2024 Annual Meeting of Electors (draft)
April 23, 2024, 7:30pm
Meeting was called to order at 1930 by Chairman Al Tank.
Clerk Mary Schoenrock verified that the meeting notice was posted on the public posting boards and the
website. The pledge of allegiance was recited by all present.
Motion was made by Bill Kuehl, 2nd by Kelly Lehl to accept the minutes of the Annual Meeting from April
25, 2023 as presented. Motion carried.
Motion made by Connie Laughlin, 2nd by Mike Sperger to have the 2025 Annual Town Meeting on the 3rd
Tuesday or within 10 days of that date. Motion carried.
Discussions were held on various town and road projects that are being planned or currently being
done. Photos of wild parsnip were shared and Al Tank informed electors that the town will be hiring
someone to come and spray town ditches. The road improvements this year will be small. There will be
short pavement patches done for dips on Crain Rd and Allen Rd. Also, some crack filling and possibly
some chip sealing will be done.
Jeff Handschke shared information on New London Area 1st responders/ambulance situation. Lot of
townships/cities are frustrated with Gold Cross management. There has been some discussion about
forming a Waupaca County Rescue, but this is very preliminary and wouldn’t happen for several years.
The assessment that the 1st responders asked for would be a flex payment based on need. They project
that it will be approximately 75 cents/person based on the town population. There have been many
occasions where Gold Cross has had very delayed response times.
Pete Gerndt asked why the town was checking into townwide trash pickup. Clerk Mary Schoenrock said
the town board was looking for things/services that they could provide for the residents. No decision
has been made yet. The latest request was that a referendum be held about this. Clerk Mary
Schoenrock is investigating if this topic can be put to referendum and if it can, it will be on the
November ballot.
Connie Zolkolske thanked everyone that attended but would like to see more residents in attendance.
This meeting is where the town residents can ask/request for things to be done and that residents that
don’t come cannot complain.
Al Tank shared that a reassessment will be done in 2025. It will probably be an office review.
Pete Gerndt commented that he felt the newsletter didn’t have any news in it as there weren’t any
minutes in it. Copies of minutes are posted on the board outside of the town hall and on the website.
Residents can also come to the monthly meetings and get a copy and/or call and arrange to come to the
town hall and pick up a copy. The town is not obligated to print newsletters. It was suggested that
information/newsletters be emailed to those that would like to get them that way. This will be
investigated.
Bernie Ritchie, County representative for District 26 shared that the 1st County Board Meeting for this
year was held last week. The board approved to pursue bonding for courthouse remodeling that will
improve security and redesign the layout of departments. He also plans to attend several committee
meetings to be able to stay informed. He currently serves on the Agriculture Extension Committee and
Land Properties Committee.
Motion made by Bill Kuehl, 2nd by Kelly Lehl to donate $750.00 to each of the cemeteries located in the
township. Motion carried.
Clerk Mary Schoenrock shared that the hall was rented 35 times this past year with online payment
utilized by most. We have had a few requests from non-residents and will keep track of that and if
requests increase will suggest that the policy be changed. Most towns allow non-residents but charge
more for them.
The financial report was given to everyone present. Time to review and ask questions was given. No
questions asked. Motion made by Kelly Lehl, 2nd by Dean Bennett to accept the financial report as
presented. Motion carried.
Motion made to adjourn by Connie Laughlin, 2nd by Connie Zokolske. Motion carried. Meeting
adjourned at 8:36pm.
Respectfully submitted,
Mary Schoenrock, clerk
