Town of Winchester 7228 CTH W Winchester, WI 54557 winchesterwi.com Meeting Minutes Special Town Board Meeting Tuesday, December 16, 2025 Chairman Discianno called the meeƟng to order at 9:00 am on Tuesday, December 16th, 2025 at Winchester Town Hall. Chairman Discianno, Supervisor Newton, Supervisor Silvis, Clerk Newton aƩended along with town employees arriving the Ɵmes scheduled for their reviews. Supervisor Newton made a moƟon to approve the agenda. Supervisor Silvis seconded the moƟon, and the moƟon passed 3-0 in a voice vote. 1. Approval of 2026-2027 Poll workers: Clerk Newton asked for more Ɵme to complete the list of poll workers. Supervisor Newton made a moƟon to table the item. Supervisor Silvis seconded the moƟon and the moƟon passed 3-0 in a voice vote. 2. MoƟon to go into closed session under ss19.85 (1) (c) for employee performance reviews: Chairman Discianno made a moƟon to enter closed session under ss1.85 (1) (c) for employee performance reviews. Supervisor Newton seconded the moƟon and the moƟon passed 3-0 in a voice vote. The board entered closed session at 9:02 am. At 12:00 pm Chairman Discianno made a moƟon to return to open session. Supervisor Newton seconded the moƟon and the moƟon passed 3-0 in a voice vote. Chairman Discianno reported that employee reviews were conducted for one transfer site aƩendant and two highway crew employees. Chairman Discianno explained that the board will consider doing reviews for the FD Chief and Library Director in the future. The meeƟng was adjourned at 12:02 pm on December 16, 2025.
