Town of Rock Elm Elmwood, Pierce County, Wisconsin SPECIAL MEETING MINUTES Tuesday, June 16, 2026 Meeting called to order at 8:00 p.m. by Chairman Tim Bates. Others present: Matt Holcomb, Supervisor; Adam Carson, Supervisor; Dave Bechel, Patrolman; Dawn Churchill, Clerk; 1 resident and 3 non-residents. Motion to approve the agenda was made by Matt Holcomb, second by Adam Carson, motion carried. ARIP Engineering Board members discussed findings of research into the three companies considered – SEH, JT Engineering, and Ayres. SEH and JT Engineering had good references and no outstanding concerns. An attempt to reach out to references for Ayres was made, but there was no response from any of these. A vote was taken and SEH was the prominent firm with JT Engineering following. After lengthy discussion, it was decided that these two firms will come back to the July 14, 2026, meeting with costs for the following: • Surveying • Environmental/wetlands • Design • Permitting • Bidding • Soil boring • Construction observation - 12 weeks of construction at 30 hours per week • Construction staking Motion made by Adam Carson for SEH and JT Engineering to come back on July 14, 2026, with costs for the ARIP project elements listed. Second by Matt Holcomb, motion carried. LP Contract for 2026-27 Alcivia’s cost for LP is $1.39/gallon. Motion made by Adam Carson to contract with Alcivia for 1600 gallons of propane for the shop at $1.39 per gallon. Second by Matt Holcomb, Tim Bates abstained. Motion carried. Comp Plan Discussion on how to proceed. Teresa will reach out to Gillman township and Pierce County to see if they have information on the process. Dawn will reach out to El Paso township, also. Information will be brought back to committee members. Motion to adjourn made by Matt Holcomb, second by Adam Carson, motion carried.
