JOINT ARCHITECTURAL BOARD/PLAN COMMISSION MINUTES MONDAY JULY 20, 2026 6:30 PM, BOARD ROOM MUNICIPAL BUILDING, 210 COTTONWOOD AVE. Present: Jeff Pfannerstill, Ann Wallschlager, Jeff Bierman, Tim Hallquist, Chip Schneeberger, and Mike Demet. Excused: David de Courcy-Bower, Others Present: Ryan Bailey, Scott Hussinger, Ryan Amtmann, Kevin Bohlman, Deidre Bushey, Ryan Shawn Hoppe, and Ryan Jacobs. Roll Call The Pledge of Allegiance. Public Comments No public comments were received from those present in the room or participating via Zoom. 1. Consideration of a motion to approve the Jt. Architectural Board/Plan Commission minutes of June 15, 2026 – Motion (Wallschlager/Hallquist) to approve the minutes from the June 15 th, 2026, Architectural Board/Plan Commission meeting. Carried (6-0). 2. Architectural Board review and consideration of an application for signage for Resurgo Coaching, LLC, 300 Cottonwood Avenue, Suite 12 - Jenny Bickel appeared via Zoom on behalf of Resurgo Coaching, LLC. She described the request as an application to install a simple, flat aluminum sheet exterior sign to be placed directly beneath the Hartland Chamber of Commerce sign on the rear of the building at 300 Cottonwood Avenue. She noted that Resurgo Coaching provides individual, couple, and organizational relational coaching services and is currently subleasing office space from the Hartland Chamber of Commerce. Motion (Hallquist/Schneeberger) to approve the signage application for Resurgo Coaching, LLC at 300 Cottonwood Avenue, Suite 12. Carried (6-0). 3. Architectural Board review and consideration of an application for signage for Espire Homes, 530 Hartbrook Drive Sara Mork of Signs By Tomorrow (Madison, Wisconsin) appeared via Zoom representing Espire Homes. She described the request as a modification to the existing illuminated pylon sign at 530 Hartbrook Drive. The physical sign structure and dimensions would remain unchanged; the only alteration is the removal of three smaller sub-tenant logos currently displayed beneath the Espire Homes logo, so that only the Espire Homes logo would remain. The sign itself is constructed of heavy-gauge routed aluminum with push-through acrylic lettering. Bierman Said that the existing illumination is not overpowering and Ms. Mork said it would not be changing. Staff noted no residential properties in proximity to the sign. No objections were raised. Motion (Hallquist/Schneeberger) to approve the signage application for Espire Homes at 530 Hartbrook Drive. Carried (6-0). 4. Architectural Board review and consideration of an application for signage for Lorraine's Legacy, 600 Hartbrook Drive, Ste 111 - Jkayla Hodges of Sign Effectz appeared via Zoom on behalf of Lorraine's Legacy. She described the request as the installation of a new exterior illuminated LED channel letter wall sign, approximately 34 square feet, at Suite 111 of 600 Hartbrook Drive. She noted this sign replaces prior signage to present a more updated appearance. Ann Wallschlager inquired whether there was a uniform color requirement for signage at the Hartbrook Drive property, noting that other tenants appeared to have red lettering. Building Inspector Scott clarified that while a sign plan may have existed when prior ownership changed, there was no requirement that all tenants use the same letter color. A Bailey confirmed via street view that multiple color variations already exist among tenants at that location. Hussinger noted the proposed sign meets the Village's size specifications. It was also clarified that this is a new business location for Lorraine's Legacy and the existing sign is being replaced with signage for Lorraine’s Legacy. Motion (Wallschlager/Demet) to approve the signage application for Lorraine’s Legacy at 600 Hartbrook Drive Ste 111. Carried (6-0). 5. Architectural Board review and consideration of an application for signage for 83 Hartland Business, 805 Cardinal Lane – Mandeep Dran, owner of 83 Hartland Business located at 805 Cardinal Lane, appeared via Zoom. He explained that the business recently transitioned from a Mobile-branded fuel station to a Citgo brand, and that the sign company, Bower Sign, submitted the signage application on his behalf. He stated his understanding was that the existing sign structure and poles would remain in place, with only the interior panels and fixtures being replaced to reflect the Citgo brand identity. Commission members and staff raised several concerns. Village Building Inspector Scott noted that the proposed drawings indicated the new sign would be approximately 12.25 inches taller than the current sign and cautioned that the Village's zoning code does not support enlarging a non-conforming sign. He stated he could not issue a sign permit for a sign that exceeds the current height. Pfannerstill emphasized that the sign permit belongs to the business owner, not the sign company, and that any installation without proper authorization would constitute an unpermitted sign. Pfannerstill stressed the importance of having a representative from Bower Sign present at the next meeting with precise specifications, and directed Mr. Dran to have the sign company contact Building Inspector Scott prior to the next meeting. Mr. Dran acknowledged the guidance and confirmed he would not install the sign prior to receiving board approval. Motion (Pfannerstill/ Hallquist) to postpone the signage application for 83 Hartland Business, 805 Cardinal Lane to the next meeting (August 17, 2026), pending attendance of the sign company representative and clarification of sign dimensions. Carried (6-0). 