President Pfannerstill called the meeting to order at 6:30 pm. Present: President Pfannerstill, Trustees de Boer, Truttschel, Pfeiffer, Wallschlager, Conner, Hallquist Others Present: Village Manager Bailey, Police Chief Misko, Fire Chief Jambretz, Sam Blonien Recreation Manager, Clerk Policello Public Comments: None 1. Consideration of approval of Minutes for March 9, 2026 Motion by Trustee Conner, seconded by Trustee Hallquist, to approve the minutes of the March 9, 2026 meeting. Motion carried unanimously; abstain – Pfeiffer. 2. Items related to vouchers a. Consideration of vouchers for payment in the amount of $165,277.37 Trustee Wallschlager questioned a line item for Advantage Police Supply. Chief Misko explained these are lightweight ballistic plates that officers will wear in their outer carrier vests at all times, replacing the heavier plate carriers previously kept in squad cars. The new technology provides superior protection while being much lighter and thinner than previous models. Chief Misko noted the old carriers will likely be repurposed for the rescue task force concept, allowing EMTs and paramedics to have ballistic protection when entering active incident scenes. Motion by Trustee Wallschlager, seconded by Trustee Pfeiffer, to approve vouchers in the amount of $165,277.37. Motion carried unanimously. Items Referred from the March 16, 2026 Architectural Board/Plan Commission Meeting 3. Consideration of fence installation at 313 Circle Drive, St. Charles Church Mike Cattani, representing St. Charles Parish, presented the request for a 6-foot black vinyl coated fence along the western perimeter of the property running from south to north up to Highway 16. The decorative fence will include a 1⅛ inch cap to prevent injuries from climbing attempts. The fence serves as a safety and security measure for the play area and also protects the neighboring Hartland North natural classroom area from trespassing. Construction is planned to begin after the school year ends, with completion expected by the end of summer. The Plan Commission unanimously approved this request. Village President Pfannerstill expressed appreciation to the Church for their cooperation with the upcoming Hometown Parade and encouraged parishioners to participate in the carnival and festivities. Motion by Trustee Pfeiffer, seconded by Trustee deBoer, to approve the fence installation at 313 Circle Drive, St. Charles Church. Motion carried unanimously. 2 Other Items for Consideration 4. Discussion and consideration of an agreement with Mystic Fireworks Inc. dba Five Star Fireworks, to provide fireworks on June 26, 2026 for the amount of $19,000 Recreation Director Sam Blonien explained this represents the same amount as last year's show. She had discussed potential increases with Tim, the fireworks company owner, who recommended incremental increases of $2,000 if the Village wanted to enhance the display. Any additional funding would be allocated 70% to the finale and 30% to the show itself. President Pfannerstill advocated for increasing the budget to $25,000 as a one-time enhancement for America's 250th Anniversary Celebration, emphasizing this would not set a precedent for future years. The Village's Hometown Celebration has been profitable, with sponsorship revenue at $33,500 compared to $29,000 last year. Trustee Pfeiffer supported the increase, noting the Village's strong financial position from successful fundraising efforts and previous event profits. The Board discussed the show's duration, which runs approximately 22-25 minutes, and the potential for extending the show length rather than simply increasing shell density. Trustee Hallquist inquired about weather contingencies, learning there is an unrefundable deposit of $4,500 with a 15% restocking fee if events are cancelled due to weather. The discussion included consideration of special effects like ground fireworks or logo displays. Blonien confirmed she could explore these options with the fireworks company and report back to the Board. Motion by Trustee Pfeiffer, seconded by Trustee Conner, to approve a contract with Mystic Fireworks in the amount of $25,000 as a one-time increase in expenditure for America's 250th Anniversary Celebration. Motion carried unanimously. 