Town of Winchester 7228 CTH W Winchester, WI 54557 winchesterwi.com DRAFT Meeting Minutes Annual Meeting of Town Electors Tuesday, April 21, 2026 Chairman Discianno called the annual town meeƟng to order at 6:00 pm on Tuesday April 21st, 2026 at Winchester Town Hall. Chairman Discianno, Supervisor Newton, Supervisor Silvis, Clerk Newton, Treasurer Grimmer plus 20 addiƟonal electors aƩended at Town Hall. One person aƩended via Zoom. The pledge of allegiance was recited. Chairman Discianno verified that the agenda was posted in three physical locaƟons (Town Hall, Transfer StaƟon, and Library) as well as on the town website. Chairman Discianno informed aƩendees that they are able to parƟcipate in discussion, but not able to vote. Steve Budnick made a moƟon to approve the agenda. Danny Dye seconded the moƟon, and the moƟon passed in a voice vote. Chairman Discianno reviewed the powers of the annual town meeƟng based on wis stats 60.10, 60.11 1. Old or new business: Discussion and review of annual reports including annual financial report, treasurer’s report, library report, fire department report, Northwoods EMS District report. Discussion about fire inspecƟons of businesses, indebtedness, fiber internet install, Xcel energy power line work, transfer staƟon changes, ATV/UTV ordinance/traffic, storm damage cleanup, meeƟng room improvements, partnership involving Scholl Impact Group having an all-terrain wheelchair available for rental, internet services at town properƟes and Point and Pay system to allow credit card payments to the town. Galen Brownewell made a moƟon to approve the financial reports. The moƟon was seconded by Darrell Smith and the moƟon passed in a voice vote. 2. Grant the Town Board authority to sell or dispose of old equipment or property: Discussion about items that have been sold or disposed of in the past and potenƟal items for future sale/disposal. Steve Budnick made a moƟon to grant the Town Board the authority to sell or dispose of equipment or property up to $10,000. Deb Silvis seconded the moƟon and the moƟon passed in a voice vote. Town of Winchester 3. Change the Town Clerk from an elected posiƟon to an appointed posiƟon: Discussion on reasons for changing the Town Clerk posiƟon to an appointed posiƟon and the resignaƟon of current town clerk. Discussion on plan to select an appointed clerk and the requirements to do so, term length, ability to change the posiƟon back to an elected posiƟon in the future. Teresa Schmidt made a moƟon to change Winchester’s town clerk from an elected to an appointed posiƟon. Deb Silvis seconded the moƟon. The moƟon passed 15-10 in a raised hand vote. 4. Change the Town Treasurer from an elected posiƟon to an appointed posiƟon: Discussion on reasons for changing the Town Treasurer posiƟon to an appointed posiƟon. Teresa Schmidt made a moƟon to change Winchester’s town treasurer posiƟon from an elected to an appointed posiƟon. Steve Budnick seconded the moƟon and the moƟon passed 17-6 in a raised hand vote with 2 abstaining. 5. Set 2027 Annual Town MeeƟng date for the 3rd Tuesday in April (4/20/2027) or 10 days aŌer: Deb Silvis made a moƟon to set the 2027 annual town meeƟng date for April 20, 2027.
