Town of Winchester 7228 CTH W Winchester, WI 54557 winchesterwi.com DRAFT Meeting Minutes Special Town Board Meeting Tuesday, April 21, 2026 Chairman Discianno called the meeƟng to order at 8:03 pm on Tuesday April 21st, 2026 at Winchester Town Hall. Chairman Discianno, Supervisor Newton, Supervisor Silvis, Clerk Newton and Treasurer Grimmer aƩended at Town Hall. Planning Commission members Stephanie Kutz and Danny Dye, Deputy Clerk Adeline Huybrecht aƩended at Town Hall with Luke Huybrecht also in aƩendance at Town Hall. Supervisor Newton made a moƟon to approve the agenda. Supervisor Silvis seconded the moƟon, and the moƟon passed 3-0 in a voice vote. New Business: 1. Accept resignaƟon of Town Clerk Erin Newton: Brief discussion between the board and Clerk Newton regarding her resignaƟon leƩer submiƩed 4/15/2026. Chairman Discianno made a moƟon to accept the resignaƟon of Town Clerk effecƟve 5/15/2026. Supervisor Silvis seconded the moƟon and the moƟon passed 3-0 in a voice vote. 2. Plan for appointment of new Town Clerk: The board and Treasurer Grimmer discussed adverƟsing the posiƟon and Supervisor Newton explained that he clarified with Wisconsin Towns AssociaƟon that it is not required to be adverƟsed. Luke Huybrecht expressed interest in being appointed to fill the vacancy and the resume he submiƩed to the board was discussed along with the challenges of the posiƟon. Supervisor Newton made a moƟon to plan to appoint Luke Huybrecht to fulfil the remainder of the current term through April 2027. Treasurer Grimmer clarified that they made need to confirm the procedures to put a new clerk in place. Chairman Discianno seconded the moƟon and the moƟon passed 3-0 in a voice vote.
