City of Delafield Citizen Comments. Jashinsky opened Citizen Comments at 6:33 p.m. Mary Daniels (309 Wisconsin Avenue) Mary Daniels raised several questions regarding the proposed bridge replacement project. She noted that she had previously corresponded with Hafner regarding the project. She expressed concerns about access to the cemetery during and after construction. She also requested clarification regarding whether the proposed pedestrian accommodation would be classified as a path, trail, or sidewalk and asked whether the project is included in the City's five-year plan. Mary Daniels further inquired about responsibility for project costs should expenses exceed current estimates and expressed concerns regarding the amount of information that has been made available to the public. She also asked what material was used on the bridge over Highway C. Office: (262) 646-6220 - E-Mail: clerksoffice@cityofdelafieldwi.gov – www.cityofdelafieldwi.gov Jashinsky clarified that the pedestrian facility proposed across the bridge is classified as a sidewalk. He stated that additional questions would be addressed later in the meeting. Citizen Comments were closed at 6:38 p.m. 6. Unfinished Business None. 7. New Business A. Update regarding the WisDOT Genesee Street/CTH “C” Bridge Replacement Project currently scheduled for construction in 2029, followed by discussion and possible action to make a recommendation to the Common Council regarding Community Sensitive Design (CSD) decorative elements to be incorporated into the bridge design. Jashinsky opened discussion regarding the proposed bridge project and clarified that Community Sensitive Design (CSD) refers to the decorative and aesthetic elements incorporated into the bridge design. He noted that there are often strong opinions regarding railing styles but expressed support for a simpler design to minimize future maintenance issues and potential failures associated with more intricate features. Baumann clarified the bridge location near the Police Department. Jashinsky inquired about the proposed bridge color. Hafner explained that the bridge project is scheduled for 2029 and requested feedback regarding Community Sensitive Design (CSD) elements the city would like incorporated into the project. He noted that previous discussions indicated the Wisconsin Department of Transportation (WisDOT) would not fund sidewalks associated with the project and that the City would be responsible for an estimated $150,000 cost for a sidewalk on the west side of the bridge. Subsequent discussions with WisDOT determined that the department would fund both sidewalks. Administrator Hafner stated that the Common Council expressed support for a sidewalk connection extending from the existing path near Popular Path to the bridge and continuing to Indian Spring Drive on the east side. A future cost-sharing agreement will outline project responsibilities and costs. He further noted that the city would be responsible for snow removal on sidewalks located on and leading to the bridge. Jashinsky proposed consideration of an alternative design consisting of a 10- foot multi-use path separated by a barrier. Administrator Hafner responded that the current proposal includes both bicycle lanes and sidewalks. Jashinsky continued discussion regarding alternative trail connections and inquired about signalization associated with the project. Baumann stated that the long-term goal would be a diamond interchange configuration with loop ramps. Hafner explained that such a configuration is not feasible due to the proximity of the cemetery. Jashinsky expressed concerns regarding the proposed sidewalk configuration and continued discussion with Hafner regarding pedestrian accommodations. Hafner stated that City staff would continue evaluating options and discussing the proposal over the coming months before bringing recommendations to WisDOT. Pavin requested clarification regarding the proposal presented by Chair Jashinsky. Hafner asked the committee to consider the potential costs associated with alternative design options. Discussion followed regarding the possibility of forwarding Chair Jashinsky's alternative path concept to the Common Council for consideration. Craven asked what specific questions would be presented to the Common Council. Office: (262) 646-6220 - E-Mail: clerksoffice@cityofdelafieldwi.gov – www.cityofdelafieldwi.gov Hafner clarified that both the Common Council and Plan Commission would review the project, with the Plan Commission primarily providing input on aesthetic considerations. Baumann stated that discussion appeared to be leaning toward protected bicycle accommodations and referenced the shared-use path located on the east side of the County Highway G bridge in Waukesha County as a potential example. Craven inquired whether the proposed path would accommodate both bicyclists and pedestrians. Hafner asked whether the committee wished to recommend that the Common Council consider a shared- use path in place of the proposed sidewalk connection. Motion by Jasinky, seconded by George, to recommend to Common Council to speak Wisconsin Department of Transportation (WisDOT) and explore a 10 