Presentation/Discussion re: Washington County Sheriff Department monthly call review. The
Incidents Summary List contained 274 items, and the Monthly Case Overview Report contained 8 items for
the month of July 2026.
Presentation/Discussion re: Town PRD Representative Reports from Big Cedar Lake, Little Cedar
Lake, and Silver Lake. Town Representative Jaimee Minney Maples presented for Little Cedar Lake
PRD. She stated lake health is good, and no citations were issued at the boat parade. There were 90 patrol
hours, 97 warnings and 13 citations. Supervisor Wagor read update from Big Cedar Lake PRD Town
Representative Linda Bott. For the month of July there were 54 citations and 97 warnings. The wake surfer
ordinance was approved with a zone of 500 ft. from shore and a 20 ft. depth at the BCLPRD meeting on
7/28/2026. Next step is DNR review of the ordinance. Town Supervisor and Silver Lake PRD Town
Representative Steve Lindley stated the SLPRD began weed harvesting on 8/13/2026 and will be there for
8 days. The budget was finalized for the SLPRD annual meeting on August 25, 2026, and there has been
communication about Bauers Drive between Engineer Matt Stephan and Jason Valerius.
Discussion/Action re: Concerned Citizen Committee. Committee members are following up with 2
complaints. Pete Saffert is following up again today and town is waiting for an update on the noise
complaint.
Discussion/Action re: Washington County Countywide EMS System. Discussed the following
concerns: Taxpayers will be paying more for EMS. Washington County is imposing taxes for EMS
that won’t ever go away, and without a referendum. The tax is based off assessed value, not improved
value. The town is losing contract negotiations with fire departments. Fire and EMS costs will increase
along with construction of a new fire station and training facility and more equipment. The $230,000 to
be shared with the town can only be spent on EMS. Currently EMS and fire costs are not broken out in
the fire contracts. Lifestar provides EMS for free in the town. Chairman Zagel received contract
proposals from the West Bend Fire Department on August 7, 2026. Town Board also discussed
alternatives such as meeting with other townships in the same situation and starting a fire department.
Adopt Resolution 2026-07 A Resolution Supporting Participation in the Washington County
Countywide EMS System and Authorizing Execution of the Countywide EMS System Service
Provider Agreement. Motion by Zagel to table Resolution 2026-07 A Resolution Supporting
Participation in the Washington County Countywide EMS System and Authorizing Execution of the
Countywide EMS System Service Provider Agreement. Seconded by Lindley. Motion carried
unanimously.
Discussion/Action: Citizen Concern of Increased Parking on Hwy K and Division Road. Received
concern regarding parking on Division Road and Hwy K and a bus shuttling people back and forth
who attended mini wrestling at Lucky Shotz.
Discussion/Action re: Road Construction Loan. Motion by Zagel to authorize a one-time $500,000
road construction loan, discussed and supported by residents at the 2026 Town Annual meeting, and to
be taken out on or before December 1, 2026, with Summit Credit Union for a term not to exceed 6
months, with signers Chairperson Troy Zagel, Supervisor Mark Wagor, Supervisor Steve Lindley, and
Clerk Julie Ihlenfeld who have the authority to sign, and that will be put on the levy and paid back
within 6 months. Seconded by Wagor. Motion carried unanimously.
Discussion/Action re: MS4 Permit. Adriana and Jim Dudovick participated in the Washington
County Fair Water Education Booth on July 23 and 24, 2026.
Other correspondence received by the Clerk and/or Town Board to be discussed at next month’s
meeting. Washington County Executive Josh Schoemann will be at the town hall for a Listening Session
on Wednesday, August 26, 2026 at 5:00 pm to discuss fire and EMS. Received a concern regarding
increase of solicitors in the town. Washington County Deputy Graper will follow up on this concern. There
was about 40% voter turnout for the August 11, 2026 Partisan Primary Election in the Town of West Bend.
Chairman Zagel stated that the state is consuming land on State Hwy 144.
Motion by Wagor to adjourn, seconded by Lindley. Motion carried unanimously to adjourn the meeting
at 7:56 P.M.
Respectfully Submitted this 18 day of August 2026.
Julie Ihlenfeld, Clerk
