Town of Rock Elm Elmwood, Pierce County, Wisconsin MINUTES Annual Town Board Meeting – Tuesday, April 21, 2026 Meeting called to order at 7:30 p.m. by Chairman Tim Bates. Others present: Matt Holcomb, Supervisor; Dave Bechel, Patrolman; Pam Reitz, Treasurer; Dawn Churchill, Clerk; and 9 residents and 2 non-resident; 2 additional residents attending late. Motion to approve agenda was made by Matt Holcomb, second by Tim Bates, motion carried. Minutes from previous annual meeting Minutes from the April 15, 2025, meeting were read. Motion to approve by Matt Holcomb, second by Adam Carson, motion carried. Review of Financial Report Dawn Churchill presented the financial reports including indebtedness, Balance Sheet, and Profit & Loss. Motion to accept the financial report made by Teresa Davis, second by Jenny Holcomb. Vote by show of hands 9 in favor, 0 against. Motion carried. Discuss moving Clerk to an appointed position Discussion on benefits of an appointed clerk versus elected, primarily having a potentially bigger pool to choose from since town residency is not required. Short discussion of financial impact of this move; discussed possible increase in pay due to current comparables of other towns. This change, if approved, would take effect upon vacancy or at the end of the term. Motion to make the Clerk an appointed position and not elected made by Adam Carson, second by Teresa Davis. Vote by show of hands 9 in favor, 0 against, 2 abstain. Motion carried. Set date for next Annual Meeting The next meeting will be April 20th, 2027, at 7:30 p.m. Motion to adjourn by Adam Carson, second by Tim Bates. Vote by show of hands, 10 yes, 1 abstain.
