VILLAGE OF HARTLAND
VILLAGE BOARD MINUTES
MONDAY, AUGUST 24, 2026 * 6:30 PM
BOARD ROOM, MUNICIPAL BUILDING, 210 COTTONWOOD AVE.
Village President Pfannerstill called the meeting to order at 6:30 pm.
Present: Trustee deBoer, Trustee Truttschel, Trustee Wallschlager, Trustee Conner, Trustee
Hallquist, Village President Pfannerstill
Excused: Trustee Pfeiffer
Others present: Interim Fire Chief Rohlfing, Police Chief Misko, DPW Director Jenson,
Library Director Kristensen Clerk Policello, Village Manager Bailey
President Pfannerstill invited Bruce Fuerbringer of 5 Bugle Training & Consulting (Eau
Claire, WI) to provide an update to the Board and public regarding the fire chief hiring
process. Mr. Fuerbringer explained that he had been brought in after concerns about the
original hiring process were raised, noting that there had been miscommunications and
misinformation that were not serving the village's long-term interests. He indicated that two
candidates had not even been aware of the process until after the first round of interviews.
His recommendation was to suspend the process, re-advertise the position, and bring in an
interim fire chief to stabilize the department while a professional, comprehensive hiring
process is developed. Mr. Fuerbringer expressed confidence in the direction the Village is
headed and noted that the fire department will look significantly different in five to ten years,
potentially transitioning to a career staffing model to ensure call availability.
A virtual public comment was received from Devin Flanagan of Keller, who requested that an
outstanding cost matter related to work performed be placed on an upcoming Board meeting
agenda. Mr. Flanagan stated he had made prior attempts to resolve the matter directly and
was seeking formal direction from the Board. President Pfannerstill acknowledged the
comment and indicated he would consult with Village legal counsel, the Village Manager,
and staff before determining next steps.
President Pfannerstill also introduced Mark Rohlfing as the new Interim Fire Chief, noting
that he had taken his oath of office that morning, administered by Village Clerk Sandee
Policello.
1. Approval of Minutes – August 10, 2026
Motion to approve the minutes of the August 10, 2026 Village Board meeting was made
by Trustee Truttschel and seconded by Trustee Conner. All were in favor, motion
carried.
2. Items related to vouchers
a. Consideration contractor's application for Payment No. 3 in the amount of $6,462.50 to
Globe Contractor's, Inc. for the 2026 Utilities Program
DPW Director Tom Jenson presented this as the third and final payment to Globe
Contractors, Inc. prior to retainage, which will be reviewed the following year. Staff
recommended approval of the payment.
Motion to approve Contractor's Application for Payment No. 3 in the amount of
$6,462.50 to Globe Contractors, Inc. for the 2026 Utilities Program was made by
Trustee Conner and seconded by Trustee Hallquist. All were in favor, motion carried.
2
b. Consideration of vouchers for payment in the amount of $160,255.71
Motion to approve the vouchers for payment in the amount of $160,255.71 was made
by Trustee Truttschel and seconded by Trustee de Boer. All were in favor, motion
carried.
Items referred from Plan Commission August 17, 2026 meeting
3. Initial review and scheduling of public hearing for September 28, 2026, for petition to
rezone tax key HAV0729116 located at 221 Cottonwood Avenue, from Residential To B-3
Zoning
Village Manager Ryan Bailey described the property as the yellow house on the corner of
Cottonwood and Park Avenue, which the owner of Bubbles Carwash intends to use as a
business office. The rezoning from residential to B-3 is consistent with the Village's
comprehensive plan. The petition passed unanimously at the Plan Commission. The
Board proceeded to set a public hearing date.
Motion to schedule a public hearing for September 28, 2026, for the petition to rezone
Tax Key HAV0729116 located at 221 Cottonwood Avenue from residential to B-3
zoning was made by Trustee Wallschlager and seconded by Trustee Conner. All were
in favor, motion carried.
4. Initial review and scheduling of public hearing for October 12, 2026, for a proposed hotel
for tax keys HAV0729095 and HAV0729987 located at 101 E. Capitol Drive And 107/109 E.
