M otion to approve the vouchers for payment in the amount of $882,345.79 was made by Trustee Wallschlager and seconded by Hallquist. All were in favor, motion carried. 3. R eview and Consideration of Items Related to Licenses and Permits a. C onsideration of Special Event Application by Hartland Public Library, Village of Hartland, Kiwanis, Hartland-Lakeside Education Foundation and Hartland Lake C ountry Rotary, for Pumpkin Party in the Park – 3rd Annual, on Saturday, October 10, 2026 from 4 pm – 8 pm, with set up starting late morning, in Nixon Park Emily Doty, Assistant Director of the Hartland Public Library and co-chair of the event committee, presented the application. She noted that the event would be substantially the same as the prior year, with Kiwanis selling food. New this year the Rotary will be selling beer. She also noted that the Trunk or Treat activity would be relocated from the library parking lot to Nixon Park. Village Manager Bailey confirmed that the regular beer garden 2 vendor was aware that the Rotary would be handling alcohol sales this year, and that proceeds are intended to benefit the library. A brief discussion was held regarding whether a cleanup deadline should be specified. Ms. Doty explained that some of the haunted trail displays, which are elaborate and labor- intensive for the participating businesses, are traditionally left in place for several days following the event, with full removal expected within approximately four days. The Board was satisfied with this arrangement. Motion to approve the Special Event Application for Pumpkin Party in the Park – 3rd Annual, on Saturday, October 10, 2026 from 4:00 pm to 8:00 pm in Nixon Park, was made by Trustee Pfeiffer and seconded by Trustee Hallquist. All were in favor, motion carried. b. Consideration of Special Event Application by Arrowhead High School for their Homecoming Parade on Friday, October 2, 2026, with lineup at 4 pm and start at 4:30 pm, ending at 5:30 pm Michael Hall, science teacher at Arrowhead High School and first-year student senate adviser, presented the application. He confirmed that the parade route, timing, and general format would remain the same as in prior years, including a marching band at the front of the parade, candy distribution, and cleanup by the school's Earth Club following the parade. Police Chief Misko provided additional operational context, noting that the Hartland Police Department issues formal department orders for events of this nature, ensuring coordination across the Police, Fire, and Department of Public Works. A hard road closure is implemented along the entire route, with Lieutenant Jewell serving as officer in command. Chief Misko highlighted that the staging area near Hartland North Elementary had previously created complications with school bus routing, and confirmed that Hartland Lakeside School District has again agreed to hold a half day on October 2nd to alleviate those concerns. Mr. Hall confirmed that postcards would be mailed to residents along the route advising them of road closures and the event schedule. The Village President suggested that the motion include language allowing village officials to make logistical adjustments as needed without requiring the matter to return to a future board meeting. Consideration of First Reading of Bill for an Ordinance No. 08/10/2026 – "An Ordinance amending sec. 6-37(c) of the Village of Hartland Code of Ordinances Relating to Issuing of Operator Licenses" Village Manager Bailey explained that this ordinance would streamline the operator license renewal process for applicants with a prior criminal history who have already been approved by the Board. Under the proposed change, if a renewal applicant does not have any new incidents and the Police Chief has no objection, the Village Clerk would be authorized to sign off on the renewal without requiring the matter to return before the Board. Chief Misko expressed support for the change, noting it would eliminate unnecessary repetition for cases where no new information exists. This was the first reading; the ordinance will return for a second reading at the next meeting. 3 5. Consideration of First Reading of Bill for an Ordinance No. 08/10/2026-A – "Ordinance Amending Appendix B of the Village of Hartland Code of Ordinances" Chief Misko explained that Appendix B governs the fine schedule for citations issued under Village ordinances. Each forfeiture is divided among the state, the county, a village deposit, and a court costs portion that funds the operation of the Municipal Court. The Wisconsin Legislature approved an increase in court costs, which the Municipal Court has already implemented. As a result, the court cost portion of each citation will increase from $38.00 to $48.00 per citation, raising the total fine amount by $10.00 per citation. This was the first reading; the ordinance will return for a second reading at the next meeting. 6. Consideration of an Order for Special Election for Municipal Court Judge for the Lake Country Municipal Court Chief Misko provided background, explaining that the Lake Country Municipal Court's previous judge had retired, and an interim judge had been serving in the interim. The administrative committee representing all 22 municipalities in the Lake Country Municipal Court approved a candidate to serve on a more permanent basis through the remainder of the existing term. The candidate will stand for election in alignment with the regular spring election cycle, after which they will serve one additional year before being eligible to run for a full four-year term. All 22 member municipalities are required to approve the order for the special election. Motion to approve the Order for Special Election for Municipal Court Judge for the Lake Country Municipal Court was made by Trustee Pfeiffer and seconded by Trustee Hallquist. All were in favor, the motion carried. 