estimates to me. We would need to have them by mid-July to review and be ready to take to our Plan Commission at their July 29 meeting. Also, as an FYI, I will be out of the office on vacation starting next week Tuesday 6/23 through 7/7. Thanks ~ Tom Thomas J. Clarification for any decorative items (name on the bridge, staining, bricks, etc..) what’s is cost participating and what’s not… The CSD components should be incorporated in an SMFA/SMMA prior to the Env Doc/DSR, things like form liner and artwork can be added as part of the CSD rules. WisDOT participation would be capped at the value of $147,525 and the city would need to cover the remaining costs at let as well as agree to maintain it into the future. Depending on the fundable value calcs and the cost estimate of the WisDOT eligible items that cap may increase. Bridge staining and wall as shown in the attached document need and SMMA. Note from the attachment you have shared earlier: The street name is a participating item, and it looks like the fencing in the photo is our standard tubular steel railing screening. If a standard fencing is used, then that is also a participating item. The form liner and staining shown in the photo are non-participating items so those would not be paid for by WisDOT (that includes the upfront costs and any long-term maintenance costs). Form liner and staining can still be incorporated into the new bridge design, but WisDOT would not pay for those treatments. Shared Path on the East Side of the bridge/ NB: From the attached the concrete barrier alternative is acceptable but we need to confirm we have enough length for the crash cushion for safety. Most likely we do. The DOT is okay with adding the extension of the 10’ sidewalk beyond the bridge (north and south) connecting to both trails. However, the design cost and the LET cost will be city of Delafield cost. Once you have confirmation on Monday from the Common Council we can work together to add it to the project. As we just discussed over the call, please review and let me know if I missed to address any of your questions. Have a good weekend. Do not click links or open attachments unless you recognize the sender and know the content is safe. Hi Christine, The City’s Public Works Committee reviewed the bridge issues last night and made recommendations back to our Common Council. Their motions were as follows (keep in mind, these are recommendations at this point, not final decisions): Motion by Jashinksy, seconded by Bauman, to recommend council ask the state to explore a shared 10 ft protected multi-use path with a barrier wall instead of a dedicated bike accommodation in lieu of a sidewalk on the east side and on the west side. All in favor. Motion carried. Motion by Bauman, seconded by Craven, to recommend to council that they ask the DOT that the proposed sidewalk from Poplar Path to the bridge and south of the bridge to Indian spring as part of the project to be a 10 ft shared multi-use path. All in favor. Motion carried. Motion by Pavin, seconded by Craven, to recommend to council the following design elements: the parapet design should be consistent inside and outside, any stained or painted concrete has maintenance issues, therefor the recommendation is to keep natural concrete colors to minimize maintenance or to have colored concrete, the block stone design on the bridge similar to the i41 Oshkosh overpass bridges is recommended in lieu of picture frame parapet or fieldstone design, the sailboat logo is low maintenance and is recommended, there is concurrence for the standard black steel tubular railing screening design element, and the “Highway C” name is recommended on the bridge parapet. If an additional parapet wall is added, then it is recommended to match the exterior wall design elements. All in favor. Motion carried. So, my follow-up questions for you: Instead of putting sidewalk and bike accommodation lanes on both sides of the bridge at WisDOT cost, would WisDOT be open to only putting a 10-foot recreational trail across the east side of the bridge with a concrete parapet wall dividing the trail from the drive lane, at WisDOT cost? We are imagining this would be similar to the CTH G/WIS 318 bridge over I-94 in Pewaukee/Waukesha. The city is looking to do decorative parapet walls with both sides of the outside parapet walls and both sides of the possible parapet wall that would divide the trail from the drive lane. The city would like the decorative walls to be colored but doesn’t like painting or staining due to maintenance concerns. Is WisDOT open to the use of colored concrete (with the coloring added directly to the concrete mix) for the parapet walls? Public Works recommended using a block form liner for the decorative parapet walls (instead of the picture framing or the fieldstone), as shown in the attached picture from the 20 th Avenue Bridge in Oshkosh. Are there any issues with that being a CSD option for us? These recommendations will go to Common Council on June 15. Should we wait until after that to proceed further, so we get confirmation on some of these issues? After June 15, could the designer put together a rendering of the city’s preferences at that time? If we could get that by June 17 or June 18, then we could get it in the meeting packet for the June 24 Plan Commission meeting. I know that would only be a day or two turnaround, so let me know if that’s not feasible. Then we’d have to wait until the July 29 Plan Commission Meeting for the rendering recommendation, with hopefully final decision by Council on August 17. Do not click links or open attachments unless you recognize the sender and know the content is safe. Hi Christine, As I expected, the Council struggled to make any final decisions on the CSD design elements with only a few pictures and no estimates of what various elements would cost. They wanted to know if there were other options they could choose from outside of the few examples provided. They did provide the following feedback in general, without committing to anything at this time: Of the examples provided, they preferred the black tubular steel railing screening (Standard 30.15), even though this is a standard option and would not be considered a CSD element. They definitely do like the idea of including the city’s