6. Plan Commission review and consideration of a conditional use permit for 83 Hartland Business, 805 Cardinal Lane - Mr. Dran remained on the line to address the conditional use permit. He described the business as a gas station/convenience store that has changed brands from Mobile to Citgo. He noted that hours of operation have been reduced from 24 hours to 5:00 AM–midnight, though he may seek to expand back to 24-hour operation in the future if demand warrants. The store structure itself is not being modified. He also noted that the existing car wash is non-operational and that he intends, in the future, to replace the interior mechanical components of the car wash (arms, tracks, piping) within the existing structure, without altering the building's exterior. Building Inspector Scott noted that this type of application typically requires a two-step process: a public hearing set for the following month, followed by final consideration. The Commission agreed to proceed accordingly. Motion (Hallquist/Wallschlager) to set a public hearing for the conditional use permit for 83 Hartland Business, 805 Cardinal Lane at the Plan Commission meeting of August 17, 2026. Carried (6-0). Mr. Dran was advised to appear at the August 17, 2026, meeting alongside the Bower Sign representative, and was reminded to contact Building Inspector Scott before undertaking any changes to the property's exterior or mechanical systems. 7. Conceptual review of commercial multi-tenant building proposed for 695 W. North Shore Drive TJ Utschig, representing an architecture/development firm, and Dr. Susan Angel of Wonderkind Pediatric Dentistry appeared before the Commission. The proposal involves a single-story, Georgian-style commercial multi-tenant building of approximately 12,000 square feet as Phase 1. Dr. Angel would serve as the anchor tenant, and she indicated discussions are underway with approximately three to four additional prospective tenants, including a play café. It was noted that the project had previously received favorable review by the Village Board, which referred it to the Commission for conceptual consideration. Building Inspector Scott confirmed this was a conceptual review only with no additional staff concerns at this stage. Motion (Hallquist/Wallschlager) to approve the concept plan to move it forward. Carried (6- 0). 8. The Architectural Board and Plan Commission will conduct a review and consider the proposed site and building plans for demolition of an existing garage and construction of a new commercial building with renovation of an existing driveway and parking lot for tax key HAV 0729148 located at 345 Cottonwood Avenue - Kelly Renz, owner of Rose Renz Properties, and Dean Schulz of Excel Engineering (Fond du Lac) presented the proposal. The project involves demolishing an existing 2.5-car garage at the rear of the 345 Cottonwood Avenue property and constructing a new commercial building of approximately 1,600 square feet (reduced from an earlier 2,000 square foot plan) in its place. The existing Victorian-era house on the property, currently occupied by RCS, will remain. The new building would be situated to the west, with shared parking between the two commercial structures. Village Engineer Ryan Amtmann reviewed staff comments, noting that most prior comments had been addressed in recent submissions. Key outstanding items discussed included: Parking Plan Recording: Staff recommended that a formal parking summary plan be recorded at Waukesha County to establish designated parking allocations for each building, protecting against potential disputes if the property were sold or tenants changed in the future. The Commission discussed concerns about parking conflicts, referencing a prior situation on Capitol Drive where promised shared parking arrangements became problematic. Accessory Structure: A proposed accessory structure shown in recently submitted plans was flagged as potentially non-compliant due to the 10-foot separation requirement from the principal structure. The applicant indicated the primary intent was an outdoor patio area, which would not require the structure, simplifying that issue. Concern was noted that if the property were ever sold to a restaurant operator, outdoor seating too close to the property line could present regulatory complications. Dumpster Enclosure: The Commission discussed the requirement that any exterior dumpster be enclosed. The applicant noted there is currently a small dumpster on the property, previously located behind the removed garage, and that an enclosed location would be designated. Discussion settled on placing the enclosure at the far north end of the property for access by garbage trucks and to minimize nuisance to neighboring properties. Fencing: A 6-foot opaque vinyl fence with a wood-grain texture is proposed along the north property line to screen the parking lot from adjacent residential properties and prevent headlight intrusion. The fence length was increased by 10 feet from the prior submission in response to a staff comment. The fence color is intended to match the building. Building Lighting: All building lighting will be soffit-mounted downlights, directed downward to avoid light spillage onto neighboring properties. Building Addressing: Commission members raised the importance of assigning distinct addresses or designations (e.g., Building A and Building B) to each structure on the property to ensure clear identification for emergency services, mail delivery, and other purposes. Building Inspector Scott indicated he would circulate proposed addressing to department heads, including fire and police, before assigning official addresses. Handicap Parking: Discussion arose regarding the number and placement of required accessible parking stalls for a two-building, single-tax-key property. Dean Schulz clarified that the number of accessible stalls is determined by the total number of parking spaces available rather than by building count, consistent with how multi-tenant strip mall parking is handled. Staff noted this would be confirmed through the permit process. Motion (Hallquist/Schneeberger) to approve the proposed site and building plans with demolition of the existing garage and construction of a new commercial building with renovation of the existing driveway and parking lot for tax key HAV 0729148 located at 345 Cottonwood Avenue, contingent on staff approval and resolution of outstanding staff comments. Carried (6-0). 