DRAFT DRAFT DRAFT Winchester Planning Commission Minutes August 25, 2025, 7:01 pm at the Winchester Town Hall 7228 Highway W, Winchester Wis. 54557 The meeting was called to order at 7:01 pm at the Winchester Town Hall. Present were PC members Chairman Sulo Wainio, Vice Chairman Nicholas Newton, Robert Silvis, Danny Dye, Stephanie Kutz, and Ben Zaleski, alternate. John Grimmer, & Lee Stengle were on Zoom. Also, at the meeting was Joe Discianno from Town Board, and Mike Potts, present from the Community. A Roll Call of P .C. Members was done, and a quorum declared. Pledge of Allegiance was recited. The minutes of July 28, 2025 approved by members, moved by Nicholas, seconded by Robert.  Approval of the agenda at the Discretion of the Chair.  Winchester Town Board Liaison report: Joe D. had information on P .C. credit card, and a future ordinance to limit refunds. Public Comment: there was some comment from Mike Potts during the meeting. Correspondence; Nic e mailed Lenelle with some information. Old Business 1. Discussion/possible action on development of a Winchester ATV/UTV ordinance (Draft # 20250623) Numerous regulations pertaining to use of these vehicles in Winchester were reviewed. Several sections were clarified, the need to follow all traƯic laws, speed limits, and noise control. There were several comments from the public about safety, insurance coverage on ATV/UTVs, and loud noise. There was discussion of speed limits, “quiet zones” , limiting traƯic on certain roads. Eventually, all of Winchester was designated a “quiet zone” , with appropriate signage discussed. Maps which could be made available for visitors, with emphasis on local traƯic only. Copies of the ordinance given to all P .C members to review. Changes approved, and Ordinance to be sent to Town Board. 2. Discussion/possible action/update on policy for weight restrictions on Town Chipped sealed roads (Lenelle). Tabled. 3. Discussion/possible action on Assigning Town of Winchester credit card use policy. (Nicolas & John G.) Tabled. 4. Discussion/possible action on driveway ordinance (Draft 20250324) Tabled 5. Discussion/possible action on Review of Town Road Ordinance: Tabled. 6. Discussion/possible action Winchester Forest Plan: Tabled (Document emailed). 7. Discussion/possible action: Continued review of all town ordinances : Tabled New Business 1. Discussion/possible action on review of chapter six of Town of Winchester comprehensive Plan 021.
