Town of Rock Elm Elmwood, Pierce County, Wisconsin MINUTES Special Town Board Meeting – Friday, October 17, 2025 Meeting called to order at 1:00 p.m. by Chairman Tim Bates. Others present: Matt Holcomb, Supervisor; Dave Bechel, Patrolman; Dawn Churchill, Clerk Motion to approve the agenda was made by Matt Holcomb, second by Tim Bates, motion carried. Driveway Permit One permit received. Motion to approve by Matt Holcomb, second by Tim Bates, motion carried. Unpaid Bills One fire call invoice for Brian Tiffany in the amount of $750 is outstanding. Motion by Tim Bates that if this is not paid by October 31, 2025, the outstanding bill to be added to taxes, second by Matt Holcomb, motion carried. Amended: Since Mr. Tiffany is not a resident of Rock Elm, the outstanding bill cannot be added to taxes and collection will be pursued through another option. Discuss purchase of hotbox The Wisconsin Surplus Auction has a hotbox listed and Dave gave a summary of his conversation with a dealer about his opinion on this hotbox. Discussion on pros and cons about buying used vs. new. Upkeep of road cracks and potholes prevents equipment damage, i.e. plowing. Dave will look into the cost of a new hotbox with what the town needs and the cost of a used hotbox if one is available, for comparison. Motion to bid up to $25,000 on the hotbox at Wisconsin Surplus Auction made by Matt Holcomb, second by Tim Bates, motion carried. Motion to borrow money from the building fund to pay for the hotbox, to be paid back in the next budget cycle made by Matt Holcomb, second by Tim Bates, motion carried.
