1 Northwoods Emergency Medical Services District Fourth Quarter Board Meeting Wednesday, December 17, 2025, 9:00 AM Manitowish Waters Town Hall A quorum of Town Board members from each of the four member Towns may be present at this meeting. No official Town Board action will be taken by these members during their attendance at this meeting. The following items may be considered for discussion and or action. Agenda 1. Call to order 2. Roll Call 3. Read and approve Agenda as posted Monday , December 15, 2025. The Chair may change the order of the agenda at his discretion. 4. Approve minutes from previous meetings: August 12, 2025, August 26, 2025, September 3, 2025, September 19, 2025. 5. Discussion/ possible action regarding ambulance insurance coverage, including current insurer, possible District responsibility, and estimated costs. 6. Discussion/ possible action regarding compliance with Robert’s Rules of Order. 7. Discussion regarding current ambulance lease agreement and terms. 8. Discussion regarding healthcare insurance premium increases and whether the 2026 budget accounts for such increases. 9. Discussion regarding Lakeland Times article published December 12, 2025. 10. Discussion new NEMSD appointments by Town Boards and 2 current NEMSD board member terms. 11. Discussion of bylaws concerning town payment schedules to the EMS district. 12. Discussion regarding meeting frequency of the board as set by the bylaws. 13. Reports: President’s Report; Chief’s Report; Operations Liaison Report; Treasurer’s Report 14. Discussion regarding status of the building/site committee 15. Discussion regarding Grant Committee and updates 16. Discussion of separate 911 tones for each town’s first responders. 17. Discussion/ possible action of Chief’s request to use continuing education funds for the purpose of attending The Wisconsin EMS Association Conference in February 2026 for himself and deputy chief. 18. Discussion of budgeting procedure in accordance with the bylaws. 19.