three sailboat logo on the railing in both directions. They like the picture frame finish of the inside of the parapet walls along the sidewalks across the deck, as shown in the pictures from the Good Hope Road and Hwy G bridge pictures provided. They like the two-tone coloring of the picture frame finish, where the recessed area is a different color than the perimeter, as shown in the picture provided from the Hwy G bridge. They like the colored stone looking form line finish on the outside of the parapet walls, as shown in the picture provided from the Summit Avenue bridge. They also referred the CSD design elements to our Plan Commission and Public Works Committee, for recommendations back to council. Public Works Committee meets next week Wednesday, June 3, and Plan Commission meets on Wednesday, June 24. Their recommendations could then go back to Council at their meeting on July 20. The chairman of our Public Works Committee is retired WisDOT bridge engineer Dan Jashinsky. I already talked to Dan briefly and I know he does not like the stone looking form liner on the bridge, because, in his words, you would never historically build a bridge with stones like that, so it doesn’t make sense to even try to create that look. I have a feeling that we may likely end up either with the recessed picture framing on both the inside and outside of the walls or the stone form liner on both sides. Not one on the inside and the other on the outside, as the Council initially expressed a preference for. constructed as part of this project. I did say that I was interested in having the EAST sidewalk on Genesee Street constructed as part of this project. The Council confirmed that they would like the EAST sidewalk from Poplar Path to the bridge and from the bridge to Indian Spring Drive designed and constructed with this project. They understand that there will be a local cost to be paid by the city for this of $32,000. The Council confirmed that they do not want to construct the west sidewalk to the bridge as part of this project. The Council understands that there will be a cost sharing agreement for the sidewalk off of the bridge and the CSD elements. The Council is on board with entering into such an agreement, pending review of the terms of the agreement. The Council understands that there will be a maintenance agreement requiring the city to maintain the sidewalks. The Council is on board with entering into such an agreement, pending review of the terms of the agreement. Can you send me the development location/map that we discussed to be used for medical office and others. A plan sheet overview should work or any other plan showing the location will work too. See the attached map, with the development land highlighted with a red line. This is zoned B-5, which is Office and Research Commercial. There have been several development proposals for this property over the years, including: 1. A mixed-use town center/outdoor mall type development with a combination of retail, restaurants, entertainment, and residential uses. 2. A corporate headquarters for a software company. 3. An assembly facility for specialty composite golf course furnishings. 4. A medical/health complex including a micro-hospital, doctor’s office buildings, and senior living facilities, including independent living, assisted living, and memory care. Please let me know your input no later than June 3rd to ensure no delays for the project delivery. You’re not expecting final decisions by June 3, correct? In our most recent meeting, we talked about the city making these decisions over the next few months. Please clarify. Also, shouldn’t we be able to make CSD decisions after some of the initial design is done? For instance, shouldn’t we know whether vertical retaining walls will be required and have the opportunity to consider CSD decorative elements in the wall design? Feel free to call me if you have any question or like to discuss Tom as always. The plans submitted were prepared by THF Delafield, LLC, with a June 22, 2026 revision date. The following are comments on the various submittals that need to be addressed. Site Improvement Plan review comments: Title Plan (T) 1. Final plans will need to be stamped and signed by a PE licensed in WI. Proposed Site & Grading Plan (C1.1) 2. The proposed grading of the knoll appears to address the initial concerns regarding vision of the trail, especially from the south. The proposed grading should be completed as shown and a site visit with the City Engineer coordinated to confirm prior to restoring the area, to determine if any more modifications are necessary. 3. Revised grading and some spot grades have been added to the designated HC parking areas, it should be verified that the maximum grade slopes are being maintained for meeting ADA requirements. 4. The grading shown in the SW corner of the site is too steep, it’s less than 2:1. It appears that a wall may be required to achieve the grade changes shown or site plan revised to provide more room to establish the grades. If slopes exceed 5:1, erosion matting will need to be utilized and added to the erosion control plan. 5. Dumpster enclosure and privacy fencing details need to be provided to the City Planner for review. Proposed Site Grading & Erosion Control Plan (C1.2) 6. The entire area of knoll grading needs to be matted; a portion of the area is not hatched. 7. As noted above, the area in the SW corner of the site shows grading that exceeds allowable slopes (maximum is 3:1 and 4:1 or flatter is preferred). Erosion matting is required for slopes that exceed 5:1. Ms. Amy Barrows June 23, 2026 Page 2 General Notes 8. A street opening permit will be required for the grading, trail and entrance widening work proposed along S Cushing Park Road. 9. A City of Delafield EC permit will be required. The financial guarantee worksheet that is included with the permit needs to be filled out and submitted to the City Engineer for review and approval of the guaranteed amount. 10. A developer agreement will be required. The City will provide a draft for review and will need to be signed prior to beginning the work. 11. A pre-construction meeting will be required prior to any land disturbing activities beginning. Sincerely, SHORT ELLIOTT HENDRICKSON INC. The meeting focused on reviewing current traffic-related concerns, evaluating potential operational and safety improvements, and identifying follow-up items for further consideration and requested action by the Public Works Committee. 