Capitol Drive. The Plan Commission will review:
a. Certified survey map
b. Site plans for a 36-room boutique hotel with a rooftop lounge that will be open
to the public
c. Planned Unit Development Agreement
d. Proposed tax incremental financing district
Village Manager Bailey provided an overview of the project elements being brought forward:
a certified survey map to combine the two lots, site plans for a 36-room boutique hotel with a
rooftop lounge open to the public, a Planned Unit Development (PUD) agreement, and a
proposed Tax Incremental Financing (TIF) district.
Greg Johnson of Ehlers presented the proposed TIF structure to the Board. The district
would be classified as a rehabilitation TIF, as the site qualifies given it is a redevelopment
project involving the teardown of existing structures. The developer's original TIF assistance
request was approximately $5,640,000. After a thorough review of sources, uses, and
funding, Ehlers identified approximately $2.1 million in eligible extraordinary site-specific
costs, including utility relocations, earth retention, underground stormwater, structural fill,
environmental studies, asbestos and lead abatement, contaminated soil and vapor
mitigation, demolition of site hazards, and urban construction premiums. TIF assistance
would be capped at $3,658,245 — representing $2.1 million plus 5% interest — with a
maximum term of 20 years. The structure is a "pay-as-you-go" (PAYGO) TIF, meaning
reimbursement to the developer comes solely from the tax increment generated by the
development itself, with no upfront financing obligation on the Village. Village Attorney
Hector de la Mora noted that no TIF payments would be made until an occupancy permit is
issued, ensuring all site work — including shoreline stabilization — is completed first.
Village Manager Bailey noted that the October 12th public hearing date was specifically
chosen because the TIF creation process will fall after the September 30th statutory
deadline, providing an additional year of increment collection. Demolition is targeted to begin
3
November 1st, with the goal of substantially completing the demolition of the two existing
buildings by year-end to establish the base assessed value.
Motion to schedule a public hearing for October 12, 2026, for the proposed hotel for
Tax Keys HAV0729095 and HAV0729987 located at 101 E. Capitol Drive and 107/109
E. Capitol Drive, including review of the certified survey map, site plans for a 36-room
boutique hotel with a rooftop lounge open to the public, Planned Unit Development
agreement, and proposed tax incremental financing district, was made by Trustee
Conner and seconded by Trustee Wallschlager. All were in favor, motion carried.
5. Consideration of Second Reading of Bill for an Ordinance No. 08/10/2026 "An Ordinance
Amending Sec. 6-37(c) of the Village of Hartland Code of Ordinances Relating to Issuing of
Operator Licenses" with possible waiving of the third reading
Village Manager Bailey summarized the ordinance as allowing the village clerk to approve
operator license renewals for applicants who had previously disclosed prior charges but
have had no new charges since. The Board voted to suspend the rules to waive the third
reading.
Motion to suspend the rules was made by Trustee Truttschel and seconded by Trustee
Conner. All were in favor, motion carried.
Motion to approve the bill for Ordinance No. 08/10/2026, an ordinance amending
Section 6-37(c) of the Village of Hartland Code of Ordinances relating to the issuing of
operator licenses, was made by Trustee Truttschel and seconded by Trustee Hallquist.
All were in favor, motion carried. The ordinance is adopted.
6. Consideration of Second Reading of Bill for an Ordinance No 08/10/2026-A "Ordinance
Amending Appendix B of the Village of Hartland Code of Ordinances" with possible waiving
of the third reading.
Police Chief Misko explained that this ordinance reflects a $10 increase in court costs
applicable to all ordinance violation citations listed under Appendix B. The Board proceeded
under the previously suspended rules.
Motion to approve the bill for Ordinance No. 08/10/2026-A, an ordinance amending
Appendix B of the Village of Hartland Code of Ordinances, was made by Trustee
Hallquist and seconded by Trustee Wallschlager. All were in favor, motion carried. The
ordinance is adopted.
7. Consideration of a motion to approve Resolution No. 08/24/2026 "A Resolution Pledging
That the Village Board of the Village of Hartland Will Expend Funds Necessary for the
Hartland Public Library to Exempt the Village from the Waukesha County Library Levy"
Librarian Andy Kristensen explained that this resolution is required annually pursuant to
Wisconsin Statute 43.64, affirming that the Village will expend the minimum library
appropriation so as to avoid being double-taxed by the Waukesha County library levy. The
minimum appropriation for the current year is $493,080, which the village has already
exceeded in prior budgets and is expected to meet in the upcoming budget as well.