5. Discussion and consideration of e-bike regulations (Requested by Trustee Hallquist) Trustee Hallquist initiated this discussion based on safety concerns for elderly pedestrians and the need for proactive regulation as e-bike usage increases, particularly given rising school bus costs that may lead to more students using alternative transportation. Chief Misko presented research from other municipalities. The City of Brookfield restricts electric scooters from roadways with speed limits over 25 mph, prohibits parking on roadways and sidewalks, and bans short-term commercial rentals. The Village of Greendale has more comprehensive regulations distinguishing between three classes of electric bikes: Class I (pedal-assist up to 20 mph), Class II (throttle-powered up to 20 mph), and Class III (pedal-assist up to 28 mph). Their ordinance restricts Class III bikes from multiuse trails and requires riders to be 16 years old. For electric scooters, Greendale prohibits operation on sidewalks by those 16 and older and bans commercial rentals. Chief Misko acknowledged enforcement challenges, particularly regarding age verification, but noted the department has addressed bicycle violations when safety concerns arise, such as at the five points intersection. President Pfannerstill suggested starting with a basic ordinance establishing vehicle classifications and placing responsibility on riders to operate safely around pedestrians, with speed limitations when pedestrians are present. Chief Misko recommended focusing on "due care" language rather than specific speed limits due to enforcement difficulties. The discussion expanded to include one-wheel devices and other motorized personal transportation. The Board agreed to move forward with ordinance development using Greendale's regulations as a template. 3 Motion by Village President Pfannerstill, seconded by Trustee Hallquist, to direct staff, specifically the police chief and his department, to work with legal counsel and Trustee Hallquist to develop an e-bike ordinance for the next meeting. uMotion carried unanimously. 6. Consideration of First Reading of Bill for an Ordinance No. 03/23/2026 "An Ordinance Amending Chapter 1 of the Village of Hartland Municipal Code Pertaining To General Provisions" Village Manager Bailey explained this represents part of an ongoing effort to update and modernize the municipal code. Staff have been systematically reviewing code chapters, addressing outdated references such as changing poll opening times from 8 AM to 7 AM and removing references to defunct publications like the Wisconsin Book of Citations. The updates also clarify meeting schedules and remove obsolete provisions like jail register requirements. Village President Pfannerstill commended staff for this comprehensive review, noting the importance of removing outdated ordinances that no longer apply to modern circumstances. This represents the first reading, with the ordinance returning for subsequent readings at future meetings. 7. Consideration of First Reading of Bill for an Ordinance No. 03/23/2026-A "An Ordinance Amending Chapter 2 of the Village of Hartland Municipal Code Pertaining to Administration" Village Manager Bailey presented this companion ordinance updating Chapter 2, which contains more substantial revisions than Chapter 1. He encouraged Board members to review the materials thoroughly and submit questions before the next meeting to facilitate discussion. All Village departments participated in the review process through weekly staff meetings. 8. Announcements Chief Misko announced the transition to new ballistic plates for officers, explaining that officers purchasing the plates must wear them at all times as department policy. Some officers opted for front-only plates due to back concerns, while others purchased both front and back protection. He also reported that all new squad cars are operational without major issues, and the department will auction the remaining two older vehicles this week. Fire Chief Jambretz reported recent firefighter injuries during training and emergency responses. One firefighter injured his ankle during a structure fire in the Town of Delafield, while another twisted his ankle during training exercises at Lake Country Academy. The full- time firefighter has returned to work with restrictions allowing ambulance calls but not fire calls, while the part-time firefighter is expected to return to academy training shortly. Recreation Director Blonien reported ongoing preparation for summer programs and special events. President Pfannerstill reminded residents that the upcoming election will be held April 7th at the Village Hall Community Center. He also announced preliminary plans for a State of the Village event, tentatively scheduled for September, which would bring together all board and commission members for recognition, networking, and discussion of Village initiatives. The event would include catered food and provide an opportunity to acknowledge long-serving volunteers and discuss ongoing projects across various Village boards and commissions. 4 9. Adjournment Motion by Trustee Pfeiffer, seconded by Trustee deBoer, to adjourn the meeting. Motion carried unanimously. Meeting adjourned at 7:24 pm.
