Minutes – December 11, 2010

WESTBORO TOWN BOARDChairman Tim Roiger called the meeting to order on Saturday, December 11, 2010 at 8:10 a.m.Supervisor Dick Hintz, Clerk Julie Scott, Treasurer Denise Goodrich and six residents were inattendance. Supervisor Steve Peterson and R&M Director Jeff Peterson arrived at 8:25 a.m.Hintz/Roiger motioned to approve the minutes of the November 13, 2010 meeting with clarificationthat the fire department van’s steering column is not broken, just handles loose. Motion carried.Hintz/Roiger motioned to approve the Treasurer’s Report. Motion carried. Roiger/Hintz motioned toapprove the payment of bills #15780-15813 in the amount of $16,028.71. Motion carried.Roiger/Hintz motions allowed the payment to SEH for architectural services. Motion carried.Roiger/S. Peterson motioned to approve the transfer of $30,000 to the Machinery Fund CD and$10,000 to the Fire Dept. Equipment Fund CD. It was agreed to keep the Building Fund monies in thechecking account until needed in spring of 2011. Motion carried.S. Peterson/Roiger motioned to payout the balance of unused 2010 vacation to the Road &Maintenance Director. Motion carried.At 8:30 a.m., Sam Scott of Rural Insurance presented an insurance proposal; questions were answered.Mr. Scott left the meeting at 8:50 a.m.Jeff reported on: the Highway Safety and road right-of-way meetings; the need to establish a sign andreplacement policy; filling of the sand shed; Wisconsin Safety Services agreement (manholes/stormsewers); quantities available for gravel and breaker run, snow pusher/loader.Roiger/S. Peterson motioned to approve purchase of a cordless drill and grinder for the shop. Motioncarried.Roiger/S. Peterson motioned to postpone action on mandating swinging mailboxes for residents whohave mailed delivered within the Sanitary District boundary until after the Annual Meeting in April.Motion carried.At 9:15 a.m., Bill Clark of Klinner Insurance presented an insurance proposal; questions wereanswered. Mr. Clark left the meeting at 9:30 a.m.A sign and replacement program policy will be drafted. Mr. Hintz suggested a policy handbook beestablished. A resident questioned the issue of burn barrels, brief discussion occurred on this subject.Jeff updated the board on the moving of the bus stop sign.Hintz/S. Peterson motioned to appoint Gwen Roiger to fill an unexpired term on WSD Board. M/C.Roiger/S. Peterson motioned to maintain Klinner Insurance for town insurance coverage.