Motion to approve Resolution No. 08/24/2026, a resolution pledging that the Village
Board of the Village of Hartland will expend funds necessary for the Hartland Public
Library to exempt the village from the Waukesha County library levy, was made by
Trustee Conner and seconded by Trustee Truttschel. All were in favor, motion carried.
8. Review and consideration of a contract with Foster and Foster Consulting Actuaries for
GASB OPEB study for four-year contract
Village Manager Bailey explained that the GASB OPEB (Other Post-Employment Benefits)
actuarial study is a state-mandated component of the village's annual audit, primarily
covering employee health insurance obligations. The study must be actuarially performed by
4
an outside firm and updated every two years. Entering into a four-year contract with Foster
and Foster Consulting Actuaries — the same firm under a new name following an acquisition
— would result in modest cost savings compared to contracting on a shorter-term basis.
Motion to approve the contract with Foster and Foster Consulting Actuaries for the
GASB OPEB study for a four-year contract was made by Trustee Truttschel and
seconded by Trustee Hallquist. All were in favor, motion carried.
9. Consideration of appointment of a citizen member, Dino Xykis, to the Tax Incremental
Financing Joint Review Board, as recommended by President Pfannerstill
Village Manager Bailey explained that the Tax Incremental Financing Joint Review Board
(JRB) is composed of representatives from the Village and all affected taxing jurisdictions,
including Waukesha County, WCTC, Arrowhead School District, and the relevant local
school district. The board meets at minimum once annually before July 1st to review the
status of all active TIF districts, and must also convene when a new TIF district is being
created. A citizen member is required by statute. President Pfannerstill recommended the
appointment of Dino Xykis to fill this role, noting the difficulty the Village historically has had
in recruiting citizens for the position.
Motion to approve the appointment of Dino Zekas as a citizen member to the Tax
Incremental Financing Joint Review Board, as recommended by President Pfannerstill,
was made by Trustee Conner and seconded by Trustee Hallquist. All were in favor,
motion carried.
10. Announcements
Librarian Kristensen reported that the summer reading program had just concluded and that
staff were preparing for the annual Pumpkin Party in the Park, scheduled for October 10,
2026 from 4:00 p.m. to 8:00 p.m. at Nixon Park, in collaboration with the DPW and
Recreation Department. He also noted that the semi-annual used book sale is currently
underway in the Ice Age Trail room, with a notable donation of newer mass-market
paperback books received this cycle. Proceeds benefit the Friends of the Hartland Public
Library. The annual Friends of the Library meeting is scheduled for the following Wednesday
in the Ice Age Trail room.
DPW Director Jenson reported that the Rustic lift station underwent a complete cabinet and
instrumentation rehabilitation, completed in one to two days. Ground-penetrating radar work
began at the Hartland cemeteries, focusing on the West Capitol section, which contains Civil
War-era headstones. Drone imaging will follow to create GIS-overlaid records. Director
Jenson also noted ongoing work with private pond owners to ensure compliance with MS4
permit inspection requirements.
Police Chief Misko reported receipt of a $1,000 grant from Kwik Trip toward the department's
body-worn camera program. He noted that two federal grant applications remain pending —
one submitted in October and one in February — with neither having been reviewed yet by
the respective agencies. He indicated that budget discussions would address potential
alternative funding paths for the program.
Interim Fire Chief Rohlfing thanked the Board for the opportunity to serve, noting that his
initial focus over the coming weeks would be on reviewing department operations, identifying
strengths and gaps, and working with Village leadership to chart a path forward consistent
with the strategic plan.
President Pfannerstill welcomed Interim Fire Chief Rohlfing and acknowledged Chief Misko's
dual role as Police Chief and Emergency Management Coordinator. He noted that football
season opened the prior Friday with wins by both Lake Country Lutheran and Arrowhead,
and commented favorably on the well-attended Chamber Street Dance, which proceeded
successfully despite intermittent rain.
