DRAFT DRAFT DRAFT Winchester Planning Commission Minutes October 27, 2025, 7:03 pm at the Winchester Town Hall 7228 Highway W, Winchester Wis. 54557 The meeting was called to order at 7:03 pm at the Winchester Town Hall. Present were PC members Chairman Sulo Wainio, Vice Chairman Nicholas Newton, Robert Silvis, Danny Dye, John Melzer, Lanelle Scholl and Ben Zaleski. On zoom John Grimmer, Joe Discianno & Kaye Wagner. A Roll Call of P .C. Members was done, and a quorum declared. Pledge of Allegiance was recited. The minutes of September 22, 2025 were amended. Amended minutes approved by John Melzer, seconded by Robert.  Approval of the agenda at the Discretion of the Chair Nicholas moved to approve the agenda and it seconded by Danny  Winchester Town Board Liaison report: A future ordinance to limit refunds was discussed; tax issue Robert reporting. Public Comment: Forester Matt Carothers here to discuss forest plant. Correspondence: Lenelle reported on chip-sealing roads. Old Business 1. Discussion/possible action of draft credit card use on low dollar items by town employees (<$250) reinforce the process annually. No personal purchases by employees, no cash advance, no split or installment purchases. 2. Discussion/possible action on driveway ordinance (Draft 20250324) Tabled by Nicholas, seconded by Lanelle. 3. Discussion/possible action on Review of Town Road Ordinance: Tabled by Nicholas, seconded by Lenelle. 4. Discussion/possible action Winchester Forest Plan: Tabled (Document emailed). Tabled by Nicholas, seconded by Lenelle. 5. Discussion/possible action: Continued review of all town ordinances: Tabled by Nicholas, seconded by Lenelle. New Business 1. There will be a hearing on Dec 13, 2025 Town of Winchester ATV/UTV hearing 10:00am-noon. PC members encouraged to attend. 2. Discussed /possible action assign commissioner to write a minimum tax refund policy, which was placed in proper format and sent to the Town Board. 3. Discussion possible action to add ATV/UTV local map to short term rental ordinance. After the Town Board approves it, John Grimmer will add maps to the ordinance. 4. Discussion possible action on review of chapter 6 of the Town of Winchester Comprehension Plan 2021. Tabled by Nicholas, seconded by Lenelle. Future agenda items: Turtle Lake bridge and dam South Turtle Lake Boat landing there is grant money, but it requires an engineering plan. Next meeting is November Nov 24, 2025, at 7:00 pm.