9. Plan Commission review and consideration of petition to rezone tax key HAV 0729116 located at 221 Cottonwood Avenue, from Residential to B-3 Zoning – Village Manager Ryan Bailey noted that this item represents the first of a multi-step process. Following tonight's initial review, the petition would return to the Plan Commission in August for a second review, then proceed to the Village Board for a first reading, a public hearing, and a second reading, with potential final action requiring a minimum of four to five meetings. Will Loepfe (431 Valley Road, Oconomowoc) appeared on behalf of the applicant. He identified himself as co-owner of Lake Country Capital, doing business as Bubbles Swan Farm car wash, which currently operates two locations with a third under construction in Milwaukee. The proposed use of 221 Cottonwood Avenue is as an administrative office for himself and his business partner — two employees with no anticipated regular client traffic at this time. Mr. Loepfe noted that the property was previously purchased from a developer who had proposed a hotel with retail space on the site; that project was withdrawn before approval was obtained. Building Inspector Scott confirmed that the rezoning request is consistent with the Village's land use plan, which designates this area as Historic Village Center B-3. Ann Wallschlager raised the question of parking adequacy, noting that the parcel's available area may be limited. Staff acknowledged the concern and noted it would be evaluated formally at the next step in the process, as no building permit has yet been issued for renovation. Mr. Loepfe noted the property features a circular driveway and that removal of a centrally located tree could potentially yield an additional parking space. Scott also emphasized that once rezoned to business, the property cannot revert to residential zoning. It was stated this as a first review only. No motion was required at this stage, and the item was referred to the August 17, 2026, Plan Commission meeting for second review. 10. The Architectural Board and Plan Commission will conduct a review for a proposed hotel for tax keys HAV0729095 and HAV0729987 located at 101 E. Capitol Drive and 107/109 E. Capitol Drive - Village Manager Ryan Bailey provided a procedural overview, noting this is a first review. The anticipated timeline would have the project return to the Plan Commission on August 17, 2026, proceed to the Village Board on August 24, and potentially reach final approval as early as October 12, 2026, depending on the progress of remaining items. The development team presented plans for a 36-room boutique hotel with a rooftop lounge open to the public, to be constructed on the combined parcels at 101 and 107/109 E. Capitol Drive in downtown Hartland. Key discussion points included: a. Certified survey map Noted as part of the overall project package under review; no separate discussion. b. Site plans for a 36-room boutique hotel with a rooftop lounge that will be open to the public. The project involves the demolition of an existing building adjacent to Tabi's and construction of the new hotel structure. The development team noted an intentional separation between the new hotel building and the existing Tabby's building to prevent new structural loads (including snow loads) from bearing on the existing structure. A Commission member inquired about what the exposed west wall of the Tabby's building would look like following demolition of the adjacent structure. The development team acknowledged this was unresolved, noting a site visit to Tabi's was being planned, and that some type of finish would be applied to the formerly shared party wall. The Commission was assured that Tabi's ownership has been informed and is involved in discussions. Regarding the gap between the buildings, staff noted that the front deck of the hotel would be extended to visually close off the space and prevent it from being used as a pedestrian through-way. The question was raised about snow management in the constrained parking area on-site. The development team confirmed that a snow melt system is planned given the limited space for snow storage. Regarding on-site parking, the project includes 20 underground parking stalls. Village Manager Bailey noted that staff is actively working on a parking narrative addressing potential overflow solutions, including possible use of other parcels owned by the hotel developer and agreements with municipal parking facilities. The full parking management approach will be incorporated into the Planned Unit Development Agreement. c. Planned Unit Development Agreement Village Manager Bailey noted that the Village's attorneys and the development team's attorneys have been working on the PUD Agreement and are described as being "in a good spot." The PUD will govern all aspects of the project including parking, building standards, and operational conditions. Final language is still being refined. d. Proposed tax incremental financing district. Village Manager Bailey explained that the proposed TIF district would be a single-parcel district. He noted that creation of a TIF district requires review and approval by the Joint Review Board, which includes representatives from Waukesha County, Arrowhead School District, Hartland-Lakeside School District, Waukesha County Technical College, and the Village of Hartland. Village Engineer Brian summarized a memo included in the Commission's packet identifying items from the initial review, most of which the development team is already in the process of addressing in a forthcoming, more finalized submittal. No major unresolved concerns were identified at this stage. Village Manager Bailey invited Commission members, residents, and other interested parties to direct questions to staff as they arise throughout the process, emphasizing the significance of the project given its downtown location and the Village's desire to minimize construction impacts on surrounding roads and businesses. No motion was required for this first review. The item will return to the Plan Commission on August 17, 2026. 11. Announcements - President Pfannerstill noted the recent passing of community member Dave Lamerand and acknowledged that a celebration of life service was held at Saint Charles the prior week. Members were asked to continue to keep the Lamerand family in their thoughts and prayers. 12. Adjourn - Motion (Schneeberger/Hallquist) to adjourn. Carried (6-0) The meeting was adjourned at 7:33 pm.
