Supervisor Newton, Supervisor Silvis and Clerk Newton aƩended at Town Hall. Chairman Discianno and Treasurer Grimmer called into the meeƟng via phone. Supervisor Newton made a moƟon to approve the agenda. Supervisor Silvis seconded the moƟon, and the moƟon passed 3-0 in a voice vote. 1. 2026 Town of Winchester Budget: The summary 2026 proposed budget was reviewed as well as the 2026 proposed budget detail. 2. Budget ResoluƟon 2025-03 to exceed levy limit: Clerk Newton read aloud Budget ResoluƟon 2025-03 ResoluƟon of Town Board Proposing to Exceed Levy Limits. Supervisor Newton made a moƟon to adopt Budget ResoluƟon 2025-03. Supervisor Silvis seconded the moƟon and the moƟon passed 3-0 in a voice vote. 3. Schedule Public Budget Hearing and Special MeeƟng of the Electors: Chairman Discianno made a moƟon to schedule a Public Hearing for the Proposed 2026 Budget on Monday November 17th, 2025 at 6:00pm at Winchester Town Hall and on Zoom, to schedule a Special Town MeeƟng of the Electors to adopt a resoluƟon to exceed levy limit and approve total 2025 levy immediately following the Public Budget Hearing, and to schedule a Special Town Board MeeƟng to immediately follow the Special Town MeeƟng of Electors.
