6. Citizen Comments
Tim Turnock, 304 Fieldstone Road, Delafield, WI, thanked the commission for following through
with the tree planting in Oakwood Park. Turnock said the donor requirements for benches in the
city, unless the requirements go against the city requirements, should be given the utmost
importance. Turnock spoke about some property along the river and said if it comes up for sale,
it should become part of the city to complete the riverwalk. Regarding the selfie chair in Liberty
Park, Turnock said in the future, this should go through Park & Rec for evaluation before
installation.
Mary Daniel, 309 Wisconsin Avenue, Delafield, WI, suggested the next Park Walk should be
done after the pier goes in at St. John’s Park. Mary said she volunteered with the DPW
seasonal crew at St. John’s Park and showed them which plants should be pulled and said the
DPW crew did a great job.
Seeing no one further who wished to comment, citizen comments were closed at 6:06 p.m.
7. Unfinished Business
Discussion and possible action on the following items:
A. Dual-Striping Bostrom Tennis/Pickleball Court
Hillmann said he was unable to get in touch with the neighbor next to the tennis court and
he will attempt to contact them. Laughland said he will also reach out to DPW to see if the
condition of the court has any bearing on what Park & Rec does with the court.
B. Liberty Park Concert Series Update
Schaefer reported they have had two concerts and there were over 500 people at the first
concert and over 400 people at the second concert, and they added another portable toilet
this year.
C. Fireman’s Park Slide Update
Crowley reported DPW has taken the railing off the old slide at Fireman’s Park and has it
roped off until the new railing gets installed.
D. Gulf Wars Memorial Update
Schaefer reported the memorial has been recarved and put back in place on the VMR Trail.
E. Boardwalk Signs
Schaefer reported the artwork for the signs has been given to DPW, the signs have been
ordered, and DPW will put them up when they come in.
F. Public Pier Sign
Schaefer reported the sign is on hold until the Lake Welfare Committee and Common
Council look into some regulations.
G. Request from Promotion & Tourism to Install Big Selfie Chair at Liberty Park
Laughland said the chair has been getting a lot of traffic but the chair originally was not
supposed to be at Liberty Park. Laughland said it is a possibility the chair can be moved
from park to park each year because the foundation under the chair is moveable. Laughland
said when the permanent stage gets done in Liberty Park, the chair may need to be moved.
For now, the chair can remain where it is.

Motion by Mark Schaefer, seconded by Stephen Laughland, to approve placement of the
chair in Liberty Park, with the understanding that the stage would take priority, and the
location of the chair may need to be temporary.
Flemming said they received a phone call from a citizen asking if the Delafield Arts
Foundation could be notified if something is coming into Liberty Park. Flemming stated that
is not always possible, but if they are able to it would be helpful.
All in favor. Motion carried.
H. Public Art Committee Update
Schaefer reported the Executive Director of Promotion & Tourism created a subcommittee,
the Outdoor Arts Committee, to look at the possibility of outdoor art installations throughout
the city. At this point, the committee is comprised of the Promotion & Tourism Director, Mary
Daniel from the Hawks Inn History Center, a representative from the Delafield Arts
Foundation, a representative from Hendricks, the Marketing agent from Promotion &
Tourism, a representative from the Delafield Hotel, and Mark Schaefer from Park & Rec.
Schaefer said they are working on requests for proposals for outdoor installations that reflect
the city’s identity and promote tourism. Schaefer will update Park & Rec as developments
happen.
Jori Hartwig, Executive Director of Promotion & Tourism, spoke about the potential impact of
the art installations and stated funding would come from Promotion & Tourism and private
funding. Hartwig said they are looking to get briefs from artists and it is in the beginning
stages.
I. Memorial Bench Guidelines and Approved Locations
Schaefer said he is working on the process document.
8. New Business
Discussion and possible action on the following items:
A. Request from Chamber of Commerce for Block Party Parking on the Fish Hatchery
Soccer Field
Laughland said the Chamber of Commerce is requesting to expand the parking for the block
party by using the soccer field. Laughland said they do have budget if there is only minor
damage to the soccer field, but if there is major damage it will entail much more. Tom Hafner
will monitor the weather as the block party gets closer and if he feels the weather will cause
too much damage with people parking in the field, he can put a stop to using the soccer
field. Police Chief Nyren said he can monitor the weather situation if Tom Hafner is not
available. DPW said they have the supplies needed to get the soccer field marked for
parking. Laughland said parking volunteers are still needed to direct traffic at the soccer
field.
Flemming would favor the parking attendants to be high school age or older. Police Chief
Nyren said parking volunteers should help cars coming into the soccer field up until
9:00 p.m. and after that the police can handle the parking. Laughland said the idea is if a
nonprofit business does volunteer to run the parking, they could keep the parking profits.
Hillmann suggested a clear entrance and exit need to be marked so there are no issues.

Stephen Laughland moved the adoption of a motion which, after debate and amendment,
was adopted as follows: “To give a one year trial to this and if they can find the proper
staffing to do this. We will leave the decision in the hands of Tom Hafner, and in his absence
to Police Chief Nyren and/or to Chief Nyren’s delegee if he is not on shift at the time, to
determine if the weather conditions will make the field more than minor damage, in which
case they shall cancel parking. This is subject to the soccer field being striped and fenced to
create organized directions of travel and parking arrangements by the Department of Public
Works. It is subject to it being staffed up until 9:00 p.m. on each day that it is open and we
require the parking staff be adults and if parking staff includes minors, the Chamber of
Commerce will need to come back to the Park & Recreation Commission for approval. They
are allowed to charge for parking if they are a nonprofit, they can keep what they charge,
and we recommend the price be in the range of $5.00.”
All in favor. Motion carried.
Motion by Louise Crowley, seconded by Mark Schaefer, for Stephen Laughland to have the
authority to approve the organization and their plan that is going to run the parking services
during the block party on the soccer field.
All in favor. Motion carried.
B. Set a Date for Park & Rec Park Walk
This will be discussed at the next meeting.
9. Monthly Updates on Conditions of Parks and Trails
Laughland said he and Tom Hafner will look at the location of the placement of the kayak launch
once the pier project has been completed at St. John’s Park.