ft wide protected multi-use path with a barrier wall instead of a bike accommodation on the east side of highway C with protected barriers in lieu of the proposed 5 ft sidewalks. All in favor. Motion carried. Baumann and Chair Jashinsky discussed the existing Popular Path connection and pedestrian access associated with the bridge project. Craven noted that a designated sidewalk and bicycle path currently exists in the area. Hafner referenced the City's Bicycle and Pedestrian Implementation Plan and discussed pedestrian and bicycle connections extending from the south city limits to the Interstate 94 corridor. Baumann discussed the proposed bridge alignment and potential relocation considerations. Motion by Baumann, seconded by Craven, to recommend that the Common Council request the Wisconsin Department of Transportation (WisDOT) investigate replacing the proposed sidewalk connection between Popular Path and Indian Spring Drive with a 10-foot shared-use path. All in favor. Motion carried. Discussion followed regarding Community Sensitive Design (CSD) elements associated with the bridge project. Hafner explained that the federal government would fund approximately 80 percent of eligible decorative elements through the CSD program, with an estimated federal contribution of $147,000 and a City contribution of approximately $37,000. He further noted that the black tubular railing preferred by the Common Council would not qualify as a CSD element but would instead be covered as part of the WisDOT bridge project. Jashinsky expressed support for a simple black tubular railing design. Craven inquired about railing materials and finishes. Jashinsky discussed potential options, including powder coating and galvanizing. Baumann and Craven suggested reviewing the performance and durability of older bridges in comparison to newer bridge designs when evaluating railing and finish options. Jashinsky asked who would be responsible for costs if a future accident caused damage to the bridge. Hafner stated that the Wisconsin Department of Transportation would be responsible for those costs. Hafner reported that the Common Council expressed interest in incorporating the City of Delafield sailboat logo into the bridge design and favored a two-tone color treatment for the picture-frame elements. Baumann noted concerns regarding the long-term appearance of a two-tone finish, citing examples of paint deterioration on existing structures. Office: (262) 646-6220 - E-Mail: clerksoffice@cityofdelafieldwi.gov – www.cityofdelafieldwi.gov Craven expressed support for design options that would require minimal maintenance. Baumann asked whether the proposed roadway stamping was the standard treatment. Hafner confirmed that it was. Discussion occurred regarding the proposed roadway stamping and other decorative design features. Hafner also discussed the potential incorporation of stone elements into the bridge design. Jashinsky expressed concerns regarding the proposed stonework. Hafner stated that the design concepts presented reflected direction previously provided by the Common Council and that staff was seeking feedback from the committee. Baumann suggested exploring alternative treatments for the parapets, including the use of decorative block materials in place of stone. Jashinsky brought forth concerns for the maintenance of concrete, Art suggested no parapets but wants to stay original from other municipalities. Discussion continued regarding bridge styling. Motion by Pavin, seconded by Craven, to recommend to council the following design elements: the parapet design should be consistent inside and outside, any stained or painted concrete has maintenance issues, therefor the recommendation is to keep natural concrete colors to minimize maintenance or to have colored concrete, the block stone design on the bridge similar to the i41 Oshkosh overpass bridges is recommended in lieu of picture frame parapet or fieldstone design, the sailboat logo is low maintenance and is recommended, the is concurrence for the standard black steel tubular railing screening design element and the “Highway C” name is recommended on the bridge parapet. If an additional parapet wall is added, then it is recommended to match the exterior wall design elements. All in favor. Motion carried. B. Discussion and possible action regarding driveway width requirements at St. Michaels Anglican Church. Malzahn presented information regarding St. Michael's Anglican Church's compliance with the driveway ordinance, noting that the ordinance requires driveways to be located no closer than 30 feet from the right-of-way and 36 feet from the roadway. Craven discussed the existing driveway alignment, noting that the driveway approaches the roadway at an angle and that geometric design considerations should be taken into account. Jashinsky inquired about applicable county requirements and guidelines. Malzahn stated that he had not yet received feedback from the County regarding the matter. Motion by Craven, seconded by Pavin, to recommend that the Plan Commission allow the existing St. Michael's Anglican Church driveway configuration to remain as is. All in favor. Motion carried. 8.