1. Request: Install centerline flexible tube delineator on Milwaukee Street between addresses 1704 to 1923. Traffic Staff reviewed the Mayor’s request to install flexible tube delineators along the centerline of Milwaukee Street between addresses 1704 and 1923. Based on this review, Traffic S taff note that flexible delineators are generally intended for channelization and lane guidance rather than speed control, and installation along the centerline could create operational concerns, including potential damages with emergency response vehicles that may need to cross the centerline. Additional considerations include appropriate delineator height (minimum 28 inches for day and night visibility), typical spacing based on roadway speed (approximately twice the posted 25 mph speed limit), and material/color conventions, with orange typically indicating temporary installations. As a compromise, Traffic Staff recommends installing flexible tube delineators along the north fog line rather than the centerline to accommodate emergency operations while still encouraging reduced speeds via visual narrowing. This will also create separation between the travel lanes and the widened shoulder where pedestrians are typically traversing. It is further recommended that Public Works staff install the delineators seasonally, with placement in April and removal in October. Given that orange delineators are commonly used for temporary applications, Traffic Staff requests further direction from the Public Works Committee regarding whether this standard should be followed or if white delineators would be preferred for aesthetic purposes. Expected costs of purchasing flexible tube delineators is estimated to be $1,500, which includes some extra replacement delineators that may become damaged while in operation. 2. Request (Attachment 1): More control (stop light) at intersection of Main Street and Genesee Street Traffic Staff reviewed the resident request for installation of a traffic signal at the intersection of Main Street and Genesee Street. This request has been received multiple times in recent years and was previously evaluated in 2024 at the direction of the Common Council, with the Public Works Committee completing a full traffic analysis. That review concluded that a traffic signal at this location is not warranted based on MUTCD criteria, and no changes to existing traffic control Traffic Staff Meeting on June 2, 2026 June 18, 2026 Page 2 were recommended. Additionally, it was noted that achieving a signal-controlled intersection would require modifying operations at the nearby Main Street and Wells Street intersection to only a 2-way stop intersection on Wells Street, which would reduce the pedestrian-friendly nature of that area. Based on the findings of the completed analysis and current conditions, Traffic Staff recommends that the City not pursue installation of a stop light–controlled intersection at this location. 3. Request (Attachment 2): All crosswalk signs within the City of Delafield be upgraded to solar powered LED Flashing Beacon Indicators; Crosswalk indicators that would become active when a pedestrian presses an activation button. Traffic Staff reviewed the resident request to upgrade all crosswalk signage within the City of Delafield to solar-powered LED flashing beacon indicators activated by pedestrians. Based on this review, Traffic Staff does not recommend a system wide implementation, as not all locations warrant enhanced treatments and such improvements are most effective when applied selectively based on site-specific conditions. However, Traffic Staff acknowledges increased traffic volumes and commuter activity in certain areas, particularly within the downtown, has reduced driver attentiveness, which may justify enhanced pedestrian crossing treatments at targeted locations. As such, Traffic Staff recommends that the Public Works Committee and the Common Council consider reviewing and prioritizing implementation. For example, Traffic Staff identified two locations with potentially higher priority where LED rectangular rapid flashing beacons (RRFBs) would provide the more benefit: Genesee Street at the Bark River crossing (north of the bridge) and Milwaukee Street at the Lake Country Trail crossing. In addition, the Public Works Committee and Common Council should further evaluate funding to determine the City’s willingness to invest in installation and any ongoing maintenance. 4. Request (Attachment 3): Where the bike path crosses Sylvester Drive (at Nagawicka Road) there are no white lines placed on the road. Every other street crossing has lines. Traffic Staff reviewed the resident request and recommends installing white continental-style 24- inch crosswalk block markings, consistent with City standards, at the shared-use path crossing at Sylvester Drive and Nagawicka Road. The lack of pavement markings is inconsistent with nearby crossings. Expected costs to install the epoxy white continental-style crosswalk blocks are estimated to be $2,000. 5. Request (Attachment 4): Restrict parking at the intersection of Hickory Knoll and Blue Spruce Lane. Also, a request to place a stop sign on Hickory Knoll at the intersection. Traffic staff reviewed the resident request regarding parking restrictions and installation of a stop sign on Hickory Knoll at the Blue Spruce Lane intersection. Based on this review, the existing roadway width does not warrant the installation of “No Parking” signage under typical municipal standards, and the request for a stop sign does not meet the applicable MUTCD warrants for multi-way stop control. However, it was noted that sight distance at the intersection could be improved. As such, Traffic Staff recommends that no additional signage restricting parking or a stop sign be installed at Hickory Knoll, but that Public Works Staff perform selective trimming or removal of existing vegetation to enhance visibility for approaching drivers, rather than implementing parking restrictions or additional traffic control. /0 /1 /2 /3 /3 /4 /5 □ /7 /4 /8 /9 /10 /11 /12 /13 /1