7. Consideration of resignations from the Police and Fire Commission, and discussion and consideration of appointment(s) to the Police and Fire Commission, as recommended by President Pfannerstill The Village President acknowledged the resignations of Chris Rebholz and Mark Riesinger from the Police and Fire Commission, thanking both for their years of service. Motion to accept the resignations of Chris Rebholz and Mark Riesinger from the Police and Fire Commission was made by Trustee Pfeiffer and seconded by Trustee Wallschlager. All were in favor, the motion carried. The Village President then placed forward the name of Dino Xykis to fill the vacancy created by Mr. Riesinger's resignation. President Pfannerstill described Mr. Xykis as a retired CEO of Power Solutions Incorporated, with extensive experience in organizational leadership and departmental hiring. Village Manager Bailey confirmed that Mr. Xykis would be appointed to complete Mr. Riesinger's term, ending in April 2028. The Village President noted that a second vacancy remains open and encouraged anyone interested in serving on the Police and Fire Commission to contact Village Clerk Sandee Policello. Motion to approve the appointment of Dino Xykis to the Police and Fire Commission to complete the term ending in April 2028 was made by Trustee Pfeiffer and seconded by Trustee Conner. All were in favor, motion carried. 8. Consideration to authorize the Village and it's owner's representative to negotiate an Architect/Design contract with Bray Architects Village Manager Bailey provided background on the RFP process for architectural services related to the municipal and police building project. Eleven bids were received and scored by a panel consisting of Chief Misko, Village Clerk Policello, President Pfannerstill, and Village Manager Bailey. The field was narrowed to three finalists, each of whom was interviewed. Based on the scoring results, Bray Architects emerged as the top-ranked firm. The owner's 4 representative, Rob Decker of Axiom, compiled a comprehensive review of qualifications and insurance for all firms. The Board was asked to authorize the Village and its owner's representative to negotiate a contract with Bray Architects, with the resulting agreement to be brought back for Board approval at a future meeting. Trustee Pfeiffer commended the thoroughness of the scoring process. The Village President also expressed confidence in the work of the owner's representative in guiding the selection process to this point. Motion to authorize the Village and its owner's representative to negotiate an Architect/Design contract with Bray Architects was made by Trustee Pfeiffer and seconded by Trustee Conner. All were in favor, motion carried. 9. Announcements Police Chief Misko reported that National Night Out was well attended and praised Recreation Director Sam Blonien for her coordination of the event. A Black Hawk helicopter landed at the event and generated significant public interest; the department intends to request its return for next year. Chief Misko also reported that Cradlepoint devices had been installed in squad cars to resolve prior internet connectivity issues, and that all radar and LiDAR speed enforcement equipment had been successfully recertified. He further announced receipt of a $2,000 grant check from We Energies Foundation, which will be used to purchase a JamR radar unit capable of gathering accurate, unobtrusive traffic speed data to help direct enforcement resources more efficiently. Acting Fire Chief Sharp reported that he had been reviewing operations and catching up on matters since the departure of the previous fire chief. He noted that ambulance billing company EMSMC had backdated updated billing rates to July 13th and was projecting that ambulance billing revenue would be ahead of pace for the year, with a detailed forecast expected soon. He advised that the department's ambulance remains temporarily out of service due to a needed air conditioning part, and is being run only at night for simultaneous calls while the repair is pursued. He reported 97 calls for service in the prior month, noted an upcoming wildland training burn at a local church, and reminded the public that the department's annual golf outing at the end of the month still has open spots for golfers and sponsors. Recreation Director Sam Blonien announced the conclusion of the T-ball season and reminded the public of two upcoming Concerts in the Park: a rescheduled performance by Myles Wanger on Wednesday with an open beer garden, and the Hartland Community Band on Thursday evening. Village Manager Bailey noted that staff are in the process of preparing their 2027 budget submissions, and that the public budget process would begin within the next month. Village President Pfannerstill reminded the community that elections would be held the following day, Tuesday, August 11, with polls open from 7:00 AM to 8:00 PM at Village Hall, 210 Cottonwood Avenue. He noted that no voting would take place at St. Charles or any other location. He also announced an opening on the Del-Hart (Delafield-Hartland Wastewater Treatment Facility) board, describing it as a primarily financial oversight board that meets every other month and carries a paid stipend. He encouraged residents interested in any Village board or commission to contact Village Clerk Policello. The Village President closed by offering public recognition and thanks to Acting Fire Chief Sharp for stepping up in a leadership capacity and demonstrating dedication to the department and community. 10.
