Chairman Discianno, Supervisor Silvis, Clerk Newton and Treasurer Grimmer attended at Town Hall. Library Director Adeline Huybrecht also attended to present the Winchester Library Budget. Su pervisor Silvis made a motion to approve the agenda. Chairman Discianno seconded the motion, and the motion passed 2-0 in a voice vote. *Supervisor Newton joined the meeting in progress at Winchester Town Hall at 9:32 am. 1. R esolution 2025-02 for General Obligation Debt for roadwork borrowed from BCPL with future tax levy: Chairman Discianno read aloud Resolution 2025-02 for General Obligation Debt for roadwork borrowed from BCPL with future tax levy. Supervisor Newton made a motion to adopt Resolution 2025-2, Supervisor Silvis seconded the motion and the motion passed 3-0 in a voice vote. 2. BCPL Loan Application for $150,000: Supervisor Newton made a motion to approve the BCPL Loan Application for $150,000. Supervisor Silvis seconded the motion and the motion passed 3-0 in a voice vote. 3. 2026 Town of Winchester Budget: Library Director Adeline Huybrecht presented the Library Board approved 2026 proposed budget. She cited the increase in staff wages would support having the library open for more hours. Ms. Huybrecht shared that a community survey and feedback indicate that Winchester residents are in favor of having the Library open more hours. She also discussed future projects planned using previous years’ carryovers and Library Board of Trustees funds. Discussion continued on the Town of Winchester 2026 budget and the budget worksheet.