5
Village Manager Bailey reminded the Board that budget meetings are scheduled for
Wednesday, September 9th and Thursday, September 10th at Village Hall, beginning at
6:00 p.m.
10. Adjournment
Motion to adjourn was made by Trustee Truttschel and seconded by Trustee de Boer.
All were in favor, motion carried. The meeting was adjourned at 7:16 pm.
Respectfully submitted,
Sandee Policello
Village Clerk

MEMO
TO: Ryan Bailey, Village Manager
FROM: Ryan Amtmann, Village Engineer
DATE: September 8, 2026
SUBJECT: Cottonwood Avenue – Next Step - 30% Preliminary Design
The purpose of this memo is to provide background and next steps to move the
Cottonwood Avenue utility and roadway reconstruction to a 30% preliminary design and
to engage We Energies and other utility companies to begin initial coordination with
their utility burying and relocation plans. During March 2025 R/M completed a
conceptual layout of Cottonwood Avenue and performed partial survey work to verify
property lines. Attached are the concept plans for the Cottonwood Avenue utility and
roadway reconstruction project with approximate limits from the railroad tracks to E.
Capitol Drive.
The next step to formally engage We Energies regarding burying the private utility lines
is for the Village to submit a CHANGE APPLICATION to We Energies. This will allow
We Energies to spend time designing the utility relocates and authorizes We Energies
to bill the Village for these efforts. We Energies will require the following information to
begin their utility relocation design: GIS exhibit of the greater area; concept plan CAD
Files; and existing Village Utilities.
R/M recommends the Village authorize R/M to move forward with the following:
Validate the concept plan, engage the Village Board
Topographic survey
30% Preliminary roadway and utility design
Private utility coordination, engagement
The above steps will allow the Village to keep its roadway and utility design objectives
ahead of the private utility company(s) relocation plans.

Fall/Winter 2027: Project Bidding
Spring 2028: Village Utility Relays Begin
Summer/Fall 2028: Private Utility Relocation/Upgrades Begin
Spring 2029: Road Construction
Next steps:
R/M obtain Village Board authorization to proceed with Phase 1 - 30%
Preliminary Design as noted above. R/M’s estimated cost to complete Phase 1
activities is $75,000.
Village Board authorize the Village Manager to submit a CHANGE
APPLICATION to We Energies so that Village Staff and R/M can formally engage
We Energies with utility relocation planning.
R/M will be able to provide a more up-to-date opinion of probable construction costs for
the roadway and utility project following completion of the 30% preliminary design and
engagement with We Energies and other private utility companies regarding utility
relocation costs. This up-to-date opinion of probable construction costs will be available
during the beginning of the 2027 budget cycle.

(Additional terms continued on next page)
3
• Sidewalks, walkways, steps, entrances, and other pedestrian areas are specifically excluded from this
proposal unless expressly identified as part of a designated service location. The Village is responsible for
arranging snow and ice management for all areas not specifically included within the Scope of Work.
• MS Landscaping LLC does not assume responsibility for continuous monitoring of site conditions between

third parties; inaccessible or obstructed service areas; vehicles or other objects interfering with service;
conditions developing between service visits; or areas outside the contracted Scope of Work.
• MS Landscaping LLC will be responsible only for property or lawn damage directly caused by its snow removal

in writing. Service timing may be affected by snowfall timing and duration, accumulation rates, road
conditions, equipment availability, severe weather, and other circumstances beyond its reasonable control.
• Weather forecasts and projected snowfall totals are estimates and may vary from actual conditions. MS

I am a retired United States Army Military Police Sergeant with multiple combat
deployments and a career dedicated to leadership, discipline, and public service.
Following my military service, I continued serving the public as a Milwaukee Police Officer,
a position I have held for the past 15 years.
I am married and the proud father of children who attend schools in the local school
system. This connection has deepened my appreciation for the Hartland community and
strengthened my interest in contributing to its continued well-being. I would welcome the
opportunity to serve Hartland in a civic capacity and to apply the experience and
perspective gained through my military and law enforcement service. My interest is limited
to public service on the Commission; I have no intention of seeking or applying for any
vacant public safety position with the Village of Hartland.
Thanks for your consideration
