Town of Winchester 7228 CTH W Winchester, WI 54557 winchesterwi.com Meeting Minutes Special Town Board Meeting Tuesday, December 2nd, 2025 Chairman Discianno called the special meeting to order at 10:32 am on Tuesday December 2nd, 2025 at Winchester Town Hall and on Zoom. Supervisor Newton, Supervisor Silvis, and Clerk Newton attended at Town Hall. Chairman Discianno and Treasurer Grimmer attended on Zoom. Supervisor Newton made a motion to approve the agenda. Supervisor Silvis seconded the motion, and the motion passed 3-0 in a voice vote. 1. Approval of Liquor License applications: Clerk Newton reviewed the application for a temporary liquor license from the Winchester Lions Club for an NEMSD benefit event on 12/6/2025. Supervisor Newton made a motion to approve the temporary liquor license for the Winchester Lions Club NEMSD benefit event on December 6th, 2025. Supervisor Silvis seconded the motion and the motion passed 3-0 in a voice vote. 2. Approval of Treasurer’s tax collection bond: Supervisor Newton made a motion to approve the 2025/2026 Treasurer’s tax collection bond for $761,894.12. Supervisor Silvis seconded the motion and the motion passed 3-0 in a voice vote. The meeting was adjourned at 10:57 am on December 2nd, 2025.
